Puerto Plata, Dominican Republic.- Violent crime has again rocked the resort town Sosúa after two foreigners in the tourism activities would turn up dead in less than 48 hours at the hands of thugs with theft as the alleged motive, according to news source elnuevonorte.com.

The authorities said that the Norwegian Tore Wilhelm Karlsen, 59, who resided in the resort Costambar was stabbed and beaten to death, whereas the Canadian Jean Gagne, 42, was found in a pool of blood on Thursday, with one gunshot to the chest.

Investigators say the perpetrators gagged three other people who were in the house.

A night watchman of the security company Segasa, who’s being questioned by the National Police in Sosúa, was also shot once in the left leg.

My condolences go out to the families and friends of the victims.

This is time for the foreign governments to issue travel advisories for those wishing visit or stay on the island. If the Dominican government does not have the will to combat the criminals and criminality as a whole, then it needs a wakeup call from interested nations. Hit the government where it hurts the most, in the pocketbook!

In the Canadaian news, the security guard confessed that he is involved, asked to one of the muderers to be shot in the foot to cover his participation for money, and he is detained by the police.

This will certainly touch tourism and lead to many cancelling their flights or vacations in the Republic. As Canadians, we are aware that wages in your country are very low, the opportunities for a better life and education are still quite scarce and contributes to actions for the lure for fast and easy money as it is also in most countries south of North America.

But I also know that Dominicans in general are very family tied together, and are good and human peoples with high self respect and heart on the hand ready to help and exchange.

I wish access to more resources and equity for Dominicans and a lower poverty rate, and this is in the interest of all since the main source of the Dominican Republic is tourism. You have such a beautiful country with beautiful peoples and beliefs.

The poor see the wealth, they are hungry, living hand to mouth in charamicos, la union, islabon, surviving on hand outs from tourist. The few do not realize the harm they cause by their shortsighted actions to the many. Here in the USA I've lived in poor neighborhoods where shootings took place once a week. I live in a much better place now. So if it can happen here it can happen there. True the authorities need to pick up the pace and become more involved in providing security. Gmiller if the savages are allowed to kill each other there, soon the whole country will break down and massive immigration will take place and more savages will be popping up in your hood, you don't want that now? I lived in Sosua for about 10 years. This part of the story you are reading is only a part of the story. There will be other parts that may come out on DT or may not but they will be known. I have learned over the years that you need to wait and listen.

These guys may have been the bad guys, you never know. Just like that crock of bull canadian kidnapping which when I read about the reactions just cracked me up. Fantasy was what it was with a bunch of hookers mixed in most likely.

I really think writers who state that the DR is a failed state or country know little about the DR ,,regrettably there are so many different factors in stories like this one and I agree that you can not draw conclusions until all the facts are known . it may have an effect on tourism in the Puerta Plata / Sosua area but i doubt it
There are tourists who come here with fairly poor intentions such as having as much sex with as many people as possible, drinking until totally drunk, taking drugs and never paying sufficient and inevitably there will be some problems and maybe this is just such a case .
It is not very often that a shooting or knifing does not have a background story.. and if you go to all the cheap popular holiday resorts the problems are the same .

I have visited sosua and find it to be a great place to do business in. Having said that a friend of mine had a confrontation with a local and Politour took the side of the local not the tourist without having all the facts. My friend was intimidated and gave in .
The police have to take a more proactive position in protecting the foreing investors and the local government has to provide oportunities for the dominicans to move up and be more involve in the development of the country.

As another friend will say "DR is not a poor country just a rich country poorly managed"

Let's take that a step further. Just as important as LE resources are child development resources. Look at another place where tourism accounts for major GDP share: St. Maarten. Much smaller, I know but education resources share top priority with LE and it's worked to create a skilled worker base to support their growing tourism, banking and government sectors. This has worked so well that they have to import temporary workers to handle unskilled or semi skilled positions. Aruba is another example of this.

Go to any tourist desination in or out of the U.S. and you will find this. Ever been to Vail, CO during bunny season or Lake Tahoe in the Summer? Ocho Rios? Cancun? Las Vegas?

Why should the DR expect a different type of tourist activity from these places?

just a word of caution here. before we let loose with the condemnation of Dominicans as barbarous savages, we need to examine the moving parts here. i know a guy who was a buddy ofr the norwegian. he reports to me, reliably so, that this was a wonderful guy, but very indiscreet in his movements. he could be found at all hours of the night, in the seediest of places, looking for ladies of easy virtue. your safety depends largely upon where you go, and when you go there. it also depends on whom you let into your home. these guys bring questionable women in for a tryst, and the women get picked up by their ¨cousins¨on the motoconcho. primo is really an accomplice, casing the joint. soon, the foreigner ends up maimed or dead at the hands of some girl who ¨loved him long time¨. foreigners have lived here fror a quarter of a century, with their most severe injury being a cut they got in the barber´s chair.

How exactly did we let situation in Puerto Plata and Sosua sink so low?

These destinations use to be the jewels in the crown 15-30 years ago. Lots of beaches and natural beauty, with tall Isabel de Torres mountain in background and azure waters of the Atlantic.

People were nice and hospitable and way, way beteer than capitalenos.

Was there over-building of cheesy resorts, immigration of undesirables, etc?

What did it?

Please jump in, for we need to understand this failure in order to preclude it from reoccurring somewhere else. We clearly don't wish to repeat history, especially bad history.

Lack of Morals & Values in our present societies. Many extranjeros and Dominicans seek out the worst the DR has to offer. That can easily be found and cheaply had in Boca Chica and Sosua (and their near surroundings). Both areas are HOLES/PITS for most visitors, except those who seek the darker side of pleasures, whom find these cesspools their paradise. Yes, there are a few a few nice places in the Sosua area, but personally, I would never consider visiting or residing there, under any circumstance.

My sympathies to the families that have lost their loved ones. May the victims RIP.

This cannot be good for the tourism efforts in these two shady areas of the DR.

According to the report by the CBC the two men from Quebec entered their private villa in Sosua with two Haitain women, and a witness said that one of the women left the door to the villa open.

Personally, I love Sosua. I have stayed there sevaral times and will be there next week. It is a great place to wonder around during the day time: lots of shops, restaurants, and bars/cafes with a beautiful and vibrant local beach. I have met many nice locals in the town--Dominicans and Haitians--and find it to be a friendly place. I have stayed at Bavaro and Playa Dorado and, although very beautiful, found them to be relatively sterile environments. I won't let these few incidences alter my view of Sosua.

I will not let these incidences change my view of Sosua. Common sense prevails when visiting Sosua (or anywhere else for that matter), be respectful towards the people.

Portefaix I believe is your right as a Canadian would be tourist to demand safety there. My advice to you is to write a letter demanding an investigation into the murder and ask for corrective measures. Believe me if enough people demand action or threaten to boycott, they will take notice. POP is in so much trouble that very drastic measures must be taken or they risk loosing this area to tourism for good.

I have found Sosua to be safe during the day.

If you venture out into the night in Sosua then either go out with a large group of people, or if you are alone or with a friend, then please take a motoconcho from your place of residence to your destination and, afterwards, take a motoconcho back to your residence. Motoconchos are plentiful and are cheap. If you are concerned about their safety just ask the driver to drive slower (mas despacio, por favor).

It is unfortunate that these incidences happened, however I will always return to Sosua and the Dominican Republic.

Im furious to see that my sister work in an Italian factory for 1000 pesos (approximately $40 American) a week, im furious to see that country becomes corrupt because money are to distribute for the active persons outside of the country and not for the good of the population. And I thought all the misery the Republic Dominican is facing came from us Haitians. No my friends, what is happening to your people is the fact that their politicians are selling the country to the highest bidder and they pocket the money. In fact, with the amount of money it has borrowed from the IMF and the mammoth sums of money generated by the illicit drug trafficking, this country should be in better economic shape.

What a crock! There are 1000's of examples of Dominica people living in poverty, worse than yours, and who them pulled themselves up and became successful without Government assistance. I bet even in that "Italian Factory" your sister works in there have been employees who started on the bottom and have moved up.

This is a very sad and horrible incident. My condolences go out to the families and friends of the victims.
The Norwegian guy was robbed of 26K peso according to his family.
However, I do not think this will lead to less tourists coming from Norway or the rest of Scandinavia. This kind of incidents are taking place all over the world, unfortunately. Quite a few weeks ago, there was a debate that posted many negative comments about tourists staying only in "their" all inclusive hotel facility. I agree that those who do this see and learn nothing of the DR. However, such incidents are not very reassuring for tourists, mostly those going for a first time, or who just have 1-2 weeks a year of holidays abroad, or with children. It's not the same for those who have family in the country. We travelled MANY times with our kids in the last 22 years, in some of the most remote areas possible. They even went alone and lived in a family to learn Spanish. I don't think I would do it now and our children wouldn't do what we did with their own. Even those small remote villages are invaded by gangs and streets are no longer safe. It's such a pity.

Agreed Hellborn! You roll in the mud enough you are going to get dirty. I spend a substantial amount of time in the DR on both vacation and because of work. There is a high level of property crime (stealing) but very little personal crime (assault / murder / armed robbery). Property crime is understandable because there is no social safety net in the DR like the North American and European countries - so matters get taken into peoples own hands. I count myself very fortunate and very blessed to have come into contact with some of the finest people that I have ever met and - they are from the Dominican Republic. They may be poor but their skill sets, morality level and attitude are top shelf! Tourists have to use some prudence and caution and most importantly - keep it in their pants and quit thinking with the little head!

sorry...I was insinuating that because the putas were Haitian that they would spend their take from the heist on Prestige (Haitian beer) and mud cookies (eaten by starving Haitians to fend off intestinal damage caused by digestive acids. I may have been a bit insensitive there.

It looks to me like the truth is finally starting to come out, which is that the DR is not the prosperous paradise it claims to be. The killings are as a result to the widening rich/poor gap that exist in the DR.

The lush resorts continue to mask the reality of poverty in the country, but the truth will come out sooner or later, just like the reality of America's poor was unveiled during Hurricane Katrina.


I've visted some Canadian websites and I heard two pay say they're canceling their trip to the DR. And once man warned others not to go because he was robbed in broad daylight last year.

It's always sad when it comes to any lost of life. I hope more comes out about these "thugs" and if they had any kind of relationship/friendship with the victims. I lived in Santo Domingo for 4 year's and one thing that i learned quickly being an american, you need to circle yourself with people you can fully trust,which is not alway easy. There are lots of bad people, but there are many good one's too.

I do agree with some of the replies. DR has to do a better job in making "Tourist" more Safe. A friend of mine was murdered over a year ago in Santo Domingo. He was missing for 2 months and later found buried under his house and cover with cement. The Caretaker and a Policeman was involed.

The word is already out that DR.can be a dangerous place to travel and evently people will START TO LISTEN and stop coming, which equals to loss of dollars for this country.

It is little to no surprise for me to learn about such an unfortunate incident. However, this or any such tragedy that involves tourists is nothing but an eventual consequence bound to happen sooner then latter. This is because the area has traditionally attracted low-end tourism. The quality and level of foreign visitors, which patronize this region leaves much to be desired and as such attracts an equally sleasy native element. You combine the two together, plus a lack of government control and it becomes a perfect formula for disaster, evident with the dramatic increase in crime. It is a shame to see what has happened to Sosua in recent decades. It was once a safe, beautiful, clean and pristine beach area, yet today reaks of sleaze and social grime. We can easily observ the eyesores of make-shift stalls built-up all along the beach perimeter, a string of whore houses, water front hotels constructed without regard to building code, litter all over and minimal environmental protection
