Santo Domingo. - The Capital’s second Metro line, of 15 kilometers, will cost around 750 million dollars, and the company which submitted the winning offer to build it via concession may be announced by month’s end.

Transport Reform Office (OPRET) director Diandino Peña said the Government is preparing the platform required by the winning company to start the work. The official said a local and a foreign company are still in the bidding.

The rail line will link the subdivision Los Alcarrizos with Maximo Gomez avenue.

The work includes the transfer of several families in the barrio Los Guandules, where the extracted material will be deposited to widen be the space through which the train will pass. The ecological avenue will also be built along the Isabela and Ozama riverbanks.

Peña said other evictions would occur during the work, but the families will be compensate so they can build another dwelling or will be given houses or apartments.

The pre-construction of the lines have already started mouths ago, and its marching as planned. The second line will bring transportation to more than 60 thousand people from west to east and virse versa, it will also cross the Ozama river!. This is one of the best investments our government has done for years.

The metro without a 2nd, 3rd and 4th line would have almost no effect on the transportation chaos that is the Santo Domingo streets. This is an amazing project that should be fully supported by everyone with a vision of a 1st World City. Apart from the metro, trains should connect the D.R. from east to west and south to north(as planned). Well done!

I was unaware there was a local company with the necessary experience to be awarded this contract ...but nevertheless it is another great bit of news . yes this is only the start of the line .I suppose as usual the devil is in the detail and I just wonder what the concession will actually involve

Some folks must be blowing steam from their heads with this news item. And with 4 more, at least lines in the works, many more unhappy news reports to come. But when are they going to announce the rail from the capital to Santiago? That's the one that will hopefully break the hold that the truckers have on transportation.

yes the SD to Santiago route for the train is essential with various stops at Villa Altagracia,Bonao and la Vega on the way ,,,and maybe even go on to Puerta Plata ..great for all the freight as well as passenger traffic

No one is howling. The news item just confirms the months old reports about the second lines construction. I grant you it's not a remarkable news event although there are some who might disagree with us. These folks say "show me" don't just say it's coming. I guess Presidente Leonel heard your message and agreed to accommodate your needs.

By the way Josean, there are lots of news items on corruption, sex, violence, missing people at sea, etc., so what's not to like about the news today? Even Chavez made the news with a world record setting three monetary system for Venezuela.

Why are DR's services and products so uncompetitive in Central America Fadul? Are they being denied legal access? What gives? If so take these cases to court. And remember, these treaties have dates, and cut-offs, etc., it may be that some items are off limits for the first 5, 10 years. Unless, Fadul is more specific It's hard to say what the real issues are.

Another important ingredient in trade deals is that they force the often reluctant and corrupt business class and political culture of many small nations to conform to modern standards of hygiene, negotiations, and business practices. Monopolies have a hard time taking on foreign competitors, and often use nationalistic cries of help. I say stand up and supply your customers with better services and product

I am sort of on the fence on this one. I wouldn't mind a small subsidy to improve life of masses and everyday Dominicans, but I wouldn't want to bankrupt country in process. I'd love to see the rationality of the projections and insure they are sensible. I don't want an albatross which will shackle the economy and our youth in perpetuity.

I hope all of the ducks are in a row and that no stone has been left unturned in the analysis and projections of this endeavor. 750M, plus 20 % potential overrun is a lot of money to be burdened with, and I want to insure that the plan is sound and this would be tangible asset to country. I would much rather spend this money in Santo Domingo-Santiago train. That would make infinitely more sense to me.

Santo Domingo.- Certificaciones. Los ingenieros de sistemas y profesionales del área de la informática conocen muy bien lo que subyace detrás de este concepto. Las principales empresas que manejan alto contenido tecnológico están siempre creando proyectos que cualifican y especializan en distintas áreas.

En el caso de Microsoft, existe una llamada Certified Master Directory, que es, en buen dominicano “un peñón”. 3 semanas de entrenamientos con un nivel educativo de 400 (recordemos que las materias de grado son de 300) y 4 exámenes, bien “estrésicos”, en palabras de Cristian Martínez.

¿Y por qué lo mencionamos? Porque, de 50 personas a nivel mundial que han obtenido esta certificación, este joven dominicano es el primero en obtenerla para la región de América Latina.

I like your new style. It gets your point across without all the theatrics. And you're so right to bring to the attention of all the abysmal state of DRs energy sector. But the Metro is a priority in regards to the long-term interest of the Nation and its people. Several projects can and must move along at the same time, in order to achieve modernization. Yes, it would be ideal to have all needs have the same level of investment, but again we live in the real world of "give-and-take." Perhaps the next candidate will become the Education Presidente of the Republic. Rest assure he will have people up his neck because "some other" priority is in greater need, by their account.

The Director of the Transport Reorganization Office (Opret), Diandino Pena, said yesterday that the first stage of the second phase of the Metro system would start in Los Alcarrizos and reach Maximo Gomez Avenue. He said that this section would cost US$750 million. Line 2 of the metro will be 22.5 kms long and will run from Los Alcarrizos to San Luis, in eastern Santo Domingo.
In order to gain some time on the project, the government is doing preliminary work, such as leveling certain areas and filling in part of the riverbank, where it was reported that more than 200 truckloads of fill have been dumped close to the Francisco del Rosario Bridge. Work on the second line is proceeding at the Km. 9 cloverleaf intersection, and according to reports, traffic flow in that area will have to be re-routed next week.

Actually josean, Leonel may be working his way into some major international assistance by doing an excellent job during this Major Crisis. And as I explained to Jarabacoa, DR may stand to gain enormously from the International Relief Effort for Haiti.

1. Expanded airport runways.
2. expanded roads and other communication related investments.
3. major contracts perhaps with foreign partners involved, but so-what half-a-loaf is better than none.
4. Upgrades to existing hospitals and other medical service stations.
5. Jobs and more jobs for providing assistance.

Let's hope that he does play his cards right, for the sake of all. I know you're on board in wishing him well in his efforts, no?

LIE-onel Fernandez is classic opportunist who is trying to come out of the NARCO SCANDAL induced hibernation to ride on the back of this unfortunate and extraordinary crisis to CLEANSE himself.

So if the relief and rebuilding of Haiti is left in LIE-onel's hands that will be adding insult to injury to the Haitian masses. He has shown no compassion for the needs of the Dominican masses, how we can expect him to show anything but situational convenient compassion for Haitians

Santo Domingo.- Representantes de diez empresas, grandes, pequeñas y medianas de R D comenzarán a vender sus productos a organizaciones de las Naciones Unidas y agencias de ayuda humanitaria, para que puedan distribuirlas en Haití.

En un encuentro realizado en el Centro de Exportación e Inversión (CEI-RD), representantes de empresas Mercasid, Cemex Dominicana, Fersan, La Nacional, Molinos Modernos, Plastifar, Duralón, Vitaset, entre otros informaron que ya están cotizando sus productos a las agencias de ayudas internacionales, para que los compren y suplan a los damnificados de Haití.

SANTO DOMINGO, Jan 15, 2010 (IPS) - The Dominican Republic, which has historically regarded its Haitian neighbour with suspicion, has turned toward Haiti with a tremendous outpouring of aid and love since a devastating earthquake rocked Port-au-Prince on Tuesday.

All of the major television stations have news teams in the Haitian capital. Regular programming is interrupted to announce another collection point for canned food and medicines. The three major phone companies have all opened text messaging services to support local charities.

Unedited images of the dead lying covered with sheets on the western third of their shared island, along with compassionate commentaries, run almost constantly. An estimated 50,000 people were killed.

The day after Tuesday's earthquake, which was felt mildly throughout the entire island, the Dominican government dispatched across the border mobile kitchens capable of serving 100,000 meals a day, 39 trucks with ready-to-eat food, 46 doctors, including 10 trauma specialists, eight mobile clinics and tonnes of water, vaccines, rehydrating solutions, and painkillers.

Also on Wednesday, the Jesuit Refugee and Migrant Service at Centro Bono sent out a massive email appeal for canned food and medicines. The Jesuits have long been staunch defenders of the rights of the Haitian immigrants in the Dominican Republic and assist more than 50 organised groups of Haitians here.

By four o'clock in the afternoon, the eight young volunteers at Centro Bono were discouraged that only 50 donors had arrived, despite the boxes of medications and food that were stacked up on the walls.

Most Dominicans are not wealthy, with a median annual income just above 6,000 dollars and an estimated 42 percent of the population living below the global poverty level of two dollars a day. Dominicans survive because of their strong family structure and generosity.

An estimated one million Haitians live in the Dominican Republic, most of them without visas, many without passports, and some with no identity papers whatsoever. There has been a growing public conversation about the arrival of more and more Haitians as their home situation worsened over the past year, calling it a "pacific invasion". Now the television and radio announcers consistently refer to Haiti as "our sister nation".

Deportations of Haitians from the Dominican Republic, which have been condemned by some human rights groups for their lack of due process, have been halted.

One woman arrived with two boxes of saltines, saying "It is not much, but it is all I can do." Several of the volunteers assured her that the important thing was that she came. Shortly after, a couple arrived with 10 boxes of medicine from their lab, which kept the volunteers happily occupied with sorting and labeling.

By Thursday noon, however, a passing line of 40 volunteers was needed to offload the pick-up trucks that were arriving with boxes of food and water. The gym-sized room, close to empty the night before, was nearly full.

Despite all the international rescue workers arriving from overseas, Dominicans understand that their country is the closest source of food and water for their island neighbours. Even the food to supply the U.N. peacekeepers, the MINUSTAH force, has always been bought here and shipped there.

At the Red Cross Center, which is the main staging operation for transport of donations of goods, more than 40 Dominicans were seated waiting to give blood specifically for Haiti. There was only one Haitian among them.

Gracion LaShelle sat with two Dominicans who appeared as affectionate as parents.

"I have been here for four years. I study at the university and work for these two Dominicans who are with me here. I call them my family even though my true family is back in Haiti. But they are my Dominican family," LaShelle told IPS. "I am from Gonaives, but most of my relatives are now in Port-au-Prince. I have not been able to reach anyone by phone so we came here to donate blood. Because it was all we could do."

Sergio Vargas, director of the Dominican Red Cross, explained their operation.

Richard Goughnour, head of USAID, when asked about satellite phones for the Jesuits, said: "Thus far, we have not received any additional funding for this operation. We are getting calls from many organisations here on the ground but we are unable to respond as yet. When the money does come in, it will most likely be used for food and transport."

A message went out from the Haitian Embassy that even President Rene Preval is in need of five satellite phones in order to help his government coordinate relief efforts. Despite some early reports that President Preval would be evacuated to the Dominican Republic for fear for his safety due to the aftershocks, he remains in Haiti.

President Leonel Fernandez went to the border at Jimini and then by helicopter on to Port-au-Prince, where the two leaders conferred.

"We have room for volunteers, but they must come from their local chapters of the Red Cross. They have to know how the Red Cross operates," Vargas said. "We are now receiving staffing help and funds from the international Red Cross. We will send all the supplies to the border at Jimini and will start distribution as directed by the teams on the ground there now."

"We do have room for doctors and nurses," he added. "The main problem is the language barrier. We have some Haitians here who have been trained by the Dominican Red Cross. We are asking the international public to donate funds designated for Haitian relief and we will get part of that."

Seismic engineer on prevention

A former Minister of Public Works, Engineer Rafael Corominas Pepin, comments that an observation of the rubble makes it apparent that many structures in Port-au-Prince collapsed because re-bar had not been used and buildings were constructed in close proximity, as reported in Hoy. He pointed out the existence of thousands of buildings in the DR that are used by hundreds of people, such as schools, hospitals, military posts and churches built before 1979, when new seismic regulations were put into effect. He said that techniques exist that would allow buildings in this category to be reinforced to withstand any possible earthquake. He also commented that seismic regulations in place since 1979 are not totally respected by builders. Nevertheless, he doubted that high-rise buildings that are too close together could bring about a domino effect in case of a major earthquake.

He did express his concern for high-rises that use the first level for parking.

Corominas confirmed that the DR is vulnerable to a quake along the Septentrional Fault, such as the 6.5 earthquake in 2003, causing damage in Santiago and Puerto Plata. The north and northeast of the country are believed to be the most vulnerable areas.

The time for issuing a building Moratorium in Santo Calcutta, as I have been advocating for quite a while has come.

Not to do so is by LIE-onel Fernandez is IRRESPONSIBLE and possibly condemning thousands of our brothers and sisters to potential harm and death. Even if the buildings are safe which is highly questionable, the equipment, safety and rescue personal in the first responder corps are not adequate even for a minor mishap; whether it’s man-made or do to a natural disaster.

The very real possibility of substandard construction coupled with inadequate support infrastructure, both in materials and staff is a recipe for disaster and an enormous tragedy waiting to happen.

Let’s STOP all new building permits immediately! Strengthen the infrastructure until it catches up with what already has been built, to assure that we can adequately take care of what we currently have both in terms of maintenace and social safety issues.

El diputado reformista Rafael Molina Lluberes apoderó a la Cámara de Diputados de un proyecto de resolución que solicita al Presidente Leonel Fernández revisar el contrato minero entre el Estado y la Barrick Gold. El legislador estima que el convenio lesiona los intereses del país.

El documento expresa que la Barrick Gold se burla del país y de la provincia Sánchez Ramírez cuando alega que empleará 3,500 personas en la fase de construcción y más de 1,000 puestos durante la operación, “cuando todo el procedimiento será automatizado”.
