Santo Domingo.- The Customs Agency filed charges against an ex administrator of East Haina Port  and two others who allegedly defrauded the entity out of millions of pesos, by cashing the checks paid by merchandise importers .

The main accused is Alberto Daniel Hernandez Peña, former head of Haina’s Bulk Merchandise Department, whom the Justice Ministry says illegally cashed eight checks from several companies, one of them for RD$9.6 million.

It also accuses Rafael de Jesus Pineda of knowingly depositing the checks issued by the companies to pay the import taxes on merchandise and that Hernandez received the forged Customs payment receipts.

Customs says it began the probe when on November, 16, 2007, East Haina Port administrator Héctor Manzueta informed that Ventura Maria de los Santos, of the importer Mejía Comercial, went to his office to ask why the tax payment on two imports figured RD$2.19 million with a check, but showed the collector a copy for RD$2.2 million.

It said that the payments were issued to Customs by the company Industrias Nacionales on 6-6-07, from its checking account, a situation which Customs noticed and began the investigation, because Mejía tried to pay two imports with funds from a second company, in this case, Industrias Nacionales.

“When Mejía was asked how he received the check, he said that on 15-11-07, Ruddy Moreta offered that he buy the check no. 007793, for RD$2,22 million, issued to Hernandez, Pineda, Lenin Frias, Jiménez, Antonio Cabrera Diaz and Juan Carlos Espinal Diaz, Customs agent of  the company Industrias Nacionales,” Customs said.

It adds that the check was to be sold to the company for RD$2.0 million, pocketing the difference of RD$229,847.75.

The accused will appear before the National District First Collegiate Court, whose judges set the hearing for February 26.

En un comunicado de prensa del Partido Bochista, se informó que esa agrupación política no seguirá coalicionado con un partido que apoyará al Partido Revolucionario Dominicano (PRD) y al Partido de la Liberación Dominicana, que como entidades son “mercados donde la conciencia es una mercancía al igual que la dignidad” y cuyos legisladores tienen “un comportamiento ha sido contrario a los intereses del pueblo dominicano”.

“Ahí dentro -dice en la nota- todo se resuelve de acuerdo a los intereses personales de sus respectivos dueños. El valor que tuvieron los dirigentes medios y de base es cosa del pasado, ahora quien no haya acumulado grandes fortunas no es candidato a nada, cada voto que se obtiene en las elecciones internas en esas organizaciones es el producto de un acto de compra y venta”.

Para los bochistas, la verdad monda y lironda es que el PLD no es un partido político, tampoco lo es el PRD, son mercados donde la conciencia es una mercancía al igual que la dignidad. Dentro de esas organizaciones las mujeres honradas y los hombres que poseen esas cualidades no son rentables. La cúpula de ambos grupos, dicen, han borrado el ejercicio democrático.

De igual forma, los bochistas criticaron que el sector eléctrico, amparado en esa ley, “al igual que un vampiro, le ha chupado a la economía nacional en los cinco últimos años, 4 mil millones de dólares (144 mil millones de pesos). Esa enorme cantidad de dinero sacada de las costillas del empobrecido pueblo no ha saciado la voracidad de quienes participan en el fabuloso negocio eléctrico, pues el Gobierno está gestionando un préstamo de 500 millones de dólares para satisfacer la gula y la glotonería y el saqueo de los generadores”

Otro de los reproches hacia esos dos partidos es que sus legisladores “levantamanos”, obedientes a las órdenes de sus jefes aprobaron un contrato con la minera Barrick Gold, que según ellos, resultará lesivo para el país.

“No aceptamos ni aceptaremos otro proyecto de nación que no sea el que diseñó Juan Duarte”.

I don't understand why we are wasting millions of dollars on the upcoming elections. The political "pacts" made between the PLD and PRD have already decided who wins what. I would bet that you could study these deals and accurately predict the results for next May's Beauty Contest.


As for these crooks that were just uncovered in the customs office, I imagine that they will receive the normal punishment. They will be retired. That's it. And then of course, they will be appointed to new positions.

as these incessant revelations inform the world at large that there is a severe deficit of honor, dignity, morality, honesty, and general self respect in this country, it will become progressively more difficult to attract foreign investment here. as i said, the internet is unforgiving, and shines focused lights on such issues. good luck attracting anything but megabucks operators looking for slave labor. no guy with a small outfit, looking to pay a living wage, hiring decent professionals, is going to head here. it will all be the call center types, looking for dime on the dollar staff. sad..real sad.

D.R has to go through a lot of changes when it comes to electing our candidates to run our country; we have stop electing the same candidates, the same political parties, ect, ect; just like they did in Mexico, the PRI ran that country for over 60 years until the people had enough of them, and they have not being in power in years, the Mexican people gave them a lesson, and we should give the same lesson to the traditional Dominican politician.

sadly, it is just not the politicians that have this lack of a sense of right and wrong. try to remember that before they became politicians, these were ordinary folks. they just brought their instincts with them into politics, administration, law enforcement, customs, immigration, the military, the legal profession, real estate, etc, etc, etc..
