Josean, first let me say that I appreciate most of your posts for your determination and consistancy. I would ask you to consider one thing and that is, is it reasonable to attribute all the ills of this country to one man, in this case the current president? There aren't enough hours in a day or a month for that matter for one man to deal with all the problems we face. Our history is being repeated over and over so what we face is nothing new. I don't want to come across as an apologist for this administration because I'm not. What we need to do is start from scratch and rebuild our institutions. So now I understand why Josean acts the way he acts. I didn't get it before Josean so I appologize but it all makes sense now. The government is a real comedy show. We have an Army that traffics drugs. We have a drug control agency that is a mafia. We have police that are just a gang. And dominicans live in a place that is ruled by thugs. I always couldn't understand why they line people up in the middle east and just shoot em in front of the young and the public. I'm not sure I agree but it does seem like a pleasant alternative at this time. What is the right of the people if their government is useless? Do the people have a right to overthrow? Normal I would agree with you that it would be unjust to blame one human being for every negative action that occurs in a government when you have solid democratic institutions with oversight and checks and balances.
However, in DR we have a dictatorship masquerading as a DEMOCRACY which gives the president extraordinary powers and resources. LIE-onel Fernandez was supposed to move us away from the this traditional Caudillismo/Trujillismo, but he has done the total opposite and has even expanded it in HIS new constitution.
During the last election he refused to have public one on one debates with the other presidential contenders, because none of them could "conceptualize like him." In fact Danilo Medina his former right-hand man accused him of use the resources of the state like never before to both beat him in the primary and the to win the general election.

If LF were interested in anything other than promoting himself as a world class diplomat, he would take some time from sticking his nose in other country's business, spend a little less time showing up at the in vogue funeral, waste a little less time with his cumbres, commissions, and meetings which are only for show and he would take all that time and try to address AND SOLVE one problem per day: Instead of his pronouncements of "zero tolerance" for dishonesty in government he would actually cause the agency charged with this responsibility to do its job. Don't just talk about a problem, do something.
When there are problems at a big company, the head of the company must make the tough decisions to affect change, not just have his picture taken giving a watch to a retiring employee.

Solve the education problem, by finding the money you promise to invest in it, every year.
Figure out how to pay our Military and our Police a decent wage.
Investigate the source of wealth of the politicians.
Find out which of our judges are corrupt, AND GET THEM PUNISHED
Stop lieing to us about the economic situation. If you believe what you tell us you are more out of touch with reality than we realized.
Cut government costs instead of constantly putting the country deeper in debt.
Take Sunday off. If you actually start getting some of these problems solved, get back to me, I have another load.

Josean ..the new constitution was a joint party deal ..it was not just Leonel and I do not like the political system here either as I am used to the Westminster system that operates in most Commonwealth countries .In the Presidential system , I believe the risks are greater ,,,but it is the one that is here and I doubt if it will alter .
I doubt if anything will change after the next Presidential election nor is there any will for a change in either party or in the administration.
However at this stage we do not know where this scandal will lead to ..if the President is at all involved with this business then he should resign ..but as is more likely it should be the people who are responsible for the employment of Saviñon who should be dismissed .
The main tragedy here is that it is so hard to change the general culture of any administration no matter who is in power ..maybe the newly elected Dominican mayor in the USA is the sort of person needed

Surely there are more than enough U.S. Military Retirees who are native to the Dominican Republic and have proved themselves through decades of honorable service to fill government posts. Hiring a convicted deportee is asking for trouble.
U.S. Military Retirees make way more than enough to live comfortably in the D.R. and wouldn't risk their pensions for bribes.

As a non native US Military retiree I can say that the money is enough to live but if you have the entitlement gene it is still goignto take over. BTW to loose my pension I would have to be basically found guilty in a US court!!!
BTW way I have spent 3 1/2 years out of the last 4 1/2 in Afghanistan Because my pension did not give me as much as I want.

I really do not know what is wrong with you juanb This is essential legislation and should have been in place years ago ,,,nearly every country has a quality standards board ,,it is very important when we are competing ,for example , in the fresh fruit market and our produce is exported looking dirty and has to sell against clean products . We should also have a standards board for the construction industry . The biggest problem is that it adds to the size of the bureaucracy .

Normally a standards board needs to be established and the first thing is that the standards are set and then they are publicised in the various industries and finally they have a compliance section . the cost is normally borne by each industry sector . I can see that this established practice in other countries is not well known or appreciated by DT writers

I grew up in the food business, I know about quality control. The Dominican Republic doesn't have any. Industry standards are great. It allows everthing to run smoothly and efficiently. The problem is Leo. Everything he says and do you have to take with a grain of salt.

Why would DR want anyone else other than the government to supervise the quality of food it EXPORTS and the public consumes. Its like our good old FDA of the US. It picks and chooses what is right for consumption by what company and who has the deepest pockets. Ricardolito, I agree with you that these boards are necessary. The problem is that it will be one more botella to fill without achieving the goals. Remember, if all the laws and institutions that we have worked as intended, we would not have the mess that we face. We need outside supervision and a professional public service not subject to political interference. Competing internationally will not be easy with the incompetent people that we have in place. I once tried to get information from the DR embassy here in Canada and couldn't get a straight answer and finally gave up. I could only imagine the lost opportunities for the country because of similar reasons. The EU is an example of what I am talking about when I refer to outside supervision. When some of the weaker countries that have joined the EU don't perform according to the rules that they signed onto, Brussels sends in the experts to force them to comply or else.

TrinitarioP I agree with your last posting from start to finish ..you live in a wonderful country that has a Westminster system of government and a very honest and respected civil service ,,Before moving here to live in the DR , I also lived in a commonwealth country which like Canada had a wonderful civil service and it is chaos here ...but I have always put it down to lack of funds to pay civil servants ,including the police a proper wage and an unfortunate legacy from the past colonial rulers .
In most commonwealth countries , the minister in charge of this scandal would have resigned immediately because there are proper parliamentary standards and traditions

In today's Listin Diario editorial, the writer wonders what could have happened at the National Drug Control Department (DNCD) that led to the replacement of former head Major General Rafael Radhames Ramirez Ferreiras. On 18 August, Ramirez was replaced and sent to direct the Armed Forces medical health plan (ARSFFAA). Ramirez had multiple arrests and drug confiscations to his credit.
Listin Diario recalls that in June 2008, Ramirez declared that all was set for announcing the arrest of a "big fish" with more money and power than Quirino Ernesto Paulino, who was extradited to the US. Ramirez had described the man as someone "with very good ties with politicians and military figures." In answer to your question Trinitario ...I would say it is almost impossible that the President could have been involved in any drug business without a whistle blower coming forward already ..too many heads have rolled without a single murmer in that direction (except for Josean) .
I personally think that the President has not given the drug and corruption problems the time and effort they merit nor has he implemented his zero tolerance with much force...But it has been pointed out here before that the problems infiltrate all levels and I imagine that at times he must wonder just whom he can trust and who has a totally clean slate .
The tragedy is that, so many good things are now being overshadowed such as the announcement today to buy modern equipment for the cancer hospital

You know what's worst?. the lack of accountability from the Dominican people, the media, the social institutions of DR, are just spectators in the sidelines, nobody demands justice, it's like nobody cares if at the end somebody goes to the slammer. you know why? Because, everyone knows, at the end. it will all settle down this ex-colonel will end up in the border, the other officer will end up serving 3 month of jail, Mary Pelae will be out of jail in 2 month and continue to have sex with high ranking generals (THERE ARE MILLIONS OF THEN IN THE DR, MORE THAN CHINA'S 11 MILLION MEN ARMY). What it looked like it was an undercover sting operation to expose people connected with drug money laundering and drugs trade, turned out to be a pandora's box, of never ending graft and corruption perps, that went straight to the top bosses, both civilian and military.
My assumption is that IF the US investigators expose everybody that they know for sure is on the take, and heavily involved, then there would be a governmental and military shake up of such great magnitude, that would risk the country falling into ungovernability.
I am speculating that the persons behind this sting operation, had no idea and are awed and amazed at the degree of involvement of the many guilty parties, and at the connection of the dots to the top echelons.

Former Army major Bienvenido Antonio Savinon Aybar, in whose name the license plate of the SUV from which the shots were fired to kill former Police colonel Jose Amado Gonzalez Gonzalez was registered, was on the Presidency payroll for "intelligence" operations, as reported in El Dia. To anyone in forum who might know: what were Mr. Savinon's qualifications for rank of Major, to operate at national palace?
I agree that he should be admonished for bad things though he does not get sufficient recognition for good things and yes, I am sure the appalling culture of self interest is thriving here still. Leonel is probably no different than Presidents before him but at least he has got this country moving.
I have written elsewhere that a total overhaul of government administration is needed .
What it looked like it was an undercover sting operation to expose people connected with drug money laundering and drugs trade, turned out to be a pandora's box, of never ending graft and corruption perps, that went straight to the top bosses, both civilian and military.
My assumption is that IF the US investigators expose everybody that they know for sure is on the take, and heavily involved, then there would be a governmental and military shake up of such great magnitude, that would risk the country falling into ungovernability.
I am speculating that the persons behind this sting operation, had no idea and are awed and amazed at the degree of involvement of the many guilty parties, and at the connection of the dots to the top echelons.
Thats is the American way......... I'm sure that they didn't realize the magnitude of officials involved. Perhaps if this came to a boil a lot sooner Leo would have never been able to borrow so much money from the international community. DR is in jeopardy at the moment, with so much liability the president wouldn't be able to consummate a mortgage.
