SANTO DOMINGO. - The San Cristóbal Province Appellate Court, citing lack of evidence, acquitted the ex Army colonel Pablo Manuel Velázquez Taveras, accused of ordering the murder of Air Force major Jose Miguel Herrán Mancebo, a case which analysts say shows the depth of corruption in the judiciary, especially in that  southern province.

The ruling overturns a lower court’s conviction of Velázquez, sentenced to 20 years in prison, and could leave the jail at Najayo as early today.

Upon hearing the verdict Court prosecutor Jesus Fernandez Vélez said they’ll appeal the ruling, affirming that there’s sufficient evidence against Vela'zquez.

The TV producer and attorney Cristian Jimenez called the verdict “one more example that there’s something wrong with the courts.”

El discurso del Presidente Leonel Fernández, en el que proclamó la nueva Constitución Dominicana, citó convenientemente de manera superficial la Constitución derogada en el año 1963. Y es que entrar en detalles de dicha Constitución implica evidenciar el importante retroceso que implica esta nueva Constitución para la sociedad dominicana.

La constitución del año 1963 dio pasos importantes en materia de derechos laborales, económicos, sociales y de género, tal es el artículo 17 de donde establece la no discriminación en materia salarial por razones de sexo o edad.

47 años después del derrocamiento del gobierno y la Constitución que reivindican tanto el Partido de la Liberación Dominicana, PLD y el Partido Revolucionario Dominicano, PRD, deciden abrazar una constitución que retrocede en materia de derechos, así como refuerza el presidencialismo dotándole de mayores herramientas que le garantizarán impunidad.

En el sentido de lo anterior, la nueva composición del Consejo Nacional de la Magistratura le permitirá al Presidente de la República controlar la designación de los jueces de la suprema corte de justicia y por tanto todos los jueces del poder judicial.

En otro orden se restituye al Poder Ejecutivo la facultad de designar libremente a los miembros del Ministerio Público en los niveles de procuradores de Corte, Adjuntos del Procurador General de la República y Procuradores Fiscales ante los Tribunales de Primera Instancia. Por tanto, al Poder Ejecutivo se le abre una gran zona de oportunidad para garantizarse y garantizar impunidad.

Por otro lado el Presidente del PRD, con una visión cortoplacista, cuyo principal objetivo es eliminar la competencia que le puede ofrecer el actual Presidente, le da la espalda a los derechos de las mujeres dominicanas.

Esta Constitución ha sido negociada por unos que quieren mantenerse en el poder y por otros que quieren llegar al poder. Ambos portadores de un discurso que reivindica a Juan Bosch, pero con unos hechos que abrazan Balaguer.

Our government proving itself to be a joke once again. The fish stinks from the head. If our President stands by and watches these things happen and does nothing he is either completely uncaring for his people ,somehow involved, or has some large secrets to hide. In any of these cases LF proves his lack of ability to perform his job once again.

We need a new leader who will stand up to these corrupt officials we have and charge them with treason as they are poisoning our country. These judges should be on trial for treason and corruption right now.

I don't believe the question should be if there are any Dominicans alive that want to put a stop to this but if there are any alive that have the power to stop this? There are plenty that would dethrone these despots in a heartbeat... People are slow to learn. I positively know for a fact that there are people right now making strides in order to make sure this stops in the future. However, they can't do anything about it now. They have no power in the justice system, no power in the military, no power in any of the major offices that this corruption runs rampant. Besides, these colonels and generals kill drug traffickers or any opposition so they wouldn't really spend 2 seconds thinking about killing someone who wants to put a stop to their parade. It takes time. Give it some and you will see. In the meantime, I suggest if you are so interested in freeing DR than start making moves in the right direction. Don't wait for Jesus instead do something about it.

That's a nica way to put it "something wrong with the courts". It's not that court system that's wrong, it is the corrupt a-holes that are chosen to run the courts and carry out and apply the law that are "something wrong".

is that the solution for any country? when the government fails there should be a mass exodus? isn't that what the haitians are doing? Doesn't that create more resentment in the new country? There are a great number of Dominicans doing great things in the US but their actions are overshadowed by illegal drug smuggling and immigration. Dominicans are doing great in the US but it is as living in a room in someone elses home without having your own sovereignty. Leaving your country is great for 1, 10, or maybe a few thousands. Doubt it will solve your problem. It is great to run and make believe you are no longer attached to the problems or your former country. But it is easy for 1 man to hide but a people as a whole can't hide.

I wonder if Duarte thought this way what would we be called today? on top of all this, any honarable dominican who leaves his own problems is like leaving his own skin and should hide for the rest of his life.

nevertheless, the populous being ignorant are still human. Human beings can take years of subjugation but it only takes one dominoe to fall in order for the others to follow. I think the dominoes are falling and the ignorant will all at once rise and show the force of what it means to be the masses. All it takes is for 1 to smell the coffee and allow the others to smell it also.
