Santo Domingo. – The National Police chief revealed yesterday that “intelligence information” gathered on Raul Serumberto Mota (Vantroi) found that he threatened by phone, from jail the relatives of his alleged murderer victims, to scare them from testifying against him in court.

Jose Polanco said the Penal Procedural Code states that if the victim or relatives don’t testify the accused ends up being released. “The Police pass the evidence to the Prosecutor and they prepare the indictment. In the end many cases fall because the relatives, out of fear, and in this case it is certainly so, are they aren’t going to sustain the accusation.”

Mota was released despite being accused by Police of taking part in around 36 murders.

Ok ,alleged means innocent until proven guilty/ but 36 murders and no-one will come forward ?

Sounds like the DR should put together a witness protection program.

Or a Patriot Act.. that way they could hold him for years without evidence.

It would just take one brave witness to put this guy away.

this is one of the examples why DR is still a third world country. 36 murders and he is allowed to send messages from jail to threaten any witness he chooses. This man should be in isolation and not allowed any access to the public. Start with the phone records from the jail and see who was on duty when this happened them let that guard share his cell. Totally unbelievable

This is one of the main problems with Dominican law ,,,if the injured party does not continue to press charges , then the offender normally goes free..maybe he will spend 3 or 6 months in prison while the police investigate during which time the offender will either attempt to pay off his accusers or threaten any one who may think of testifying against him .........it is just like the french revolution !!! except we do not have a scarlet pimpernel

He should simply be executed. Too bad we are so corrupt he can pay for his freedom. In civilized countries evidence would be gathered and used against him so even if nobody testifies the dead can have justice served in court.

Who is this guy accused of killing - not names but professions and socio-economic class? This guy must be acting out the unofficial and deniable duty of a clean up man for some powerful segment- probably getting a few decent but lower class poor innocent as well, but as yet poses no risk the ruling elite. Note him well, he will/is start(ing) to feel invincible - should someone cut in and get 'his' parking space or some such trivial action - sooner or later he will over step his invisible line and be taken out - after more collateral damage.

In any fair court, he cannot be convicted without evidence. If witnesses refuse to testify then they do not deserve the protection of the law. The Dominican Republic does not have the best police force or judicial system in the world, however the public are largely to blame. It seems to be part of the entitlement attitude that pervades here.

Get real, my daughter was mugged, the guy caught at the scene. He and family/friends telephoned threats to her. I believe she had a good bit of faith in her support and surroundings, so she went to court - testified and he got 3 years. End of story at least for now; I have a photo of him and she plastered his photo on face book as she had taken some when he was overpowered by able and willing bystanders. This murderer should be driven around the barrios where he does his butchery hog tied in the midday sun in the back of a pickup. This would help break his invincibility image.
