SANTO DOMINGO.- In the list seized from Ricardo Ivanovich Smester, linked to the Puerto Rican fugitive Jose Figueroa Agosto, figure payouts of US$874,000, two parts of US$175,000 among them, as alleged bribes to judges and prosecutors.

News source diariolibre.com reports that the authorities analyze the list to determine if the fugitive ordered the payments from his hideout.

Among the payments figure US$50,000 and US$53,000 for Samy; US$250,000 for a name with the abbreviation IND; and US$10,000 and of US$50,000 for Mary.

Also US$40,000 for Juan; US$53,000 and US$29,000 for an unnamed woman, US$29,000 to buy Euros and US$12,000 to pay a bail bond.

Other moneys went to pay loans, to refurnish apartments, and to buy paintings and doors.

The authorities analyze the list to interrogate Smester, now being held in the jail at Najayo. He is accused of being an accomplice of Figueroa, who was serving a 209 year sentence when he escaped from a Puerto Rico prison, by forging a release order from a judge.

Semester was arrested on January 7 during a search in which a Porsche sports car was seized, which the authorities say is in fact owned by Figueroa.

Also seized was a pistol to him, which he carried with a permit allegedly assigned to him by a Police colonel. The weapon had been sold to him by colonel Jose Amado González, gunned down December 24 in front of his condo in the exclusive area of Mirador Park.

Ok now how about making this guy talk. He knows all the names. Then follow the money which is rather easy. We all knew there were loads of payoffs and probably even knew to who. Now we have proof and need to act. Something our president is unlikely to do. If he doesn't all this shows me is either he is involved directly or is taking payoffs also and doesn't want to draw attention to himself.

So which one is it Mr President?

Sounds like you guys need "Dog" the bounty hunter to come find Figeroa. It seems the dead colonel sold him the gun and issued him a permit. If Figeroa is still in DR it is time for the old "wanted dead or alive" posters because if you "rat" on him while he is alive, you soon won't be.

The one good thing about the list of payoffs is that other corrupt judges and government officials in DR will start to think they have been cheated with the minuscule sums they have been bribed with. Perhaps the cost of corruption will be going up, making it unaffordable for the average criminal.

Among the payments US$50,000 and US$53,000 respectively for Samy;

WAIT....

And finally US$29,000 to buy Euros and US$12,000 to pay a bail bond so his sweety could skip the Country....

There are names that are initials such as which police colonel issued the weapons permit and so forth.
If they did not knowingly associate with a know criminal then they are too inept to be a colonel either way give us names.

So, where do we go from here?

1) What revisions to the process will be put in place to ensure that a gun permit approval committee is in place to ensure we don't repeat this error.
2) What revisions to the penal code will be made to assure just punishment for specific crimes, remove discretion from judges.
3) What sentence revisions would be in place to ensure that those criminals remanded to the Najayo Social Club would serve their full sentences, pay for their keep at 5-star American resort daily rate; also, force them to make full restitution.
4) What provisions would we have in place to have all convicted military personnel removed, remanded to prison to serve terms commensurate with their crimes.
5) Can we system like IRS, autonomous and with full rights to follow the money trail and assure legitimately. Look, it really worked in USA and put Al Capone in jail.

These are essential steps, which will lead to substantive judicial progress.
