Santo Domingo.- The Internal Taxes Agency (DGII) and the National District Office of the Prosecutor announced that four companies will be charged with defrauding the Government out of RD$500 million by using forged tax supports.

In a press conference DGII interim director Germania Montas and National District prosecutor Alejandro Moscoso said charges of document forgery will be filed in court against Abel Storkan, Gerald Matos and Franklin Peguero, adding that they form part of a network of conspirators formed by tax companies and advisers.

Montas said the company Dragon Fly hadn’t presented convincing tax support documents because “it was an economically nonexistent company because it doesn’t have a warehouse or an office and has only a name for the purpose of fraud.”

Moscoso added if found guilty, they face up to 10 years in prison.

The DGII has only identified Dragonfly Comercial, S.A, Tax registry RNC No. 1-30-54223-6, said to be the head of the network; Sanyen Dominicana, C. por A., registry RNC No. 1-01-62056-2; Porfirio Borromeo Jiménez Vargas, Cédula No. 224-0051980-1; Etifix, C. por A., RNC No. 1-30-38313-8, and Siebenstein, S.A., RNC No. 1-05-05148-6.

As shareholders of Dragonfly figure Marlenni Bautista, Rafael Jacinto Cruz Martínez; for Sanyen figures Cheng Yeng Wu Chang; of Etifix figure Valentín Cruz and Antonio Juan Ferrer Guerra, and for Siebenstein figures Ramón Leonardo Núñez Jorge.

Yeah that's right. They are going to jail. And no vacation facility either. They will have a cell right next to the Easter Bunny.

Jail. Yeah right. If this weren't so criminal, I would be laughing.

Even if jail time does not come out of this investigation, the fines and "message" to other companies will have been achieved. As with all these episodes, the proof will come with future compliance. If the Internal Taxes Agency (DGII) and the National District Office of the Prosecutor have solid grounds in the future to note a change and more compliance on the part of businesses, than all this would have been worthwhile. Let's hope the fear factor makes its point.

They made enough to pay off the people that will prosecute them and live happily ever after.

Taking everything they own and NOT allow them to buy any more and put them in jail.

Ford knew that the Pinto could catch on fire when rear-ended; it was cheaper for them to pay the millions of dollars in law suites.

NOTHING changed until the US government was going to hold Ford personnel responsible for the deaths of the people that were burned to death. Then everything changed and quickly.

Look I didn't say don't hold them responsible; in fact, I would dearly like to see them held accountable, at least heavy fines. But my point is that DR has always had this "rules apply only to small fries" attitude and culture. This needs to change, the sooner the better. Modernization comes with responsibilities. And if DR ever wants to get its act together, it's going to have to get their elite to play a less disingenuous game of hide and seek, especially with taxable revenues. But the Pavlovian strategy being used by international organization is good policy. What happens after the carrots are removed will tell us if DR is finally able to make the turn towards maturity as a State and Nation. Stay tuned.

Smoke and mirrors for the IMF to show where the money went. IMF loans the money and this goes away. Simple.
