Narcotics agents resort to masks to prevent reprisals by thugs.
SANTO DOMINGO. – Dominican Republic’s only Cardinal affirmed Thursday that narcotics traffickers have seized the country and are on their own, because they count on the support of echelons of the Police, military and of power.
Nicolas de Jesus Lopez Rodriguez said "it’s regrettable and a shame that those brigands are taking the country and that there are many echelons of power, the military and also the judges themselves, among the many people who are mocking the Dominican people and the hoodlums are on their own in the entire country.”
He also criticized the judges for in his view setting drug traffickers and other criminals free and reiterated his request to amend the Penal Procedural Code so all criminals get the punishment they deserve. "The first thing which needs a review is the blessed Penal Procedural Code; I am not in agreement with that code, which has been imposed by different international organisms."
The prelate, interviewed after a mass in the hospital Savador B. Gautier to mark the Day of the Patient, also requested more funds for health services, especially for the most impoverished sectors, so they can pay for private services.

The reality is they are not "on their own" but hand in glove with those in authority and power who protect, aid, and encourage their trafficking operations. If they were "on their own" there would be a much better chance of stopping or at least curtailing their operations and making it much more difficult for them to function with impunity. It is so obvious that it is only the small time operators who get thrown to the wolves every so often so that there is an appearance of an effort to counteract drug smuggling. The big fish never get caught because they are so well protected by the very organisations, and high ranking officials in these organisations, who should be hunting them down.

Here's another good expenditure:
According to reports, the government will subsidize each yellow cab imported by Peravia Motors and the National Transport Confederation (Conatra) to the tune of US$8,000 per unit, in order to comply with new Municipal regulations requiring taxis to be yellow.
Hoy reports on the long list of failures of State attempts at transport organization. The imports sponsored by the government include Blue Bird (1966), Corporacion de Transporte Colectivo taxis (1977), Onatrate buses (1979), “banderitas” (1986), “pollitos” (2000), “garzas” (2001) and “guaguas azules” (2002). There was also Plan Renove (2001), which imported 5,000 units at a cost of RD$1.8 billion to taxpayers. This program was rife with corruption, but the President later pardoned the men who were found guilty in the case.
