STATEMENT BY SECRETARY OF STATE HILLARY CLINTON:

On behalf of President Obama and the people of the United States, I congratulate the people of the Dominican Republic as they celebrate the 166th anniversary of their independence on February 27. This is an occasion to honor the rich history and culture of the Dominican Republic and the many accomplishments of the Dominican people.

People around the world have been moved by Dominican generosity and compassion in the wake of the devastating earthquake in neighboring Haiti on January 12. The Dominican Republic has played a leading role in international rescue and relief efforts. Within hours of the disaster, Dominican officials and citizens from all walks of life began mobilizing and sending food, water, supplies, equipment and medical teams.

Many lives were saved through this extraordinary effort, and some measure of hope restored to a shattered nation. U.S. aid workers, medical personnel and troops are partnering with Haitians, Dominicans and people from around the world to support Haiti’s recovery, and we appreciate the leadership and continuing commitment of the Dominican Republic.

Our two nations are united by shared history, values, and hopes for the future. We are working together as partners to promote regional security and stability, to widen opportunity and prosperity, and to strengthen democratic governance and the rule of law across the Americas. Bonds of family, commerce, culture and sports bind our people together. And today, we salute the many contributions that people of Dominican heritage have made to the culture and prosperity of the United States.

On this anniversary of Dominican independence, I reaffirm our enduring partnership and offer my warmest wishes for a peaceful and prosperous year ahead.

On Feb. 25, Brazil and Haiti signed several co-operation agreements to help the latter recover from Jan 12 quake. Lula and Preval signed a $200M donation for both humanitarian and reconstruction aid under UN supervision (the US imperialists dominate the UN brothel).

The $200M donation will help Haiti's higher education system, build rain water storage facilities and boost family agribusiness and food security.

Brazil will also help to build a hydroelectric plant whose construction will mark the birth of this industry in Haiti.

Lula said Brazil will inject an additional $15M reconstruction funds through the Foreign Ministry.

So, 200M of this Brazilian package goes to the US imperialists by way of the UN and $15M goes to the Haitian bourgeoisie by way of the Haitian Government.

Additionally, Brazil is making major humanitarian and reconstruction contributions, which circumvent the US imperialists, through UNASUR ($300M) and, possibly, ALBA ( so far $150M).

Asimismo, aunque no es un mandato, los gobernantes acostumbran a decretar cambios de funcionarios y destituciones en esa misma fecha.

Esta será la segunda rendición de cuentas del presidente Fernández en su presente mandato, y la primera después de haber sido proclamada la nueva Constitución el pasado 26 de enero.

La Constitución dominicana, en su artículo 114, establece: “Es responsabilidad del Presidente de la República rendir cuentas anualmente, ante el Congreso Nacional, de la administración presupuestaria, financiera y de gestión ocurrida en el año anterior”. Expectativas de la gente

En un recorrido hecho por reporteros de Clave Digital, se pudo constatar que entre los entrevistados prima el deseo de que el presidente Leonel Fernández introduzca cambios en su gobierno, sobre todo cambiando los funcionarios.

No obstante el deseo de cambio, la gente no abriga esperanzas de que se produzcan. Varios entrevistados aseguran que al presidente Fernández le gusta estar rodeado de la “misma gente”, y temen que el discurso no pase de “palabrerías”.

“Hay que cambiar al gabinete entero, con todo y presidente, porque las cosas que están pasando nunca se habían visto, nunca en esta vida: las muertes, los atracos y las drogas por donde quiera”, comenta el taxista Artemio Mesa.

Entre sus compañeros taxistas, Mesa sólo afirma -entre carcajadas- que el país no avanza. “¿De qué progreso me habla Leonel?, yo no veo progreso”, enfatiza.

La respuesta la asegura tener el carpintero Daniel Mejía: “Nunca, todo sigue igual”, y expresa que le da lo mismo la decisión que tome el presidente. “No dependo del Gobierno, mi trabajo es el día a día, en la calle, esforzándome con mis dos manos”, resalta.

“Uno ha tenido demasiadas decepciones de la política, ya uno vive omiso a la situación del país. Nunca uno ve un cambio. Siempre lo mismo. La misma gente. Por eso, no veo nada, ni televisión”, precisa Mejía, mientras observa las palomas del Parque Colón, en la Zona Colonial.

Al igual que Mejía, el estudiante Harold Restituyo destaca que el país está cansado de promesas incumplidas. “Todo el mundo debería irse, hasta Leonel. Todos son corruptos. Nosotros los dominicanos estamos cansados de los discursos que él da”, argumenta.

“Cambiar funcionarios, ¿para qué? Es igual que los dejaran, porque no hacen nada. Es que siempre el Gobierno deja todo igual, la misma gente”, considera el taxista Arcadio Martínez.

I distinguish between country and imperialism. For the USA is the US people under the US Constitution. I fight for the US people and the Constitution.

I ran into a cuban gentleman in Florida four years ago, while visiting one of our jobsites, and it was a real eye-opening experience. The man had been in this contry less than five years, and already owned a "roach coach" food service, including two trucks and one condo. He had been a teacher in Cuba.

In US, he pulled 12-hour days, and I've never met a happier soul. He readily and voluntarily extoled virtues of capitalism. He just could not believe how, through his hard work, he could attain so much......

Still, he couln't escape dsome aspects of his former life and adhered to both five and ten year plans. Near-Term he was going to expand business to five trucks and acquire two more houses; longer term, he would have a dozen trucks and equal number of fhouses, then just manage the business and work normal day or even retire comfortably. All that in about a dozen years! He clearly thought he was just dreaming and didn't wish to awake.

His greatest hope was that communism would exprie in Cuba with Castro's demise and that he and many others would return to Cuba, with their acquired knowledge and wealth, and create a similar economy to that of US and help country prosper. He had nothing but love for his motherland, just resented the dreaded coummunist system-which, except for a few non-Cuban, hard-core believers here, has been a failure and even the Russians and Chinese have abandoned it and prospered for their decision.

US imperialism, not the USA, is a thief and liar.

Nobody doubts that theft and lying sometimes provide a "higher" standard of living. If not a "higher" standard of living, then at least a living with more consumption.

Although this US imperialism is killing people by the millions in Iraq and Afghanistan and is threatening the peoples of many other countries ... especially Venezuela, it is getting harder and harder for US imperialism to run amuk as it is accustomed.
