Santo Domingo.– As of this Tuesday afternoon when the new Constitution takes effect the country’s President will not have the power to deploy Dominican troops in Haiti or any other nation without approval by Congress, which from now on will be called Parliament, but the two top lawmakers see it differently.

Chamber of Deputies president Julio Cesar Valentin affirmed that the measure is one of the new Charter’s “virtues,” whereas Senate president Reinaldo Pared declined comment, but noted that the Executive Branch already took the measure to send troops to Haiti with the previous Law in effect.

When asked about his view of deploying soldiers in the neighboring country, Pared said he would first like to know president Leonel Fernandez’s reason for sending troops, to then express his opinion.

Sending troops to Haiti will never happen, mark my word. Too risky with nothing to gain and a lot to lose.
Now we can always blame the negative on congress, as LF will say:

"I will abide by the decision of congress"

A congress that normally doesn't lift a finger, unless the "man with the briefcase" shows up for "lube, oil and "greasing".

I am sure that Mr. Fernandez understand one thing you do not, which is that there is risk in the process of making progress and in order to make progress you must get in the ring with the heavy weights and the big dogs on the porch.

As the American say goes, "if you can not play with the big dogs, step off the porch". So Mr. Fernandez the more you fumble this troop thing the less respect you get and the more you lose. Make a decision already Sir.

The big dog American minded Dominican politician keeps plowing away at the path of progress for the good of his kin folk. Nobody thinks that the recent headlines that are starting to suggest that the Leo puppets unite with its neighbors are causing them to second guess thier recent heroics ?
1 minute 30 seconds left on the clock and that 4 start retreat on the snow banks of Georgia are starting to look pretty good ,arent they now Leo ?

I agree with not sending troops to haiti, it would only take one haitian getting una pata' en el cocco to unleash a tsunami of bullcrap heading east of the island.

Possibly a blessing in disguise ......my greatest fear was the lack of training on the part of our crack drug dealers and soldiers ....I was hoping they could find 1300 good ones maybe motivated volunteers ......but ii is a risk

That is a mistake, there are enough troops in Haiti helping those in need, this is just a waste of money by regional leader wannabe, put that money toward the need of the Dominican people.

when are people going to realize that more capital investment will flow through the DR in a quantity undreamed of.............. Let us thank God we are in a position to help and at the same time we are able to benefit from this horrible tragedy ....The DR stand to be part of a multi billion dollar investment and will benefit in many many ways .....we must not forget the horrible suffering of these people whilst we profit

Keep Dominican military out of Haiti....it just wouldn't seem right and might incite local and international protests.

Look, for eons there has been political and military animosity between these countries. There is not much we could add to what is already on the ground from other foreign sources. We have nothing to gain by sending in our military boys; in fact, we might be upside-down on benefit/cost equation, so let's just abandon this bad idea, and maybe return to normalcy and try to figure out where Figueroa Agosto and Sobeida are, or who their accomplices are. Let the real professionals take on the Haitian situation, because there probably isn't much more we could solve there. Heck, we can't even take care of our problems!

Call in the cavalry, the legion and the competent UN, but get out of Haiti and try to keep peace with our neighbor. We got this history between us, which cannot really be re-written, so get out ASAP, before things escalate.

I have some family money that I must park in DR for a bit and want to insure it is safe. I ask you publicly so others would benefit from your wisdom.

antonioj, first and for most, let me tell you that Mercy College is a DUMP, and Mr. Rodriguez whom i have seen before is simply looking for much needed attention to boost his under the radar organization. He decided to go to FOX because no one else is going to take such a dummy proposition and only the neo-cons at FOX due to the fact that they have nothing good to say about immigrants and want to stir up the pot even more than what it is already.

If you had a chance to listen to the conference in Montreal since you are already in Canada, you heard the Haitian prime minister only ask for tow things. (1) Haiti's debt should be pardon (which is a little less than a billion), (2) Haiti needs a commitment of developed nations to help rebuilt and assist for 5-10 years.

Very humble indeed of the prime minister, but he will not get these for free. I believe that haiti will indeed be transformed from the ground up and things will be better for them. This will happen in three stages, (

(1) re-build the infrastructure to attract business at excellence tax breaks and subsidies so they can re-built the capital and the country with a business interest, (2) Haiti's political system will be handle by an international panel that will help the few good intended politicians that are left get into the government, (3) Haiti will receive a CRASH COURSE ON LITERACY, this will allow the haitians to pump out a higher number of educated individual and keep them home since they bleed the greatest number of educated people via migration.

interested data that shows how educated haitians simply do not stay: A report by Grassmuck and Pearse in 2003 talked about caribbean immigrants in NYC.

49% of Dominicans work in low skilled and service jobs in NYC
45% Haitians (same as above)
40% Cubans
37% Jamaicans

Education
60% of Dominicans over 25 arrive to NYC with no H.S. diploma, this is 34% for Jamaican, 35% for Haitians, and 53% for cubans

So you see how Haiti is bleeding

its educated people, they need to find a way of keeping them at home, developing the country. off course you and i know that is not possible due to lack of Jobs, but it is clear that the Majority of Haitians migrating are educated, while the other countries they are loosing a great deal of uneducated people, which is beneficial for the development of the country.

Mr LF have gotten great review in the Haitian Press for his actions,the chap actually speaks fluent French and seems to have a great friendship with Preval. He did not wait to get back to DR to start making things happen. I believe he is genuine and we are thankfull.Consider it a new era. On the subject of sending troops, I do not believed we will have a problem with that as long as they are under the banner of the blue helmet. It's fair to say LF have learn from the French mistakes in Iraq(If you going to want a piece of the recontruction action, you better make sure you have boots on the ground doing some of the heavy lifting). Your expertise will be greatly noted specially in the road contruction area. It's going to be 3billions USD to go around, the Bechtel of donnors nation will be first in line.you guys will probably be the second tier,and those fuck ups from back home like Route&Pond, Bob&Fils will be last, and I hope all they get to do is clear up the debri

Dagtan you are right on the money. What kinds of jobs would be created in Haiti to encourage the educated people to stay? Services (call center, IT, ie india), manufacturing (labor intensive low wages), outsourcing?

Those sectors have cause a boom in China and India that has encouraged (most of the population) a combined pop of close to 3billion to stay home.

What haiti needs are Business and investment friendly laws (that must be enforced), rooting out corruption, free education, distribution of wealth.
