Haitians are everywhere, not just in construction.

Santo Domingo.- While the hoteliers affirm they’ll welcome all of the Dominican Government’s measures to prevent cholera, without exception, the construction sector calls the ban on hiring Haitian workers "errant" and may lead to even furthering the nation’s insecurity.

 Jaime González, president of the housing builders and promoters grouped in Acoprovi also blamed the construction foremen for the prevalence of Haitian manpower in that sector, legal as well as illegal, affirming that Dominicans have shunned that type of work, which in his view forced them to hire foreigners.

He said his organization disagrees with that measure, affirming the fact that in Bávaro and Samaná as much as 95% of the masons are Haitian and around 75% in Santo Domingo, will stifle the real estate sector.

"What the Government must first do is prevent illegal immigration because what’s going to happen and what is the Government going to do now with the then amount of unemployed Haitians? What’s going to happen in the country with those people in the streets without making money?” Acoprovi’s president asked, quoted by news source diariolibre.com.

He stressed that it’s not the engineers and instead the construction foremen who look for Haitian manpower, legal as well as illegal, since the Dominicans have shunned that type of work, which in his view forced them to hire foreigners.

"Within each company we agree that measures to restrict excess manpower must be taken …however there is an allowed percentage, and I don’t believe that any Government resolution can topple a Law."

Article 135 of Dominican Republic’s Labor Code stipulates that at least 80% of a company’s workforce must be Dominican.

Hoteliers support measure

National Hotels and Tourism Association vice president Arturo Villanueva affirmed that "it doesn’t matter what happens we will assume it with responsibility, because it’s a question of State."

“I believe that everything is going to be very manageable without the need for goig to extremes," he said.

Now they're flucked!

They'll have to hire locals, and pay them Dominican wages, not Haitian misery.

And no shortage of manpower in sight: all Dominicans are born with a trowel in the hand.

Just send them back to Haiti so they can start rebuilding their country instead! I always ask myself this question, how come Haitians can go to other countries, performing all sort of hard work, but not in their own country?

The poor judgments and practices of the past now are flaming the passions. Lack of organization and foresight have often been the Achilles heel of DR development. And now we are at a cross-road moment. Only an organized and well structured policy that takes into account the various sector needs will have commendable outcomes. If the National Law stipulates that 80% of the workers be Dominican, what's so difficult about enlisting sector compliance? They either agree to follow the law or have to ask for a momentary redress under hardship. But at some point they must adhere to the law. Again, all the shady dealings are coming to roast. Time to get pro-active and reform this broken system. Dominicans are unable to find work; and its time that many jobs now done by poorly paid Haitians see an upgrade in salary to attract DR workers. Yes, temporarily a jolt to the labor market will push some projects into question. Long term, this will help recalibrate for the benefit of DR.

This is all a big cluster&&&*^. We all know there will be no freeze on hiring Haitians. The people paying the bills want cheap labor and don't care about the law. A few local cops will make some extra bribe money and cycle continues. The DR government shouldn't even think their own police and military will enforce any of their laws when there is bribe money to collect. They learned from the politicians who are even more greedy getting bribes and outright robbing the people.

Deport them all. And if the problem is bribery then lets change stuff around here!. But 80%+ Dominicans in construction and other companies is a MUST. They have to respect our codes if not get the F^^^^% outa here........

The now fallen British Empire was built on the backs of African slaves. It fell shortly after they were forced by other nations to abolish slavery.

A great part of Dominican prosperity (hello San Pedro/La Romana/Bavaro) was built on the backs of Haitian quasi-slaves.

Big business will not let go of its cheap labour so easily.

They don't want to take the fall.

Water Polo you need to have a closer look at your history ..It was the British and especially Wilberforce who introduced the ant slave laws and the bulk of British Empire was certainly not made on the backs of African slaves either in Africa or the Americas .It is generally considered that the British Empire was at its greatest during the reign of Queen Victoria which was well after the conclusion of the slave trade in about 1807.
Initially the West Indies and slaves were important to Britain but quickly were replaced by other colonies such as India ,Malaya, Australia, Canada , New Zealand, and south Africa .

However I do agree with you that the wealth of many people who have businesses in the DR was made and is still being made by slaves and quasi slaves ..I think it is scandalous that the Haitians who seem more prepared to work hard than Dominicans are paid such a pittance and are forced to live in appallling conditions ..

Dominicans shun that construction industry because it doesn't pay... In america, construction is a white man's job simply because it pays 40 + hourly. That's how we get our poor people employed and earning a decent wage.

Laverite, Haiti does not have a government it is a beggar state, that relies on handouts from the international community of nations. The N.G.O's and the U.N. run and control Haiti. Haitians are a destitute people due to incompetence, racism and corrupt governments. Mr.Haitian, What white people? In Haiti? dude!!!!! Please put a sock on it clown, you really don't know smash about Haitian history and all the racial problems in that country. If you consider yellow skin white than that's you're prerogative. Haiti's white population? if any is very tiny and insignificant. Most Haitians are black and only a few are mulatto. And even those considered mulatto are mostly black. Read, do some research dummy, This aint YouTube fool, keep you're illiteracy in that camp. People here are smarter than that.

Cbelk99, They massacred many whites here in D.R., but not all, they were too many back then spread all over the country. Key populations in that period remained untouched like those in the east, around El Seibo. Where Juan Sanchez Ramirez a Spanish Criollo led the war against the French, in 1808. The country again became a colony of Spain in 1809, and the French were defeated. But yes in Haiti Dessalines did kill all the whites through a systematic genocide, that lasted about 4 months straight, big difference. Some eventually escaped, but very few.
