Santo Domingo.- President Leonel Fernandez on Monday replaced the heads of the Armed Forces and of the Air Force and the Police Chief, and placed 20 generals on retirement, among other changes traditionally adopted on August 16 and February 27 every year.
Executive Decree 444-10 designates Minister of the Armed Forces, major general Joaquin Perez Feliz, until yesterday Chief of Staff of the Army, and with the transitory rank of lieutenant general, replacing major general Pedro Rafael Peña, designated Executive Branch military adviser.
Via Decree 446-10 general Israel Aníbal Diaz is designated Air Force Chief of Staff, replacing Carlos Rafael Altuna, named chief inspector of that branch, while Decree 447-10 names general Carlos A. Rivera Army Chief of Staff, replacing Perez.
The new Police Chief is general Jose Polanco, who replaces Rafael Guzmán, who had held the post for more than two years, and named police adviser to the Executive Branch.

I am sure we are all delighted at the removal of the police chief ,Under his rule, the police were responsible for the murders of innocent poor youngsters as well as unarmed citizens, I hope this culture can be replaced by one of proper, decent policing .

yes.Blu , I do not think it would be difficult to find hundreds of people who could testify against Guzman for permitting and not condemning the atrocities of his men in San Pedro and in the capital...a proper leader can make the ethics and culture of his force acceptable over a period of time but Guzman made his men hated by the general people ..but give him his trial and bring out all the evidence and maybe we can condemn a few others alongside Guzman. By the way , this was a good move by LF and deserves recognition.

I will give you a very serious suggestion: Have all the new promoted general to list their assets including their immediate family and have another independent group to verify this figures..........
and then, when they are not in the post, do the same thing again , then we we see the facts.

the ancient practice of death by stoning. is used today in a handful of countires. is used for cases of adultery, but also can be used for cases like with the retired general who has so many deaths on this hands. his job was to protect the citizenry not rob and kill them.
