Santo Domingo.-  Immigration Agency director Sigfrido Pared on Sunday announced that the Haitian children who are begging in the streets will be picked up, and will seek to integrate the Haitian authorities and the United Nations Children’s Fund (UNICEF) to the task, because in his view it’s a delicate issue which experts must handle.

He said the effort will be carried out in coordination with the Armed Forces, the Border Security Agency (Cesfront), the Metropolitan Transport Authority (Amet) and the National Children’s Council (Conani),

The official admitted that the situation of the Haitian minors is of concern, given their increasing presence in the streets of the capital and other cities.

Pared said Immigration agents have made arrests and seized vehicles used to distribute Haitian children in the streets, a situation he called a “big business.”

“What happens is that when they (the adults who use the children to beg) see the presence of Immigration agents who remove the minors and other people from the streets they fall back and disappear," he said.

He added that a vocational complex located in the nearby town Haina has been remodeled with Conani’s coordination, to attend the minors.

This is a sad situation. Something's gotta be done for these children. Deporting them is not the answers though. I think they should punish the traffickers for having no conscience. Hopefully Haiti can rebuild soon so that children don't have to leave their country and beg in the streets of DR.

Pick them up and send them back. It's a good idea to get UNICEF involved, otherwise we're gonna be accused of abuse, racism, and GOD knows what else.

"deporting them is not the answer" really? We should educate them, feed them, provide sherter for them, etc,etc. Where is that money gonna come from? It is not DR responsibility to care for these children, they've got a bad deal from their own government, and from their own people that are using them to beg for money in a foreing country otherwise they beat them, so, that being said let's just hope the Haitian government take some responsibility for their own people.

Well this is a brilliant step our authorities are doing, keep forward in this plan, like DONT_BE_SILENT said, we should also educate them, but in the long term it should be paid back manner.

The future of Haiti ?
Wheres the Haitian Government's stance on this issue ?
With all the aide money pouring into Haiti to re-build one has to really wonder......why ?
Haitians must re-build their own Country.

But not just the Children, those all Chimichurris and Business in middle of the streets of our country must to be gone !!!

Clean the Cities all over, what a shame, build local and business center in order to allocate all those regueras ;-)

I am entirelly agree with the Dominican cause they can't accept this condition in her capital . The Haitian authorities must find a way to help this ours yong haitians on the street of SD AND othersb cities in the Dominican R.

How many of them are hired to beg by Domincans. This is a common use of children and cripples are employed as beggers to profit someone else. We need t go after those that hire these beggers and put them in jail.

I'm sure many who post will agree the Haitian Government sucks big-time and needs a complete overhaul, until the Haitinan Gov. starts by taking responcebility for their "Children there Future" nothing will change.

Just think....... the re-building of a Nation with international monetary help and ran properly can only build a new properous Haiti for all Haitians.

Whats even more shocking is to think the Nations of the world 86'ed the Haitian dept.

At the rate Haiti is headed looks like Haiti will be worst off then before the earth quake.....talk about MAN MADE CATASTROPHIES.

Dont be Silent, I agree w you this situation has to stop and the authorities in the Dominican Republic are starting to wake up and doing sumthing about it. However, the problem goes deeper b/c just deportin these children is not going help w da problems that surrounds the island of Quisqueya they just going cross the border again and inoe the Haitin government is not doin anything about the situation.. I noe is not our concern to deal with these kids, but we have 2 b/c Haitins government is not goin to do it.. we shud educate them and mayb in the future we get sumthing in return..

Well, with all the latin american politicos in the country to attend the conference in Punta Cana regarding the Haiti situation, why not round up all the beggars from the streetsl. If we keep them there it would spoil the view of paradise.

Mr Bonistiyo,does Haiti have a government? As a haitian i don't think so & we never had one after 1986.And this is not the DR Problem to deal with.All they need to do is to send them back home (the illegal ones) secure the border.Cause that isn't faire to put our issue onto the DR

I have been traveling to the Dominican Republic sense 1993 and lived there from 2004-2008 and there are more "Dominicans" bagging in the streets,beach areas and the hotel zones in Santo Domingo than Haitians, why all of a sudden is it now such a big problem. Could it be the color of their skin, this is very discrimatory. Go think people.

Beau305, As a Dominican Ur 100% right about securing the border, but we need a fast remetdy right noe dats going to ease the situation we have at hand. just looking away and leaving the situatiion unresolved is just going bring more problem to the Dominican Republic and Haiti.. Right noe the Government of the Dominican Republic is the one in charge of the island as u mention Haiti Doesnt have a government. For Example, this wednesday they hosting a meeting between various nation for the future of haiti in Puerto Plata i belief and da Dominican government is the one in charge of hosting the event.. This event will determine the future for haiti and the way in going to advance economically.. Remenber, after the united States Haiti is the second country in which we economically trade goods.. If we help fix Haiti's economy the immigration status will decrease..

Excuse me, but.......
Funny how all these Latin American Countrys will meet in PUNTA CANA regarding the future of Haiti, meanwhile after their short meeting the Politico's can enjoy the best of PUNTA CANA has to offer....

One has to ask why not hold the meeting IN Haiti in the first place ?
In order to get a real feel and purpose of their little GET-TO-GETHER !

Good thing at least in the states we have people who would rather rob, steal, cheat, kill and sell drugs then beg in the streets.
Never mind the people with signs standing on street corners that read "Will work for food" why every time I fill up at the station, exit a market or visit the local mall I'm head-up by....."got spare change", imagine that.......in America.

God help us.

To Bayman46-You just can't simply take things at face value, they not always what they always appear or seem to be. Of course these children are innocent and without fault suffer the consequences of a nefarious "government." But unfortunately you are looking at the this from a myopic perspective, there is a much bigger picture you totally missed. This not about Haitian beggars on Dominican streets and definitely not a racial issue as you seem to imply. This is rather about a never ending and long struggle the Dominican people continue to have since 1822 and the weight instead of getting lighter continues to increase. In spite of a conflictive relationship the Dominican people have done their fair share helping Haiti in more ways then one. However, there has to be a limit, we must draw a line somewhere, otherwise Haiti will drag us down and we will together end up both getting drown and no one will be saved. Nevertheless, the question begs how do you help Haiti without hurting yourself?

"This is very discrimatory, Go think people".....O.K after thinking about it the DR has always had a Haitian problem only to be aggrevated many times over by the earth quake.

Please read Guillermone's input at least twice to let the facts sink in, maybe you'll get a better understanding of the over all situation. The DR in the past has done more for the People of Haiti then any other Country.

In light of all this I can only wonder what the Haitian People think about there own Government ? after all the DR stands to also benefit from the Haitian economic solution, we share the same Island.

Somebody help me to understand.....with all the aide given to Haiti is Haiti really benefiting ?

I'll say it again......Haitians must be made to understand the importance of re-building there own Country and not be so darn reliant on others, it has to start somewhere like.....the Haitian People.

riosm-You are so right. Haiti is literally a welfare state. They have for decades been a recipient country with billions of dollars in international aide but has unfortunately nothing to show for it. The more help, the less self-reliant, the more dependent and the worse off they become. The US and the int'l community have had good intentions gone wrong. What ever attempts made to help Haiti have mostly back fired. Stop US intervention, let us stop giving, rather teach the Haitian people how to help themselves. Which simply proves the ancient chinese adage which states: "give a man a fish and he will eat for one day but teach him how to fish....", well now that is a whole different story. We know that the solution it is not quite so simple, teach others to help themselves is only one side of the equation, the problem is much more complex then that. Nevertheless, at least it is one area of improvements and I am quite sure that over time, we will begin to see one world of difference.

Again well put, I hate to say this, but.....if the Haitian people don't care about themselves why should we ? if the Haitian Government don't care about their own People then why should we ? one can lead a hourse to water but you can't force him to drink it. enough is enough I say cut ALL AIDE TO HAITI.

Don't nobody get me wrong......I've always been one to help the needy but part of helping is seeing the fruits of ones labor which only motivates one to help more, then teaching those you help to help others.

Also These Haitian Children in the DR are truly the innocent ones I say use all the Haitian cut funds and redirect all the resources to the Children for a real future change in Haiti.

As always what effects Haiti will SOONER then LATER, effect the DR.
