SANTO DOMINGO.- A case file received by the National District Office of Prosecutor reveals that Jose Figueroa Agosto’s drug trafficking network virtually owned the Drugs Control Agency (DNCD), as a group of 12 agents and officers provided him information on gathered intelligence and operations.

A summary of the documents shows that a DNCD Internal Affairs investigation in which electronic intelligence was used determined that "they formed an organization dedicated to international narcotics trafficking based on their condition" as agents.

Moreover, based on the statements by the detained Puerto Rican Ernie Rodriguez Tirado (Guajiro) it was learned that the network also had contacts in airports to receive drug laden planes.

The report states that on October 2, 2009, the Police major Victor Enrique Liriano Fernandez and captain Jose Manuel Helena, assigned to the Criminal Intelligence Division (Dintel) obtained "information of interest for Figueroa’s organization." This occurred three days after the authorities had stated that Figueroa was in a point between the eastern provinces La Romana and La Altagracia and had the telephone numbers 809-643-1673 and 829-261-4598.

The DNCD affirms that Navy petty officer Ramón Gregorio Lara Tejeda was the person who was the go-between to pass the information on and formed part of the network.

The DNCD has dismissed, already , the entire offices in Samana, Puerta Plata and Boca Chica and after they get rid of these 12 , the barrel surely must be much cleaner ..What I do not understand is why was it for more than 2 years that so many people in la Romana seemed to know exactly where the drug drops took place in surrounding areas and who was involved but the DNCD seemed ignorant .

This stuff ain't Rocket Science! It is not like sending a man to Pluto (and back).

As Ricardolito noted many of the citizens on the ground know what is going on... but due to dual & corrupt agents both in the DNCD, Police, Politics & Military... there are many distractions and wheel spinning. How many years did it take after the Cap Paulino bust?

It seems our own US DEA (and FBI) are so naive. It is a rare case when I can say good job at disclosing the corruption.

Clearly, Leonel is where the buck stops and his ongoing silence on widespread corruption does NOT help. But it will go back to the prior Presidential administration as well.

Wait The DNCD was envolved, no way!
Come on folks, like previously mentioned everyone in La Romana Knew what was going on
just like the one time he closed out a whole bar in Enz Benjamin (La Romana) and kept all the women in there to dance and please him and US bills along with DR bills flying all over the place what they call here in the US "He was making it rain", no one thought that that was a little suspect?

Making it Rain:

When you're in da club with a stack, and you throw the money up in the air at the strippers. The effect is that it seems to be raining money.
Example
After Leroy finished trapping for the night, he went to the strip club, got 10 stacks, and made it rain inside the club the whole night.
