SANTO DOMINGO.- National Police chief Rafael Guzmán yesterday affirmed that "the excesses in the illegal use of force will not be tolerated by that institution," in reference to the most recent incidents in which agents gunned down two citizens during nighttime patrols

"Police action must be energetic but abuses can be committed," Guzman said during the ceremony to induct 400 new agents into to crime- prevention service in the National District and Santo Domingo province. He warned the agents that if they resort to violence they will be taken before justice and dismissed from the Police.

The new agents form part of the 716 enlisted men and women who graduated from the National Citizen Security School.

This story relates to the two appalling shootings in the Samana area ,,In the first incidence, the police were hiding in a very dark area and signaled for a young driver to stop and he indicated he would stop in a nearby lit area ,,the police shot him in the back of the head.The next incidence was the shooting of an 81 man also in a car .
this follows the recent shooting of a young passenger as his father was driving him a corner shop , on the son´s birthday , the shooting of the two suspects in the Nagua kidnapping case and the shooting and the deaths of two alleged thieves as they were handcuffed and on the ground, in the capital.
in la Romana at a corner where there are two discos, the brother of a los Toros player was murdered by a policeman for moving too slowly .
These are just some examples of how uneducated and callous the police force is and it is no small wonder that no one trusts the police force here.

My first experience with this kind of behavior was in San Juan PR in the 70s when a policeman was shooting at a streaker on the Condado ......We thought it was very amusing ....deadly force for a streaker ?...Latin America is the Wild West

How many times have we heard the same BS?

The police would probably perform their jobs a lot better if; A) They were paid a decent wage and didn't have to resort to crime to support their families, and B) If there were real punishment for them being caught committing criminal acts (like real prison time, instead of being "retired").

A statistic that I have quoted before:

In the US last year there were less than 500 people killed in "exchange of gunfire" situations. There are 300,000,000 people in the US.
In the DR last year there were more than 300 people killed in "Exchange of gunfire" situations.
There are 10,000,000 people here.

Blutarsky...Law enforcement in the U.S. does not use "warning shots"...if you're involved in a police action in the U.S. and hear a shot that does not kill you....it means the cop missed.

In the real world the police officers involved the murder of the two citizens would be tried for murder, conspiracy to murder and put to death, but that will not happen here because they did not murder anyone who mattered. It is both unfortunate but true. It appears that none of these citizens was involved in the political process nor does it seem that they were members of the elite so they therefore for fair game for these “criminals with badges.”
All that any of us know are the accounts we read in the newspaper and from what I read I am certain that the officers laid in wait for both these citizens and one could assume that it is a method of operation of the police force because in both cases the approach was the same. The Solution “so say police department management” is simply to stop and be robbed or drive on and be shot. It sounds like the tail wagging the dog.

The men of the police department are so out of control that there management cannot control them or worse in the alternative their bosses approve of the conduct.
This never would have happened in my country mainly because no policeman is going to stop or attempt to stop a citizen in dark area because all citizens in my country have a legal right to bear arms. No policemen in my country world take the risk of a random stop in the dark because he would have a real fear that the driver could be armed; but here there is no such presumption. The citizen therefore is fair game not only for every crook but also for the police.

“ Although he was not a founding father of this country his words are in fact true. As a life member of the National Rifle Association in the United States we are often criticized by well meaning but foolish people who believe that the right to bear arms is uncivilized and should be outlawed but these cops show me if no one else that this protection is still needed even here. A citizen with firearms is not an invitation to take over the government it is protection from government abuse.
Even with this protection we still have citizens murdered by police in my country but those police are put on trial for murder and if convicted sent to jail; they are not simply fired or as in most cases of abuse of power “transferred.”

I do not drive in this country yet but I know that one of the additional features that I will have installed in my vehicle is very large interior lights, so that if stopped anywhere I will light up the night. But ask yourself why a citizen should have to do such a thing in a democracy.
