New York.– With countries’ vulnerability to natural disasters rising as their development levels fall, Dominican Republic President Leonel Fernández today called for the creation of a new global coalition under United Nations auspices of nations at risk of catastrophe to share experiences and knowledge.

This year alone, he told General Assembly on the first day of its annual high-level segment, there have been 47 floods and landslides; 12 hurricanes, cyclones and typhoons; eight serious droughts followed by fires; seven earthquakes; and volcanic eruptions.

“Additionally, we have to include the numerous cold waves, floods, and storms that have occurred as well as the epidemics that took place as a result, particularly cholera in Africa and dengue in Latin America and the Caribbean.”

Dr. Fernández proposed the establishment of a World Alliance of Countries at Risk which would be “a great contribution towards designing and implementing policies to help save lives and minimize material damages.”

Many natural disasters, he pointed out, are caused by climate change, underscoring the need to set guidelines to regulate carbon emissions and protect the planet’s biodiversity.

“There is much work to be done around the world in order to define and implement policies and practices that allow us to prevent the negative impact of natural disasters,” the Dominican leader stressed.

It is vital, he said, to couple risk management with development and land-use planning. Early warning systems must be implemented in coastal areas, at-risk cities, schools and hospitals, while critical infrastructure must urgently be updated to resist future catastrophes and minimize the loss of human life.

Many or all of the disasters in the DR are man made by Leonel and the PLD due to their pathologicaly corrupt nature.

He talks alot about nothing, he should be more focussed on whats happening in the dominican rep. Some naz he got there that leo, why doesn't he address the nation of the dominican rep, at least bullshit us to our face. I feel left out.

I agree with Leonel. An international coalition of countries could set money aside for disasters like the earthquake in Haiti and lift some of the weight that those situations put on neighbor countries like DR. Hope other countries takes it in consideration.

Agreed. But it wouldn't hurt for him to show the same verbal outrage with the sloooooow pace of educational reform in DR. Also, he should have canned publicly at least a few of the most egregiously corrupt of his PLD team.

I'm a realist Escott. And I say it, as I see it. LF is not the worst President the history of the DR, but he can sure do better than he has. And on education, he can and must do better. No changing of opinion.

At University we had a fine campus. Yes, and when the weather was good we had classes under a tree - our law lecturer used to hold his discourses under this fine tree.
Newton of course had his most brilliant ideas reponding to events while sitting under a tree.

abc you cant compare you taking clases under a tree when you went to college with whats going on in the campos in DR. When the weather was bad you guys were able to just go inside to a nice warm and dry room. where do this kids go when the weather gets bad?

Did you know that in many smaller villages in dr kids can only get an education up to 3rd grade or 4th grade? I know because I used to live in one of those campos where the only school that we had would only go up to third grade and all we had was one teacher. A country cannot progress like that.

The Dominican goverment is violating its own constitution when it comes to education. They only spend 2.3% of the gdp on education when the constutuion states that it should be higher than that.

When the heating failed in the school I went to or they had run out of money we used to take lessons in our overcoats.
I guess under normal showers they go under a tarpaulin or something.
Yes, I am aware that the level of education is appalling. But not even parents seem to want to change that - even parents who are well off do not send their children to private school. It must be part of the culture. Shoe shine boys, in clear violation of rights of a child are supported by tourist and Dominian alike.

I certainly agree there need to be an awful lot more done in DR.
To bring education and decent wages up to 20th century standards.
I certainly agree President Fernandez need to address some serious problems in the Republic.

But let's not just focus on the messenger and not the message.
There is a serious problem of natural disasters affecting millions of poor people.
I agree with President Fernandez something need to be done before the disaster strikes.
Ensuring a better response.
A natural disaster can occur anywhere at anytime.
