The Police conduct a massive manhunt for the fugitive.

SANTIAGO.- A heated dispute between two Police colonels who head the Homicide and Criminal Investigations departments unleashed when one of them allegedly tried to hide the fugitive lieutenant Fernando de los Santos “La Soga” (the Rope) forced the Police Chief’s hurried visit to the regional Command Thursday.

The incident even led to a walkout by agents.

Despite the scandal, Police chief Jose Polanco declined comment at the end of the “raging and aggressive” meeting with Criminal Investigations director Gabriel Santos, and of the Homicide division Roberto Salcedo.

According to a source cited by hoy.com.do, the dispute between the two senior officers began when Santos refused transfer to Bonao, ordered after it was learned that “La Soga” was contracted by two San Francisco (central) “business leaders” to murder several people.

Instead of accepting his transfer, the Criminal Investigations chief allegedly admonished the agents assigned to Homicides.

Salcedo went to Police Headquarters in Santo Domingo where he submitted his resignation, a decision that spurred the agents under his command to turn in their weapons and declare themselves on strike.

When Salcedo discovered that “La Soga” offered his services to the two San Francisco men to murder two people in Santiago, he began the probe jointly with the Justice Ministry, which enraged Santos.

Polanco has asked La Soga and his relatives to surrender peacefully, to face charges of killing Elvis Sebastián Valerio and Luis Roberto Torres, hired by Juan Silverio Ureña and Bonel de Jesus Lanfranco, who is in custody.

The source also affirms that two helicopters yesterday began to search the mountainous zone of San Jose de las Matas, Monción, Santiago Rodriguez and Mao, after the “armed and extremely dangerous” La Soga.

This should have never happened shows that the turf war is more important than getting a killer off the streets. Catch the killer and interrogate him to name names of those who helped him then execute him.

All from corruption comes these problems. If we were a civilized country with real laws that effected all people anyone involved in stopping justice would also be considered a criminal and be in jail right now. If they refused they would be shot by higher up authorities. Our police and military are mainly comprised of men for hire by the highest bidder. No way to run a country Lioenel! Step in and do something you coward.

Hey mr. Miller,
I'm just going to give you my thoughs on the following comment you made:

"The police are for hire assassins. This is US 1930's. Could this pathetic country be any more draconian?"

First off, I do agree that it is ridiculous that officers are being hired for murder and that it is a bit draconian in nature. What I don't agree with, and find extremely offensive, is that you call my country "pathetic". The same country that thousands of Americans visit every year and the same country that spawns hundreds of baseball players every year. Let me remind you that some NYPD officers where involved in the same situation a while ago with the Mafia. And this is coming from ME, an NYPD OFFICER! So next time you feel that it may be OK to degrade a nation based on an incident think twice.

This is not an isolated incident. This country is riddled with crime an corruption, from the president down to the guy steeling man-hole covers. You can't walk in the street at night. Most houses have bars on the doors and windows, barbed-wire fences and high walls.
Yes there is police corruption in many countries but it is very rare. Here it is part of the salary package. Pathetic might not be the right word. This is a failed narco-state banana-republic.
