According to CNN last night El Salvador just issued an arrest warrant for this guy through Interpol.This was first reported by the New York Times. He is wanted there for woman trafficking between DR and El Salvador. They want to run his print to confirm he is their guy,but the pictures they have of him from his passport and an ID of him found in El Salvador are truly identical to him . According to the AP he just took his website down on Friday. According to the site he is been in business in DR as a consultant for US business since 2005.

My experience have been, living and have purchased/rented property in D.R. There are lots of good Dominican Lawyers but more BAD ONE'S. Your chanes are better if you hire a Dominican Lawyer that has practice in the United State. Also, word of mouth from the local people you trust may help, but still you may get some bad apples
