Santo Domingo.- The Minister of Public Health has identified the “false doctor” who conned several patients at a Santiago public hospital as Francis E. Ciprián Arias. He is a former private in the National Army, a student of emergentology, who is believed to have performed medical procedures on patients.
Minister Bautista Rojas Gómez, who displayed photographs of the suspect, said that Ciprián had been dismissed from the army and from the Vinicio Calventi hospital after being found to be swindling patients.
He reiterated his previous statements that Ciprián did not perform operations, but had acted as an intermediary with staff working in the Cabral y Báez hospital, evading bureaucratic procedures.
He said that the person who operated on 39-year old Elvis Quiroz’s spinal column was a first year resident, Wilmer Guzmán. Rojas Gómez stated that there had been a weakness on the part of the hospital authorities to allow these sorts of cases to occur, and that it was a situation that could not be tolerated.

Talk about a nightmare for his unsuspecting victims/patients.
This sad episode just reflects the fact of how lacking are the public health authorities, in allowing events like this to happen. The fault rest entirely on the minister who is holding the culprits photo.
I am not sure which is worse; a private counseling patients or a resident performing surgery. They both wrong and illegal, but ok with one of the country's biggest slimeballs, Bautista Rojas.
