Santo Domingo.- Santo Domingo province prosecutor Perfecto Acosta yesterday announced he’ll appeal a 3rd Instruction Court judge’s ruling to release on bond several suspects accused of being hired killers.

Supreme Court president Jorge Subero also asked the National District and Santo Domingo province instruction judges to send him the sentences where they ruled to release the defendants Pedro Alejandro Castillo Paniagua (Quirinito) and several alleged hired killers.

Santo Domingo province judge René del Rosario said he ruled to release the defendant on bail because during the hearing Assistant DA Pedro Galarza Perez didn’t present the evidence to merit sending the accused to prison.

Meanwhile National District judge Jose Alejandro Vargas clarified that he ruled to release Castillo Paniagua (Quirinito) on bail because the accused hadn’t been arrested in flagrant crime and that a competent authority hadn’t issued an arrest warrant.

He is accused to killing the Spaniard Adolfo Cervantes Arellano (Waikiki), shot 17 times, in an alleged underworld “contract.”

The release casts a shadow?

I would think it would be much more accurate to say that the release is a continuation of the corrupt judicial practices that have made our judicial system a joke.

Money or political connections = freedom from worry about criminal prosecution.

Hey, where's Vincho hiding?

What other governmental crimes have been ignored, forgiven, or forgotten while we have been distracted?

"the accused hadn’t been arrested in flagrant crime and that a competent authority hadn’t issued an arrest warrant. "

Well here you have it.

Any one else with no MONEY can be detained on suspicion.

And where in the entire Dominican Republic are you going to find a compentent authority.

What an embarrassment.

I see that things are back to normal in DR.

Does situation remind anyone of Sobeida Felix's case.

Funny how those who do not remember the past are condemned to repeat it.

I guess the competent authorities must have thought this to be an appropriate time for this nefarious action, as we are so preocupied with the Haitian catastrophe.

Too bad we couldn't have some natural disaster of our won that would only affect corrupt government, military and judicial officials. Throw vincho in for good measure and the head of the drivers union.

The DR needs to change its burden of proof laws, because right now, unless you actually SEE SOMEONE committing a crime, they can be let free.

Who the heck commits a crime in front of others? I think they are just lazy and don't want to prepare for trials, like they do in other countries. It is much easier to say : No one saw this, so it is your word against his.

This is not justice, and it is dangerous for the Dominican people, who have to live with all these crooks among them.

Burden of proof-you've got to be kidding me!

In a country where you could be locked up for looking at a ploiceman cross-eyed, or not yielding your umbrella to LF's daughter at Vesubio Restaurant, this whole thing of burden of proof is rather ludicrous.

This guy is walking because either he or his gang boss paid off somebody. No proof, just history!

Who was responsible for changing to this "new" penal code, which seems to have been written in favor of all the crooks? Was it the previous crook in charge, or the current crook in charge. More importantly why was it changed?

Yes ,let everyone who is suspected of a crime be kept in prison indefinitely ..let the law of habeus corpus be thrown away ..let people be convicted without any evidence presented to the court..tell the judges to only believe the police ...this is the way forward !!! you must be joking
