SANTO DOMINGO.- President Leonel Fernandez has surprised public opinion by placing another 14 generals on retirement, including the current Prisons Department director Manuel de Jesus Perez Sanchez, and Bernardo Santana, both once former and powerful Police chiefs.
The measure comes just tow days after the Presidency’s Legal adviser Cesar Pina Toribio had affirmed that there would no further decrees affecting government officials.
Fernandez also placed on retirement Police general Rafael Bencosme Candelier, the current director of the Metropolitan Transit Authority (Amet).
Decree 130-10 issued today also instructs the retirement of Police generals Deysi Antonia Liriano Pulino, Vinicio Hernandez, Antonio Holguín, Reinaldo Mauricio Moreno, Angel Maria Rosario, Radhamés Morel Valenzuela, Jose Alcántara, Victor Leonardo Burgos, Rafael Jorge Gil, Mario Torres Paniagua and Jose Delio Mora.
Changes in the Police While with decree 131-10 Go'mez like chief a main directorate Investigations the National Police was designated to Jose Arming Polanco, replacing general Pedro Enríquez Perez.

El Dia reports that Major General Vinicio Hernandez Mendez was a member of the commission that investigated the killing of the two alleged kidnappers of Eduardo Baldera Gomez, son of a Nagua exchange house owner.
Hernandez Mendez's removal coincides with the promotion to colonel of Alberto Trejo Perez, who led the police team accused of the alleged murder of Cecilio Diaz and William de Jesus Batista.
A report by the commission under Hernandez said that the two men were murdered, and were not killed in crossfire with the Police, as chief of the Police Rafael Guillermo Guzman Fermin and Interior & Police Minister Franklin Almeyda Rancier have claimed.
The Prosecutor General Office had issued a report on the kidnapping of Eduardo Baldera Gomez concluding that alleged kidnappers William de Jesus Bautista Checo and Cecilio Diaz were murdered by the members of the Police who had arrested them.

5. Foreign Minister responds to US report
Foreign Minister Carlos Morales Troncoso says the country can evaluate its own performances without the need for reports. He said that the DR does not issue a report on corruption in the US, and the US should not interfere in Dominican domestic affairs.
He commented that despite the global financial crisis few have been arrested in the US, and even while it is said that US justice is slow but sure, "it would be good if they acted faster there also," as reported in Listin Diario.
In its US Drug Report 2010, the US State Department says that corruption is "endemic" at all levels of government and throughout private special interest groups in the Dominican Republic.
