Santo Domingo.– HIV incidence has decreased by an estimated 25 percent in the Dominican
Republic and Jamaica since 2001, while in Haiti it has declined by
about 12 percent, the
United Nations Joint United Nations Program on HIV/AIDS, or UNAIDS,
reveals in its latest report.
According to the document, rates of infection are dropping in the Caribbean,
home to the world’s second-highest regional HIV prevalence after
sub-Saharan Africa. In its 2011 UNAIDS World AIDS Day report, the entity said that new HIV
infections in the Caribbean have dropped by one-third from 2001 levels.
The increase in people living with HIV who receive antiretroviral
therapy, has helped reduce the number of annual AIDS-related deaths, and over one-third of adults living with HIV in the
region in 2010 were women.
The prevalence of the disease in Latin America is 0.4 percent of the
population, on par with 2001’s level. The rate is 0.9 percent in the
Caribbean, down from 1 percent in 2001.

Despite the high birth rate in the region some women are starting to protect themselves against AIDS because of fear, and some women don’t want to get married and have children because it’s a lot of work. And it doesn’t take a genius to figure out that women might not want to take a salary hit for taking time off to get pregnant and birth a child.

The controversial part of this problem is if the government could distance and/or separated itself from church controlled doctrine regarding sexual behavior (comprehensive sex education vs the church's abstinence only sex education) there would be less incidence of transmission of sexual diseases. The gov't gain would be not having to subsidize unwanted births and long term health care for the infected. The gov't needs, with UN support, the will to start and subsidize a comprehensive sex education program for the whole nation. The cost would be less than what is expended to maintain the current status-quo.
It would be nice to get some intelligent feedback on this post and not have the behavior of priests or the PLD brought into the discussion.

I do not think the government is advocating abstinence, nor is the church. The problem with the church is it's ban on effective contraception, for their own selfish reasons. It depends what you mean by "sex education". The factual component is not lacking - teenage girls know what they are doing, about STDs and pregnancy. The problem is, Dominican society not only accepts, but even encourages, underage pregnancy, hence the non-use of condoms and the resultant exposure to STDs including HIV. The "Baby Shower" has become part of Dominican barrio culture.

I have been told by a reliable source that about 40% of the women in MNSA (Santo Domingo maternity hospital) are Haitian. All women admitted are tested for HIV and that about 70% of the Haitian women are HIV positive.
