SANTO DOMINGO. - The National Ethics and Anticorruption Commission (CNECC) and the Santo Domingo Technological Institute (INTEC), signed an agreement on Tuesday, to promote ethical values in the academic sphere, aimed at students of the different universities.

This proposal is based on an inter-institutional agreement formalized by CNECC president Marino Vinicio Castillo and INTEC director Miguel J. Ecala.

The agreement adheres to the Strategic Plan Dominican Republic Transparent, on Ethics and Corruption Prevention 2009-2010, which include Government agencies and private entities of higher learning, to promote ethics in education system.

The civic movement Citizen Participation (PC) conducted two studies which show that more than 42 percent of Government agencies don’t conduct purchases and contracts correctly, as stipulated in Law 340-06.

The study revealed that among the agencies are the Government Works Supervisory Office, the ministries of Agriculture, Sports, Environment and Foreign Relations.

In other words, there are already existing laws that are being ignored by government departments. Why would anyone believe that any agreement regarding transparency IN ANYTHING will be observed.

you gotta love it. these guys swear on a stack of Bibles that signing pacts, agreements, and accords, is the way to achieve objectives. so, the country is hobbled by the inability to compete in the international arena, because of the costs of production and the lack of attention to quality. so, what do they do? they sign a pact to assure competitiveness. now, since corruption is another of the many heads of the hydra, they sign an agreement on transparency. so, i guess they will email a copy to all and sundry, and, by the following day, Moises at the Department of Customs will no longer be demanding his comision before your container can be released.
