Santo Domingo.- The Minister of Public Health has identified the “false doctor” who conned several patients at a Santiago public hospital as Francis E. Ciprián Arias. He is a former private in the National Army, a student of emergentology, who is believed to have performed medical procedures on patients.

Minister Bautista Rojas Gómez, who displayed photographs of the suspect, said that Ciprián had been dismissed from the army and from the Vinicio Calventi hospital after being found to be swindling patients.

He reiterated his previous statements that Ciprián did not perform operations, but had acted as an intermediary with staff working in the Cabral y Báez hospital, evading bureaucratic procedures.

He said that the person who operated on 39-year old Elvis Quiroz’s spinal column was a first year resident, Wilmer Guzmán. Rojas Gómez stated that there had been a weakness on the part of the hospital authorities to allow these sorts of cases to occur, and that it was a situation that could not be tolerated.

This sad episode just reflects the fact of how lacking are the public health authorities, in allowing events like this to happen. The fault rest entirely on the minister who is holding the culprits photo.

and the fat bald guy pictured above received 60% of all that was swindled....he will be caught, given first year resident's credentiasl, and then be allowed to perform sugery at another hospital
I am not sure which is worse; a private counseling patients or a resident performing surgery. They both wrong and illegal, but ok with one of the country's biggest slimeballs, Bautista Rojas.

This kind of illegal cases happen everywhere, for example we have many cases like this in Miami and Illinois. The DR. is not immune to this kind of mischiefs from individuals like this. The DR. Has not evolved to the point to police itself, this is a long process. It would always happen in a society that put first the livelihood of corrupt individuals before the one of their citizenry.
