Santiago.– Dominican Republic’s border guard (Cesfront) commander said yesterday that soldiers rescued six Haitian children between 4-12 years of age
who were being smuggled into Dominican territory.
According to Brigadier general Francisco Jose Gil Ramirez, the four boys and two girls, barefoot and half naked, were
walking in the mountains with Haitian Luis Jean, 34, who was
trafficking them to the Dominican Republic.
The
smuggler told the Dominican authorities that he charged no money for
taking the kids into Dominican territory and that he supposedly did it
with the consent of their parents who were “anguished” by the hunger
they were suffering in Haiti.
The children were taken to
Cesfront headquarters in the northwestern city of Dajabon on
the Haitian border and were then handed over to Haitian migration
authorities.

In reality, Dominicans shouldn't even feel superior to Haitians or anybody else for we all emigrate in mass to other lands and want to feel welcome in our new homes in Brooklyn, Washington Heights, Dajabon, Santiago, Puerto Rico or Port-Au-Prince. Migration has been a Human phenomenon since pre-historic times. It is unnatural to try to stop it. Migration is a Natural LAW. I stand firmly with the position that documentation and control of the cross-border areas needs to happen, and that the current situation is a very poor recipe for navigating the troubled waters between the two states. Having hundreds of thousands of undocumented people in a small nation is not long tolerable, and will generate violence and greater distrust over time. The NGOs and foreign governments should concentrate on helping Haiti achieve stability and viability and seek not to achieve such conditions via the Dominican Solution. Of course, there are many individuals on each side that benefit from the disorder, but the majority are ill-served by its continuity.

As I've stated before, the DR would stand to make an enormous amount of economic progress if Haiti ever got its act together. The DR has many advantages over other competitors for Haitian demand. And the quality issues will be addressed with a more modern trade system. And Haiti too would progress mightily by selling products, services and providing laborers for both side's expansionary needs. It's a win-win situation in the long-run, if both sides do their part. Here's to hoping that 2010 starts the process.
