Santo Domingo.- Dominican Republic will host the preparatory meeting for a World Summit for Haiti today Monday, with the presence of Maria Teresa Fernandez, vice president of Spain and president of the European Union.

The European Union convened the meeting, slated for 11 a.m. in the National Palace, with the attendance of Haiti president René Préval, representatives of  the governments of the United States, Canada, Brazil and ambassadors of Latin America countries  .

President Leonel Fernandez had also requested the presence of representatives of multilateral organisms including the United Nations, the World Bank, the Caribbean Community (CARICOM), the Inter-American Development Bank and other regional cooperation organizations.

How the flow of international cooperation towards Haiti after Tuesday’s quake can become a short and medium term development project will be the central topic, whose general guidelines were discussed by presidents Fernandez and Préval and Haiti prime minister Jean Max Bellerive.

Montreal to host conference

Canada will organize an international conference in Montreal on January 25, with the attendance of Haiti primer minister Jean-Max Bellerive, to evaluate his country’s situation with international leaders after the devastating quake.

Give the rest of the island to the greedy Dominicans since they want the whole island ( I think it's good idea too so I ain't hating). France should partition a third of French Guiana and it give to the Haitans as free state. Any reconstruction monies should go towards fulfilling that. French Guiana is fertile,beautiful and sparsely populated with only a population of around 230,000 people.

French Guiana
Area 83,534 km2 (32,252.7 sq mi)
Population : 230,000

Hispaniola
Area 76,480 km2 (29,529 sq mi)
Population: 19,000,000

Clearly there is enough unused area to create a free Haitian state in French Guiana being that most of French Guiana is beautiful lush jungle. All France would have to do is keep the French Foreign Legion there to make sure over deforestation doesn't occur.

I think the plan is to merge haiti and dominican republic that is what they want , but the dominican government wont allow it, and now with this massive disaster that happen in haiti now more then ever there gonna try to created a merger. it is no coinsedence that this earthquake is happen now the united states has the technology to control the weather anywhere in the world.

I once proposed such a scenario and was told it was pie in the sky thinking. But if the big nations get creative and several other states like the recent Senegalese offer emerge, it's not so illogical to think perhaps 4 or 5 million Haitians may be able to find a new beginning elsewhere. The remaining people would then stand a better chance of creating a viable nation-state.

I think you fail to realize that this scenario is already subtly taking place right before our very eyes . As I have previously said, it doesn't matter what the D.RS government wants, only how much they stand to benefit by doing whatever its foriegn sugar daddy governments want them to do when they start pulling Leos string . Slick Willy and his little hilly will win this one and thier capitalistic vision of a unified Hispanola with a statue of the ''slick one'' waving an American flag high on a Haitian hillside will soon be a reality.

Why would the Dominican government want to absorb Haiti? I see no benefit in that for the Dominican people. I mean....what? Merge with Haiti so....the RD can make Haiti an....autonomous region? It really makes no sense. What does Haiti have to bring to the table? How can Haiti make the RD a better nation? I see zero value in such a proposal. I can't even see Haiti bringing in tourists. Compared to the RD, Haiti is an environmental wreck....sorry to say.

I hope whatever is being proposed at the conference involves civil planners. The first thing that needs to happen is the formulation of a government. Someone needs to plan and construct a government for Haiti. It would be good to have members of the Haitian diaspora involved in this. Get some of the brightest Haitians educated abroad involved in this. No use in providing tons of aid and pouring money and resources into Haiti if the status quo is maintained. The international community must teach this new Haitian government how to govern...how to run a nation. As demonstrated by the fallout of this tragedy, the Haitian government prior to Tuesday was inept in governing.

The 1/3 of French Guiana for Haiti option should be explored. It does not have to be done immediately, a 20 or more year process could organize the area to accept the numbers needed. Also, it would pay back the enormous debt that the French Nation owes Haiti, for it was in large measure the inhumane treatment by the Great Powers of the 19th Era that fertilized the soil for Haiti's current condition. It will take an enormous effort and someone in a powerful position, but perhaps not-an organization that would step-up an announce this option in the media may just start the ball rolling.

ateo, i HATE to sound like Im watching a doomsday clock , but the reality is that with the uncontrollable migration that will take place in the D.R as a result of this catastrope along with an unprecedented security problems and rise in crime is only going to atleast temporarily slow if not strangle the Dominican economy as well as scare away any more would be Trumps from investing thier capital . We need to help the needy when needed.

If the wall was in place long ago we would not be worrying now with such issues.

We can not afford to take more Hatians or open up our border. See what the Hatians did to Haiti, the same will happen in DR if we allow so many of them in our soil.

Let's help them in Haiti, as we are doing now.

Actually, the U.S. government has provided millions in surveillance equipment and training to Dominican border agents over the past few years.

Leonel would actually do well to expand that border force, putting more Dominicans in jobs. It's also an opportunity for the RD to develop more intelligence collection along its border states.

Just a thought.... The RD must assist its neighbor, but Leonel still has an obligation to protect her borders.

I have no doubt that a Dominican border partol agent is one of the most lucrative jobs in the D.R. Have you ever seen the Dominican tourist police do a weekly Haitian round up ? Not only do they pay the propina to cross the line but they pay off the local authorities for the right to work in thier giftshops and conduct whatever other affairs they might have in the Dominican towns . Crap rolls down hill . Should it be any surprise that the same thing is happening in the Presidential seat in Santo D. THERES BIG MONEY IN ILLEGAL IMMIGRATION PEOPLE ,and Leos just hit triple 7's.

A beggar wants no responsibilities. Haiti is responsible for Haiti. Granted at a time such as this, Haiti can asked the rest of the world to help them deal with their problems but not hold them responsible or make them feel guilty. They need to get their acts together and get all of the military forces out of their country and start creating a government that will represent and care for the wellfare of its citizens. They need to stop this begging things of hopleness and hepleness and that they are the poorest nation in the world. Their attitude is one of not doing anything for themselves and waiting for others to do it for them, they must take pride in themselves and value themselves more as a people and as a nation. I will not have any rspect for someone who does not respect itself. I¨m a dominican and never a begger under any circumstances and this I teach to my children.

"That land was the Israelis thousands of years ago" You're one misinform puppy! 80% of the so called Israelis living in Israel today are of Ashkenazi descend, either German or of Eastern Europe, who were most likely converts to Judaism. So there connection to the land of Palestine is no more than 60yrs, in contrast, Palestinians can trace their ancestors 1000yrs. Your memory must also deceive you concerning the USA? It's no just Mexico but, the whole USA that was stolen from the Natives. Regarding Haiti and D.R.'s history you sound quite confused. If you knew your history, you would have known that the island was call Hispaniola, and that the Spanish rule for 200yrs and that African slaves were already establish by 1500. So the whole of Hispaniola was stamping ground for the descends of the Haitians. It was only when the French got into the mix that the Island was sever into two. A wall would be an apartheid like in Israel.
