Santo Domingo.- The reported murder of a Canadian national Louise Nicole Gaudreault, 54, near the city Puerto Plata again reveals the weaknesses of the country’s National Police, which despite touting its modernization on its Web site is unable to provide the media with timely information.
Faced with numerous inquiries from Canada media Dominican Today began calling Police headquarters (809-682-2151) at around 10 a.m. Tuesday, when after more than half an hour of failed calls and being transferred between the extensions of Public Relations (2235, 2236) and the Assistant Chief (2606), a Sergeant Major Quiñónez finally suggested directly asking Homicide, but the call again failed.
Gaudreault, described as a Canadian businesswoman by newspaper El Nacional, reportedly died on Saturday from five stab wounds.
The attack occurred in her residence located on Piragua street of the Atlantic coast town Gaspar Hernández, around 100 kilometers east of the popular Puerto Plata resort region.

This tragedy not only extremely sad and painful for her family and friends, but absolutely shameful for country and our so called public safety institutions.
From petty crime, to NARCOs getting government loans, to murders they are totally ineffective in guaranteeing the nationals or the visitor’s safety.

It is a sad and pitiful fact, judicial enforcement authorities, the ones who have and hold the responsibility to maintain law and order, shoulder the heaviest burden to preserve the peace are precisely the ones who are the least organized, under compensated, lack the resources to practice updated criminal investigation techniques and as such perform inneffective police work. But hey.......what the heck, but we have one hell of a subway system, the best, exemplanary, Caribbean's finest. What more can you ask for?

4 suspects has already been arrested in different "conflictual events" like a horse belonging to Mme. Gaudreault been stolen in the past, or a tree been cut on the victim land. One of the arrested supects is a man who is the father in relation to an electrician who has performed work and died electrocuted at Mme. Gaudreault home last month and "is or was" detained.
In the case of the electrician who died at Mme. Gaudreault's home, she had refused to compensate the family for their lost and this could be a revenge.
Bare in mind that this man (father of the past away electrician) is not guilty until "proofs elements" are found. It would be a shame to condemn an innocent man who is grieving his son if this is only a circonstantial event..

absolutely, juanb. the ineptitude of the police is not the fault of the individuals in the force. when you pay the kind of wages that the police officers make, you are not going to have long lines of college graduates applying for the jobs. you pay peanuts, you get monkeys. its that simple. the priorities in this country are so out of joint that nothing short of a COMPLETE overhaul will make the slightest difference. so, in order for you to take your mind off the malaise, the government spinmasters promise you that they just spoke with some foreign government officials who are planning to start a factory here to cure cancer and aids, using beeswax. the factory will employ 5 million on a full time basis, and 4 million part timers.

The DR motorized police brigade each got a brand new set of $20,000 Harleys-Davidson bikes last year. Does not anyone remember that? Getting those bikes (and a good amount of cash kick-back) is more important then fighting crime and good police work.

Dominican Police is weak because of the lack of education, training, lack of ethics, organization, supervision, and poor salary. If they fix that im sure we will start to see some change. This is a very sad case. When youre in the streets of the DR you are on your own when it comes down to law enforcement.
I have herd that one can pay to become a police officer in DR and that no education is needed. I herd of stories from the viejos in the corner from my house that there were cops there that did not even know how to read, and that other people found out because they caught him holding the newspaper downwards!! How sad.

Bachatu, I also heard that from my grandparents. Illiterate cops was quite normal during the Trujillo era. Trujillo himself barely had an elementary school education. But in spite of the tyranny, people were safe and secure from street crime, although not safe from political persecution if you opposed the regime. Nevertheless, back then people could sleep overnight with doors unlocked and wide open. Try to do that today and see what can happen. And please some of you guys don't take my comment, twist it as if I am a Trujillo sympathizer. To the contrary, I just hope we don't have or need to resort toward extreme measures for the return of peace and harmony in our country.
However, a lot of that has changed since then, most Dominican cops can read and write, yet lack education or are basic skills deficient. Dominguez worked as Fernandez's elevator operator in the National Palace, but also made a living by tilling the land to support their two children.
Not even a cop working for his majesty LIE-onel Fernandez in the National Palace is safe from the violence that the country is plagued with. Even a guy who works at the service of the president must moonlight as a framer to feed his family because his salary as a First Lieutenant is not enough to feed his family.
Like I said before The Dominican Republic under Fernandez’s has become Chaos with Anarchy waiting in the wings!

Be carefuld when you capitalize on an isolated incident you do not end scaring away prospective tourists.
We are living a violent wold and we have predators raoming around us. They must kill in order to eat.
Like in any developed country whether it is Canada or United States one should take precautions to reduce the risk of being targeted by criminals.
Sometimes Canadians are targeted by their own expatriate countrymen living in the DR who commit crimes in order to survive.

This wonderful kind lady was a friend of mine. she helped many people. This was a cruel and senseless murder fuelled by drugs. She had very little money and that probably made them mad.
The Police here are good!!!! not all, some do ask for money, because of the disgraceful wages they are paid.
They will not inform the press what is going on in the investigation for a very good reason.
They do not need the RMP to help. The RMP commended the Dominican Police publicly when they were investigating the "disappearance" of D'arcy, the Canadian who went "missing". I and the Dominican Police knew this was a farce and D'arcy was not kidnapped. He lied because of money he owed. So do not be so ready to judge when you do not know the facts.
