PUERTO PLATA, Dominican Republic.- Police arrested two suspects in the Friday night murder of US lawyer and businessman Arthur Lee Tarlow, in his villa in the resort town Sosúa.
The crime shocked locals and foreign residents of the tourist community, who are used to spending months in the country´s Atlantic coast.
The Police said the body of Tarlow, 65, was found in his bedroom with four bullet wounds. As of last night investigators didn’t reveal the names of those arrested, nor other details of the murder.
Tarlow was reportedly a sucessful corporate attorney from Portland, Oregon.
It´s the second murder which rocks the town Sosua this year, after the Canadian woman Jean Gagne, 42, was killed with one gunshot to the chest in her villa near the resort village.

From what I read of this article this crime sounds like a set-up robbery.
The DR police better get control of all crimes commited.......is the DR becoming lawless ?
These types of crimes have a negetive effect on the DR economy which benefits greatly from foreign buisness, tourist and investors.
If these two are arrested.....jail them....quick trial....if guilty.....the rope or LIFE IN PRISON.

Obviously you haven't noticed that it can take years before a criminal (banker, bank robber, anyone with money) comes to trial. It all depends on your connections.

it seems that nine times out of ten the offenders are known to the victim ,,maybe as a gardener, guard, some sort of worker in or around the house and he has an accomplice . I think that is why these crimes are solved very quickly by the police but no consolation for the family of the victim. Why is it that these people think they can get away with it when ,in fact ,all these crimes are solved so quickly .??
I only hope it does not happen to me as i am at the mercy of many people .but i think they are friends and I am not particularly rich with much cash or jewelery in the house .

The DR is not really lawless in the sense of the word but does have laws as good as any other country or even better.
The problem lies with the incompetent and/or corrupt authorities who do not take any interest in enforcing the laws (unless it is for their personal gain).
Thus most crimes will only be followed up if there is money to be made.

In the DR who is on the right side of the law doesn't always depend on who pays the most. In cases like this someone has to be blamed right away to make the police look like they solved the case easily. In some cases the case is closed easily but people need to look closer at the suspects. Notice no names were given so who knows if these suspects even exist.

These type crimes are part of life in 2010...no matter what country you live in.
I feel badly for this victim and his family.
In nearly every place that I travel- Europe, South America, SE Asia, robbery/murders are almost a daily event.
Our society, not just the DR, is spinning out of control. The police have only protected us when the criminals were intimidated by them. That barrier which the police provided was mere gauze and most civilians never worried about its need, until now.
The riff-raff is no longer worried about the consequences which come from their misdeeds.
The way I see it, there are only two options.
1) Everyone stick their heads in the sand and act like nothing is happening until something
does, and than scream in disgust when it does.
2) Have all citizens carry weapons to thwart any attack.

I'll repeat this for the 5rd time.....is it any wonder why many in the DR take the law into there own hands.
Once in Santo Domingo near Duarte St. I saw a man who was acussed of stealing, the next thing you know approx. 6-7 people came out of nowhere and beat the holy heck out of this guy.
Had it not been for a Police Officer who was about a block away when this incident happened and who only served to save this mans life, then take him away.
Bottom line is the Public is fed-up with crime.
Talk about STREET JUSTICE DOMINICAN STYLE.
Long gone are the days of respect for life, honor, morals and self respect.....
I believe the cause is.....corruption of morals and the destruction of the Family unit, thus man living by his own set of rules, if it fells good...do it.

yes crimes like this are nearly always inside jobs ..that is why they are solved so quickly ..there have been many of them in Nagua , Sosua; la Romana and in Bavaro ..the police start with people the victims know and yet the criminals never learn.

Whenever a crime like this happens it's not something random. Keep your friends close and your enemies closer. This gentleman mr. Tarlow obviously pissed off somebody and they came back for satisfaction. In DR if you piss someone off enough they will kill you. yuuuuuhhhh... in the DR's current economic state.... anybody who is a from another country or who has money is a target..... This guy didn't have to piss off anyone.... Sosua is beginning to feel the deep cuts in it's pockets due to the lack of tourist... and not basically because tourist season is over.... Hotels cut back there staffs months ago...restaurants have been closed at a quicker rate and the people ain't happy because they are being forced out of there barrios (Charimicos)..... Happy days ain't here again...... All this guy had to do was to look like he had money..... and he was 65! VICTIM! In these circumstances you don't need to piss off anybody.... Bad economic situations call for desperate actions.....

People can try to rationalize this any way they want to but the bottom line is that tourists don't have to come here if they are scared away. There are safer places to go. Everybody will suffer if they stop coming. That's why the punishments must be swift and harsh for these types of crimes.

Actually, I read else where that the Attorney Arthur Lee Tarlow, just sued and won a huge settlement against a business based in Sosua. The article wouldn't say what business, but the fact that they even mentioned it seems to imply that this was some type of retaliation for the lawsuit. However, honestly this is all speculation.
And as a side note I think Profe is right revenge is much more likely in the DR than it is in the States. Only because the States have more money to spend on Law Enforecement and Court system so a criminal is more likely to get caught and not be able to get away with it.

This man gave back to the Sosua community, he built schools,provided good paying jobs to locals, helped put his employees children through schools and helped with medical expenses; he loved his community. He enrolled in Spanish classes so that he could get acquainted with the community and learn their language. He loved the D.R. and the people that lived there; he was no Tourist. Yes he was a lawyer big deal, so someone should die for litigating business and construction disputes? He was a good man who fought hard for his clients and was honest, loyal and kind hearted. How dare you speak ill of the dead, this man was violently killed for no justifiable reason; get your facts straight before making blind commentary about things you are truly ignorant about. According to his hometown newspaper, he was an extraordinary man who went out of his way to help many. His personality was of a battler; however, he was a kind hearted person who did many things for many needy people.
There is some mention of a lawsuit against a Dominican company that he recently won.
Was he made a victim by the loser of that suit and not a homicide during a robbery?
I have lived in the DR for nearly 25 years and can't quite grasp a "mafia-style" hit against an important American living in Sosua. Robbed yes, killed, no.
Maybe he did mess with the wrong people. Either way, a decent human being has been murdered

This man was my friend. He was a smart, generous man who loved his family and friends and who was one of the best in his profession. He was greatly admired and respected in Portland and our city is feeling his loss deeply. No one deserves to have their life so violently taken from them, and certainly Art didn't deserve to die like this. Rest in peace, my friend. I'll always miss you!
