SANTO DOMINGO. - The Santo Domingo State University UASD and the Company “Ambos A. Group” will produce a film based on the book “Olor del Olvido” (Scent of Forgetfulness), on the kidnapping of U.S. Lt. Col. Donald Joseph Crowley in the beginning of the 1970s by a group of senior leaders of the MPD, then the country’s most violent leftist organization.
The producers recently delivered the film script to UASD officials, with a cast of national and international actors and to be shot almost entirely in the university campus.
The kidnapping and ensuing standoff was negotiated with the exile of many of the participants, and the release of several of their incarcerated companions during the presidency of Joaquin Balaguer.

Many bad things could be said about the Balaguer years, but the guy remained in power and was teflon coated, and survived extremely tough times.
I sincerely admire the man and are in awe to this day, of his accomplishments, he had a lot of virtues and was a nationalist, he was a green advocate before the word became popular, he did not believe in borrowing money, and had no desire for material things (except books). He was celibate and lived the life of a secluded monk, and did not indulge in spirits, food, or sensual pleasures, to any great degree.
He had great faults as well, and was no saint, and if he had been a purist like Bosch he would not have lasted even the 7 months that Bosch held on to power.

OK the man like chopas and pretty women, but was not a womanizer like Trujillo was. I would catalog the Balaguer first 12 years as a neo-Trujillismo for sure. Another thing is that Balaguer remained loyal to Trujillo's memory, Ramfis, Negro, Angelita and all the other military Trujillo sycophants. Extracting money and influence from them at times.
Regarding "poco hombre" I would disagree with that statement. Balaguer had no fear, none whatsoever, part of his charisma was his fearlessness.

In 22 years in power Balaguer spent about a Billion Dollars in our external debt. While the other 22 years by the opposition they has spent over 11 billions Dollars. Other dictators and semi-dictators used the opportunity given to accomplish the difficult re-orientation of the nation's future. Balaguer, I contend, didn't use his opportunity wisely. He got rid of the " leftist knuckleheads" but in turn didn't do as the Asian Tigers showed the wisdom of doing: Forge the underpinnings of the modernization process through universal education, export led growth, monetary adjustments, etc.

He had a solid opportunity because at the time the DR populace would have accepted the hardships involved in a truly committed modernization program. Instead, he elected his program of development a la Balaguer. Yes some things were built, but the driving force that would have propelled the DR economy forward into the realm of really developing nations was never addressed: the statistical modernization of the administrative apparatus, the accounting systems, the National Registration of property and titles, etc. These and especially the universal educational program that would have necessitated a modern taxation program for the nation, could have done wonders for DR's future. Balaguer chose poorly, and the people of DR are worse off had he done as the US and Puerto Rican officials were trying to convince him to and the Asian Tigers proved so convincingly: Violence can be justified at times, but what can't is violence in the name of progress and not produce the goods.

I will never forget the summer of 1970. Our family lived at 173 Abraham Lincoln. We had gone to the US Embassy for a function. Some of the people who abducted my father (Lieutenant Colonel Donald Crowley USAF), had been captured. When we returned the wife of one of those in jail had come to our house to tell my Dad it wasn't fair that he was free and her husband was in jail. Ambassador Francis Meloy told our family it wasn't safe for us to be in the Dominican Republic anymore. We were evacuated frrom San Isidro Air Base to Ramey Air Force Base Puerto Rico.
