Santo Domingo.- The administrators of the electricity distributor companies Edenorte, Edesur and EdeEste are placing Chilean citizens in the most important posts instead of Dominican professionals, and are cancelling contracts with local companies to contract foreign ones without a call for tenders, the Dominican Engineers, Architects and Surveyors Guild  (Codia) revealed Wednesday.

The latest in a scandal plagued State-owned Power Companies (CDEEE), specially a fraud in the millions by a Peruvian executive who fled the country, proves that foreigners also steal, according to a report by newspaper Caribe.

Codia said its members have been victims of supplies and services contracts given to foreign companies and foreigners without a call for tenders, which local ones can provide.

Codia president Domingo Mateo Urbáez said its officers are investigating

Caribe said it has received complaints that the heads of the distributing companies, of Chilean nationality, are violating Law 346-06 on Public Purchases and Contracts, alleging that too much red tape is causing delays in buying goods and contracting services.

And it gets worse. Some Dominican engineers complain of preference also for Chilean suppliers, jeopardizing the locals.

Employees

The distributing companies’ offices are also a nest for discontent on constant layoffs of Dominican personnel, who are then replaced by foreign executives.

Last September the CEO of the CDEEE, Celso Marranzini, introduced the Chilean citizens Marcelo Silfa, in Edesur; Eduardo Saavedra, in Edenorte, and Francisco Leiva, in EdeEste as the distributors’ new managers, alleging that it was one of the conditions of the international agencies to disburse credits to the sector.

Negative precedent

On December 15 Marranzini revealed a fraud of RD$35 million by Edenorte technicians headed by the company’s then financial director, the Peruvian citizen Marco Portocarrero, who had been contracted in the past administration of the CDEEE, also suggested by international agencies.

The Peruvian swiped millions from the country and fled, which proved that foreigners also steal and are incompetent.

“There are at least 23 senior Chilean executives just in Edesur and people are laid off every day,” said an employee who asked not to reveal his name.

The only way a FORIEGNER can steal in DR, is with the help of a dominican......Think about it..There is no other way. The obvious is that everyone on this island is a middleman to that someone.

uh, Yah.
Look around the world. Every problem the DR has is to some degree in every country of the world, it's just harder to get away with it in some countries.

Why would anyone think that just because they are a foreigner they are magically honest? This is news to them???

The DR has to get their justice system to work !

These people need to be brought to justice and punished or NO one will be 'afraid' to steal anything in the DR.

You are 100% correct. Where was the oversight? If you have a traditional problem involving severe corruption in an agency or department, doesn't it make sense to provide strong oversight of the agency?

And Just because that person is a foreigner, You think that he/she won't steal in DR?? with the lack of justice and full of law breakers that gets away with everything without consequences, you think that a foreigner isn;'t tempted to steal??? Im sure they observe and do their research as well!!! AUnque Mono se viste de seda, Mono se queda!

same also goes about the tourists having dominican ladys of the night.
most of the time its a domincan that brings the young ladys for them.
a tourists is going up to the campos to look for girls?..

my question is, if the gevernment is the one putting the money why don't they just ask for the person information before they write a check to their names for work that they have done. just like in the private sector. uh i forgot some of our own people aslo get kick back on that money that was stole from our country. Sorry Leonel but you are the worst president that this country have ever seen even worst than Hipolito because a least with Hipo we were able to read his mind, but with you is all about going here and going there while your group of people steals the country entirely.

The foreign NGOs team with the local bureau-rats and the IMF/WB to put scam artists in place who kick back to the locals and the IMF/WB bureau-rats. Everybody wins. It's the U.N. whirl.

BTW: doesn't Portacarrero mean "wheelbarrow pusher" or something like it?
