Santo Domingo.- Immigration Agency director Jose Ricardo Taveras affirmed Sunday that major powers and NGOs try to create a national minority in the Dominican Republic with undocumented Haitian immigrants, and warned that it wouldn’t be allowed.

He said the initiative aims for that minority to have representation in powers of the State and cautioned against a “Balkanization” in the Caribbean with all its potential consequences.

Interviewed by Héctor Herrera Cabral on Telesistema Channel 11, the official said the pressure NGOs and the powers bring to bear is to obtain the Dominican nationality for all children born to Haitian immigrants since 1966. He didn’t specify which are the powers allegedly exerting that pressure.

Taveras said the foreign entities argue that the 1966 Constitution stipulates that right, but don’t realize that a Supreme Court ruling clearly established who has the requirements to be a Dominican citizen.

“But the idea of those NGOs and powerful countries is for the nationality to be granted to the children of undocumented people to create a Haitian national minority and for them to have the right to representation in the Powers of State, that is to say that they can seek congressional and municipal posts, among others.”

Taveras said the Catholic Church’s Jesuit Service has a false solidarity with the Haitian immigrants.

read la isla alrevez de juaquin balaguer and you'll find out why there is a old country wide nostalgia about the return of the caudillo to dominican society.

As promised by leonel and his vende patrias the haitianos will get their "minority rights" something that a dominican will never get in haiti, a right that not even haitians get in their own mothr fuc**g shithole of a country.

If the people from other countries want the Haitians to be here they should take them. the US will take all the Cubans that can reach their borders but not Haitians. The Cubans are better off then the Haitians. Right now where I live the population of e legal Haitians is coming close to the native population. Giving the children Dominican citizen ship is saying that it's OK to break the law and enter the country e legality. They should stand up and tell these NGO to help Haiti and not to destroy Dominican Republic

There is NO SOLUTION to the undocumented Haitian chaos. You can't deport them all, but you can't let them all come in. You can't give them all Dominican nationality, but not, not do it either. You should not have to feed, give them free medical care and education, but you can't just not do it either. WE ARE SCREWED........!!!!!!!!!!!!!!

The Dominican Rep is caught between a rock and a hard place. We are in a position where there is a need to choose between unpleasant alternatives, and our choice will cause problems for us in front of the world. But it is a price we will have to pay, if we wish to preserve and save our nation for the future generations of Dominicans.

Our next election is coming up soon. We need to ask ourselves which one of those candidates has the BALLS to stand in front and fight against the international community? Leonel is a sissy and talking pretty aint gonna solve the problem and I hate to believe that Hippo-Loco will be the man to do the job.

There are many solutions to the problem of illegal Haitians in the DR and their children but the most important thing is that they not have any citizen rights ,
All the solutions are unpleasant but I would round up as many and give them the alternative of compulsary non reversable sterilization or returning to Haiti ,,
As soon as Haiti can be made liveable and economically viable the Haitians will have less incentive to come to the DR where they are not welcome .Of course there are exceptions and those Haitians with special qualities and a current visa should be treated well .
kennyB ,,Yes all the slaves on this islands came from Africa but most of the 500,000 in Haiti came from the West African countries , colonised by the French and most of the 60, 000 slaves in the DR did come from the more easterly British colonies , Britain was the first to make the slave trade illegal .The Slave revolution in Haiti led to the French leaving so much less crossbreeding than in the DR .

There is a solution, deport them all. You don't have documents justifying your presence in the DR then you're out! And what is with this nonsense that children of Illegal immigrants dating back to the sixties are to be given documents. That implies that if you break the law, you will be rewarded by the government. And in regards to the Catholic Church, they have no say in the matter; they should stay where they belong, in church. Dominican comrades, in the next election lets pick a man who has the balls to exercise his post with authority even if that person is from a minority political party. That will show HM and DM. Unity among the masses makes the voice of the people heard, lets unite and get things back on track once and for all.

I suppose illegal Mexican immigrants can continue to do the jobs Americans don't want to do, and American volunteers can continue to do the work in Haiti that Haitians don't want to do!

Hernandez5482-It is not quite so simple as you make it out to be. There are reasons why Leonel is afraid to put his foot forward and demand order. The DR does not have real autonomy in the world. We are controled by more powerful forces. If we do anything against their will, economic aide will be cut off and we will be left to fend for ourselves. The DR is deep in debt and relies heavily on the US, Canada, Britain, France and Spain for support. You do something to upset them and it will be the rope to death by hanging

Leo is an ass-kisser because that is the only way he can remain in power. Yes he was elected by the people, but they do not keep him in power. It is the US and the Int'l community . If Leo starts acting up, he is going to end up like Kadafi, Housein, Trujillo and Somoza. Duvalier is still alive because he decided to take a plane and flee Haiti to live in France as a rich millionaire, but had he done otherwise, he would have written out his own death sentence.

Things will only get worse with time. It is not impossible to bargain with the big and powerful nations. Balaguer did a fine job in defending our rights, although he gave in regarding certain issues, he never failed in establishing DR as a sovereign nation. I rather see DR suffer through economic hardships than lose our identity and way of life. I have nothing against the Haitians, but they have their own country. They have degraded the job market In such a way that it is common Dominican mentality to expect them to do all the low paying jobs, while the majority of our populace is unemployed. They’re bringing with them all their misery and destructive ways.. Have you noticed that in the country side where Haitians reside the forest are thinning. They refuse to buy propane so they need wood to cook. It does not matter how much the government does to up the standard of living it becomes a never ending task with the flow of poor illiterate immigrants.

The haitians have completely spoiled and ruined their part of the island, become an international pariah and failed state, and now they are conveniently disregarding the borders again, invading and squatting in our land, and trying to take over the DR by their sheer force of numbers, as well as bullying and elbowing their way to try to become Dominican citizens.
What part of the word "illegal" is that they DO NOT UNDERSTAND?
The haitians and their accomplices NGO's and Jesuit priests grossly underestimate the will of the majority of Dominicans, that will never give up our sovereign República Dominicana, that we fought so hard to liberate, and will again fight to the death, and reject and revert any attempt to take over or invade us, no matter who says what.

If they leave we will have to do things ourselves, which is not such a bad thing. Unemployment will go down and resources will last longer. And for the record I am not against a legal and controlled immigration system. As long as it is done in moderation I don’t see why Haitians cannot come here. Just think over 3 million people living here illegally, do you know what that means for DR, we don’t have housing for all of these people, so they live in the streets? They require medical attention if they get sick, our hospitals are crowded and sometimes Dominicans cannot get the medical attention they need because of this. Overall it is a nightmare, my hometown is been invaded and to be honest I feel uncomfortable stepping out of my house; they look at you funny and talk in Creole while passing you by.

Don't get me wrong, I sympathize with the Dominican Republic regarding illegal immigration - Australia has a massive problem with illegal immigrants from the Middle East. I also know Dominican hospitals are full of Haitian women having babies, often with AIDS and sometimes Cholera, and resources are already inadequate for the local population.

It just seems that whenever something is not right in this country, it is either the government's fault or some Haitian's.

I keep telling you guys built a wall around dr. Send all my pple back shut down the battey,the farm hotel the cattle ranch. Close the embassy, stop the trade between the two countries. Dr will. Be a paradise. Crime will be at all time low. All the dominicans living overseas will move back.that's the reason they left because of the haitian. Me and my friends was going to dr then haiti. Now we won't go. We will go to martinique then haiti. Spend my money where I am wanted.

I wonder WHY every time we speak about deporting people them the next thing is to say "what about the dominicans on USA??" THEY AREA ALREADY BEING DEPORTED god dam it!! there is a white plane EVERY WEDNESDAY on AILA airport FULL of deportees!! same as many commercial flights, so STOP asking what is evident, when we get caught WE GET KICKED OUT, and SO SHOULD BE THE ILLEGALS from DR!!

Villa Los Almacigos, which used to be a small and quite municipality. Very nice to live, peaceful and is in between the Cibao tallest mountains and the Inaje River. Back in 2002 the number of people living in the town was between 3,000-5,000. Now according to recent estimates there are approximately between 15,000-20,000. Do you see what I am referring to when I complain about immigration without restraint?

People of any nation will always want and will find a way to move to a better off economical county. Haitians move here, Dominicans go to the USA, North Africans go to Italy, Spain, ect ect ect..And yes Australians go to the USA, England, Hong Kong ect ect blar blar blar. This is not just a problem of here... Yes something needs to be done... and yes it wrong of other countries to point the finger when they have the same problem and have not fixed or have any good solutions to the problem.. But to blame the Haitians for any of this countries problems is just stupid... They just want something they can't get in their own country... Work!
It's been the same way throughout history. People move to start a new life, get away from a bad governments, find a better life and work..

You need to get it straight about the Haitian migration.This is not about being anti-Haitian or about a bunch of have nots "fighting for scrap off the table." This is a greater, more serious issue of unprecedented proportions. You need to understand this correctlly and stop getting offended. Dominicans are a welcoming nation, who are open to all, but not if a whole country crosses over the border to take, usurp our culture and identity. We want to help Haiti, but not if they use up all our hospital beds, seats in schools and take jobs away from the most needy Dominicans. We are not against immigration of Hatians, but we are totally against the uncontroled, massive illegal migration of people who bring all sorts of social problems to our country. We are against people who do not understand our laws, who cut down our trees to make charcoal, who steal cattle, live in squalor and have anti-social behavior

There is a difference between normal migration and blatant invasion. Blatant invasion lead to the problems Guillermone just stated. The sheer number of illegal haitians that have come over in such a short period of time has to be viewed as an unarmed invasion. Her will be conflicts if not corrrected.

@guill I am not against dr sending illegal haitian back if it humanely with respect.it is your given. Right to protect your border. But I am against. The disrepectful way of speaking about us. The way you guys seem to blame us for everrything that goes wrong.our crime is crossing the border. If they comit a crime besides Border crossing lock them up. But less be truthful the tree cutting is not done by haitian but. By dominican gangs and haitian gang who work together. That is a big bus.. in the millions in us $. So is. The stealing of cattles its just a few not all haitians. It would be the same saying all dominicans in nyc are drug dealer. That would be racist, just as it to say all haitian are criminals.
