A project of the UK company, Biwater, which reportedly left the country on extortion by government officials.
SANTO DOMINGO.- British ambassador Steven Fisher on Tuesday reiterated his denunciation that important British companies abandoned Dominican Republic after Government officials allegedly extorted them for bribes.
The diplomat’s statement that he’ll not provide more details to the media is a reversal of his Monday affirmation that the information will be posted in the UK Embassy’s Website, where it wasn’t found as of 11:12am Tuesday.
Fisher cited by news source diariolibre.com, also agreed with Dominican authorities’ complaint that the allegation should’ve been handled via diplomatic channels instead.
"Corruption is a problem which affects two British companies. It’s not correct to enter in detail via the communications media," Fisher said prior to a meeting with Senate president Reinaldo Pared.

I feel sure that the backdown may go even further now that we have a delegation arriving in Santo Domingo headed by two very seniour members of the House Of Lords . Lord Griffiths a conservative peer, was an advisor to PM Margaret Thatcher and now heads the most seniour economic committee and Lord Foulkes.Labour . is Chairman of the all party Dominican republic committee .
The damage caused by unsubstantiated allegations made by Ambassador Fisher will take some time to rectify but it is important that a proper diplomatic relationship exist between GB and DR .
Generalisations may be true in a general way but it seems that no one knows the two companies involved here or what their actual concerns were ..so many past postings are pure speculation

well Yumnuck ,,,no one knows but many contracts end up in court after there are variations made to the original contract and often at different profit percentages and with various timing bonuses and penalties.. and so culverts or drainsmay be changed at the request of the client or suggestion of the contractor and an assessor has to brought in who has full knowledge of the type of project , In his judgement there may have to be additional payments to various subcontractors and extra cost to the client
But as I said earlier no one knows the full details of the cases and some writers are assuming that the Dominicans are simply trying to chisel extra money ..3 courts have disagreed with that assessment and so they are then assuming all the judges are corrupt /
In the end we do not know but some writers just want to assume .

1. Fact: There was a "consultant" (commission) contract to a DR individual that served as a go between the UK company, and the DR government officials or their representatives.
2. The middleman sued the company after he agreed to a lesser amount, for his lobbying efforts, not acting as a construction sub-contractor, but simply a go between.
3. UK company did not follow to the letter all the intricacies of the law in the DR, and the middleman took advantage of the UK's company mistake, and sued them after they had negotiated a settlement, making this case public after it landed in the DR supreme court.
4. The DR supreme court ruled in favor of the middleman, after revising the judgement.

The point is that neither the middleman or the UK company want this case to be ventilated in the court of public opinion because:
A. The middleman does not want to disclose who he was fronting for, or what means he used to obtain the contract, or where the money went.
B. The UK company does not want to make public, that they agreed to pay a bribe or kick back to an individual that did not offer any services, other than serve as a front.
What many are missing is that the evidence of a kickback is plain as day, for all to see, and the news media either has been instructed to keep quiet, or they just don't get that bribes and kickbacks are illegal, and both the UK company and the middlemen could be fined and jailed, and also the DR officials that accepted the bribes.
The proof is in the supreme court document, plain as day.

The problem lies, is that not too many people take the time and effort to investigate, read and educate themselves, before emitting a judgement, backing a candidate, or venting an opinion.
We all agree that the main problem in the DR is the lack of education or to put it plainly, the ignorance that keeps us dependent, on the current system of electing public officials.
Democracy as we know it, does not work in countries were voters are not educated or care enough, to discern when mercenary politicians are just pirates and con men who rip them off time and time again.
The three major parties are corrupt to the core, some have done a better job of not being so obvious in their machinations. So the DR middle class is being held hostage by both rich and poor alike.
There is no light at the end of the tunnel, just despair, and hope that things will get bad enough so
those who care, will hit the streets soon and cause a revolutionary revision of the status quo.

No truer words have I read, so far, in this forum. Some here still dispute this fact, claiming that Dominicans aren't capable of being educated due to "culture" and "mind-set". And that pouring money into it, simply won't make a difference.
As you said, democracy, won't work until most of us are able to discern a crook from a not-so- crooked politician.
Complying with the 4% law, channeling profits from lotteries (as it's done here, in US) and reducing the outrageous salaries govt botellas "earn", will provide $$ to more than educate the next generation.

The Supreme Court of Justice delivered a 31 page report on the legal case and confirmed the decisions of the lower courts ,They state that they have read all the documents pertaining to the case .
It seems fantasy that three independant courts can come to the same decision and name the laws under which Biwater has defaulted and that every paper in the land is being given hush money to stay quiet .i am having my lawyer do a proper translation and report but no where is there the slightest suggestion that Fulgencio Abreu is a shadowy bag man ,,,the documents would give all the details.
