Temistocles Montas speaks about the event.
Santo Domingo. – The first stage of talks and evaluation of Haiti’s situation will begin today with the international community’s participation, which seeks a structure and a plan of action for the devastated country’s reconstruction and re-foundation, including massive economic aid.
Yesterday more than 20 donor countries had confirmed their attendance to the meeting which begins Monday afternoon in the Dominican capital, and which centers on evaluating the January 12 quake’s damages and to establish a figure on the losses, estimated initially at 14.0 billion dollars.
The conclusions from the conference, to be held in the Hotel Santo Domingo, will be taken to the World Summit on Haiti convened by the United Nations for March 31 in New York.
Economy minister Temístocles Montas said everything is ready to start the conference which will last until Wednesday, day in which president Leonel Fernandez and prime Haiti minister Jean Max Bellerive will take part, as well as representatives from multilateral organizations.

The corrupt US imperialists under Obama conspire to steal 80% to 90% of the UN money, now about $2.2B.
In the past, this meeting would be about how the DR, Haiti, and PR should cut up the paltry 20% to 10% that the corrupt US imperialists didn't steal.
But that's not the purpose of this meeting.
The purpose of this meeting is to look for ways to REDUCE the portion of the money which the pathologically corrupt US imperialists usually steal from 90%-80% to only 20%-10%.
To achieve this purpose will be very hard because corrupt US imperialists steal compulsively.
So, they can't stop.

Because the corrupt US imperialists have already picked their US constractors and defined the terms of their contracts ... e.g. million dollar salaries, overbilling betwen 500% and 1000%, lavish or inexhaustable expense accounts, individual mercenaries as bodyguards, huge hiring bonuses, other tricks popular with US imperial thieves or, shall we say, so on and so forth.

At the same time as the BS is being discharged, LF or his key man on the UN aid question and, most likely, a high-level Haitian official will meet privately with the players at the donors meeting to sniff out where the players stand.
If the players smell good, then LF and representatives of the Haitian bourgeoisie may move to grab a good chunk of the money from the US imperialist thieves. But if the players smell foul, LF and the Haitian bigshots will likely only bitch about the corrupt US imperialists who leave no room for anybody else.

Haitian authorities at the Santo Domingo donor meeting requested an immediate non-reimbursable assistance of $400M to be used free of imperialist or UN supervision, to take care of the regime's most urgent needs, one of which is paying off public employees.
Pro-imperialist swine of Haitian, DR, and US origin in attendance at the meeting promptly opposed the Haitian request on the ground that pro-imperialist NGOs or a newly constituted UN committee should control or bypass the bureaucracy of the Haitian state.
The Haitian Government is therefore asking for about 18% of the money that the UN already has in its Haitian accounts at the Fereral Reserve branch bank in NYC. This is a pretty good chunk.
If Haitians get over, DR will no doubt make its move. It would be interesting to know which side the Canadian Government is on, relative to the Haitian request for $400M, given the recent visit of its governor general to Haiti and DR.
UNESCO boss has a big say in the matter.
