Santo Domingo.– With emergency services out of action and hospitals destroyed, large numbers of Haitians looked for care and shelter across the border in the Dominican Republic, where staff in hospitals and clinics have saved many lives and prevented many people from suffering permanent disability after last January's massive quake.

But in some cases where the patient needs a long time to recover, relatives have been torn between remaining as a caregiver and returning to look for other relatives with the risk that they might not be allowed back into the country.

In a bid to resolve this dilemma, the United Nations High Commissioner for Refugees (UNHCR) earlier this year asked the government of the Dominican Republic to grant one-year multiple entry visas on humanitarian grounds to such people. The government has responded by issuing visas to six people in recent weeks.

Gonzalo Vargas Llosa, head of UNHCR's emergency team in Santo Domingo, the humanitarian visas allow caregivers of the most gravely injured to cross the border legally, so they don't have to choose between the well-being of their spouse or child in the Dominican Republic and the family or property that they left behind.

Carlos Franco is DOMINICAN and as such has every right to give HIS opinion as to what the DOMINICAN government decides and foreigners have no such right be they Haitians ,French ,Americans or whatever!!

This is Dominican today and while guests are welcome they have to respect our sovereign right to decide what is best for our nation! Those that don't like this can f themselves and find a better venue like EVH!

Pepe, it looks like we can not speak our mind here, and if you do, the Haitian crew beats up on you as if we don't have any rights to say whatever the hell we want to say. It's just ridiculous.

This is the sort of story that always generates divided opinion on this board ..I think the UN request was reasonable and I also think the Dominican response was correct but as always the devil is in the detail and it should not be seen as an open door policy but strictly on a case by case basis ,,well that is my opinion but I am only a resident here but hope I have a right to my say even though I was not born a Dominican.

It's a dominican website okay it's not like I/we have the right to say you can't say that just cause I dont agree with it. Which I dont but yeah. Thats like invading peoples property. Or something like that.

Ricardolito,the point is not that people cannot give their opinion ,it´s that a Haitian (Etienne) is trying top tell a Dominican to shut up in Dominican today and he has no such right!!
Besides as far as I know your parents are Dominican so all you would have to do is ask and you would be Öficially¨Dominican.

dr government should give visas to all haitiand--- besides, those people living near haitis border are not exactly dominicans, they are mix! dominico/haitiano. i have a feeling that this mess soon will be over,we need one and single country here.
