SANTO DOMINGO.- The head of the US State Department's Office to Monitor and Combat Trafficking warned that the United States could penalize the country, on “frustration” with the Government’s alleged lack of commitment in the trafficking of Haitian children.

Luis CdeBaca, interviewed by newspaper Nuevo Herald of Miami, said since his visit to Santo Domingo last summer specifically to be apprised of the traffic and exploitation of children, little advance has been made.

He said if decertified, the country could lose economic and military aid; some exports to the U.S. may be blocked and face opposition to its votes in entities such as the International Monetary Fund (IMF) and the World Bank.

He revealed that Dominican Republic has until June to implement the State Department’s recommendations to pursue and punish the traffickers of children, as well as the officials who help the traffickers of minors from Haiti. “The problem is that we have not seen cases against anybody in Dominican Republic. With the countries that we deal with we tell them that it’s good that they arrest not only the traffickers, but the official accomplices. In Dominican Republic we have not seen the first, there is where the frustration is.”

CdeBaca said that he hasn’t seen a great change, so if nothing happens and the problem continues, "not only could we degrade the country in the ranking of the report (State Department on human traffic) but also recommend to the President concerning sanctions."

The recommendations appear in the report on the Traffic of People 2010, which classified the Caribbean nation as level three, the lowest rank.

Together with Cuba, the only other country of the Western Hemisphere that fell in that category for being simultaneously "a source, transit and destination of men, women and children subjected to traffic, especially forced prostitution and work forced labor,” it says.

In October and November Nuevo Herald published a series that showed how many  children are forced to beg in the streets of Dominican cities.

This lady must be another "feel sorry for Haitian and let DR pick up the slack movement” however I agree that this children trafficker must be brought to justice and jail, but to sanction and speak of consequence if you don’t do what I say, what is this kinderganden…Someone need to reminder her this is not the 1960, thread a country over it is ridiculous. And what happen if there was a DR government with cojones and tell you to shoved, then what? You suppose to be a diplomat not an instigator.

One perfect example is Leonels decision to sell 49% of DR's only refinery to hugo, and I bet you Leonels stake in it is more than 10%, plus his daughter's fiance, the one that commanded 20 officers to ransack Omega's house, without having RANK in our military nor did he have a position in the government to get away with it, well his family is Oil rich. If I gathered this info, can you imagine what the pentigon knows about this island and it gov..... If you ask me, the government WARRANTS to be treated as the way children do.

Here we see it again the DR directly blamed for something that is not directly their fault. I am not saying the DR should simply ignore the problem, but if US officials really want to solve it, sanctions against the DR will not fix it either. Lets get to the root of the problem, the actual cause which directly provokes the trafficking of children and then we can talk.

The U S Govt is in no position to speak of abuses against children. Walk 10 minutes from the White House in Wash DC and see the conditions and how children live. Drug infested neighborhoods, no books in the schools, children selling drugs, children using drugs. children abandoned and living in squalor. Go see it and then comment.

The Haitians exploit their children in DR and in Haiti. They stand on the streets and send their children into traffic at corners to beg and sell items. Santiago is full of them. SEND THEM BACK before Santiago becomes like Haiti!!!! SEND THEM BACK FAST

I ask you this. Slamming Fernandez now, how does that help the Santiagueros(as) live and work to improve our lives on a daily basis? RobertoJose, come to DR and work to make it a better place. There is still a lot of goodness here and MANY paisanos(as) with integrity who work to make DR the best it can be. I invite you to come here and not throw stones from a distance. If Fernandez manages to run again and if he wins, then we will really be in trouble. He is a tiguere with no regard for the average Dominican.

The only way any "cleansing" operation will be done with some consistency is if the US do it themselves.

Don´t expect any kind of efficiency from the Dominican Government; they ignore the concept of functionality.

Have any of you seen the conditions in Detroit or Chicago? Detroit and it's ghettos make Haiti look like Disneyland. The ghettos of Wash DC would scare Haitians back to Haiti. The Haitian neighborhoods of Miami, and I was saw them last year make Port Au Prince seem inviting. The US always points fingers and never at itself. There is not a major city in the US that is not infested with drugs. The US is a crippled state and has not a clue how to help itself. The public education system is broken, the health system is broken, Obama has not kept it's promises and the SMUG Hillary is a Farisea of grand magnitude.

Watch out now if Baby Doc takes up residency. Watch out.

This is not good for Haiti nor DR.

However, I will say. I lived in DR during the reign of the Doc's and Haiti with all it abuses was safer. It was less chaotic for whatever reason.

While the US should not make this a Haiti issue being forced to us I understand the need to stop child trafficking. This does need to be addressed. The US knows plenty about the goings on in the Dominican Republic. They use instances like this to make demands or they will expose someone based on previous information and threaten to hold back financial aid. They do have the right to hold back their financial aid which our corrupt officials try to stick in their pockets but what I wonder is why they don't aggressively go after the LF corrupt administration in general.

Child abuse? Have you seen the reports out of Palestine and how the children are living? Directly responsible is the US and it's support of the Zionist abuse. It is the US that sanctions the abuse and sees it every day. Why do they not protest that? Because the Zionists will not permit it. Yes, it is awful and it needs to stop. Everywhere, not just where the US thinks it is safe to criticise and suffer consequences. China is another example of extreme abuses. All over Central America children work in factories as slaves. Where is the US on that ? DR has problems. We never deny our problems like the US does. The Palestinian issue is a disgrace of such proportions that there are not words to describe it.

I do not understand this article .It seems that the USA are suggesting that there are Dominicans who smuggle children ino the DR for a fee and that the Dominican government is not tracking down these dealers , But neither the children or their parents have any money to pay the middle man so I do not believe that.
As I understand it , it is the people in the USA who are seeking little children from Haiti and this is being facilitated illegally by some church groups and by smugglers who are are more likely to be americans or Haitians . So if the children are for the USA adoption market , it would seem that the DR is only a transit country and that USA are saying that somehow the DR has to stop it being a transit country .
Have the USA any ideas on eaxactly what further action the DR should take

Members of the 4th Brigade of the army arrested over the weekend a Dominican bus driver who was driving a bus with 17 Haitians, including seven pregnant women from Dajabon. The women said they contracted the ride to give birth in Dominicans hospitals, as reported in Listin Diario.

If the aid that was pledged to Haiti was loosened up and spent in meaningful directions all these poor folk would not be here but rebuilding their own country. Do any of you remember the great “Pig kill” back in about 1980? More so called assistance in which native stock was slaughtered and token or no payment made and restocking was small, tardy and very uneven. Now the UN admits cholera to the Dual Nationality Island – what a bunch of crap. Misguided international social restructuring at best corporatism most likely.

im curios and just wondering could it be possible this web site like newspapers espesialy some here in the us. wright these articles and stories up in such a manner to just get people commenting on a subject to see what the public sentament is? or just to stretch the the storie some to make it a bit more interesting . i have been to the dr several times i dont see some of these problems .or maybe i do and just dont recognise them. or havent been to the right places. i wil be visiting again in feb. i guess i will have to look a little harder.

Martin Luther King, jr would not have supported your agenda. He spoke throughout his rewarding life about tolerance, love, and support of fellow man. Especially those in need of succor. Martin Luther King said that " the time is always ripe to do right" and I would hope that you would support that spirit of selflessness. Did you read about the U.S border agent who had an undergroud safe house in his back yard....he and his father who has been deported before were arrested.

Most alien smugglers form Mexico into the U.S are U.S citizens, they charge up to $2,500.00 USD per person to a safe house anywhere in the lower 4 states.

We have thousands of birth's right here in the U.S from illigal parents......only here we them anchor babies.

A child living in a bad neighborhood, using drugs in the bathroom of a poor school is different than a Haitian kid with NO home, begging in the street and selling his or herself to pay their 'fare' to the person who brought them in. In the US when a Child goes missing EVERYBODY knows about it, it becomes NATIONAL news. Ever heard of the Amber Alert?? So the US CAN speak on child abuse because its procedures and policies against child abuse are implement and enforced better. Granted DR is a DEVELOPING Country, but don't let your frustration for the US cause you lose your bearings on reality. Fijate -a devastated ghetto is not the same as a devastated COUNTRY.

But lets note something we depend to much on the USA. USA has hardly any agriculture, most of it comes from Canada or Mexico. IF all latin america and the Caribbeans were to unite we wouldn't be in this case. The US would have to come to us request not demand. So LF I understand you have tried to help the Haitians but the bulk not all are ungrateful, so please but the money for good use meaning on the Dominican Nation and increase of the deportation of Illegal Haitians.

every body looks at that picture and sees a haitian child begging in the street and thinks thats bad .and i agree its ashame that that child has to beg weather he or she needs to or forced to . but if you look real close you will see some thing else and that is the hand of a dominican giving, and i think that is good, and im sure its because he or she whants to and is not forced to, and by the looks of that hand im guessing a nice dominican woman just my observation

What do dominicans want in general? Do they want all Haitians out of the DR or just the illegal ones. It will get easier soon to get a Dominican visa in Haiti. There are plans in the works to do this. The visas will be cheaper than paying the border guards.

Good a worker program where a fee / I.D / photo / finger print will be issued and renewed every year, also what they should add is found with out or expired permit they would be banned in the DR for life.
