Santo Domingo.- Thirteen year-old Yulissa has been sexually and commercially exploited for just a short time and considers it “a temporary business” at which she arrived without trying and wishes to leave it behind today.
She says her mother has no job and depends on the money she gets from her exploiters, mostly foreigners, who visit beaches of Boca Chica.
Miralis is 12 and has a similar experience in another community, which has marked her adolescence with physical and emotional scars.
Teresita and Luisito are also victims of a reality revealed by the Study on Abuses of Minors, registered in 11 branches of the Office of the Prosecutor, conducted by UNICEF, which found that 1,683 cases of abuse of 12 to 17 year old minors were notified in just six months last year.
Central American and Dominican experts will debate the problem during the Subregional Congress on Commercial Sexual Exploitation of Children and Adolescents from March 16 to 18,.
“When she (her mother) comes to me to talk about the things I do to make money, I put the money in her hand and right away she laughs, then, she tells me, daughter be careful, but she already has hers. If I don’t bring her anything, we don’t do so good,” Yulissa tells UNICEF.
Teresita’s story is just as heart wrenching. She lives in Santo Domingo, and at 13, already maintains her seven month old baby. “The say of this country forces women to throw themselves to the street. In this country there are no men because what the few that there are do, is get little girls pregnant. My grandmother is 38, she had my mother when she was almost 15. My mother had me at 11 and she is now 24 years old.”

Sickening. However, there is no good that comes from hiding or not addressing the dynamics behind this inhumanity. I know that the US has started to seek information on Americans who engage in this dreadful business in DR. A lot of fellow Dominicans who hold Green Cards or have become US citizens should reconsider their attitudes concerning this illegal trade. Consciousness would dictate a different outcome and respect for youngsters especially, but old time basic human sexual interests are too powerful and strong to allow free reign.
A good basic education, K-12, will go a very long way towards bringing this terrible plight under control. Domestic campaigns against this ill must be circulated strongly in DR. Perhaps offering money for information on predators would catch a few more of these depraved characters. A national predators list with large faces and their names displayed might elicit some positive changes, too. Shame them into compliance.

As a Dominican this makes me terribly sad. However I must say, I disagree with what was mentioned above about country folks involved in sexual exploitation, I grew up on the country side close to Santiago Rodriguez and I never saw or heard rumors of men or women abusing minors, some of my people might not be bright or have a good education, but they have family and moral values. This problem is more common to those areas directly involved with the tourism industry. All it comes down to how you are raised, and in these areas children are often exposed to nudity , hell that’s all you see now-a-days when you go to the beach in DR. In my opinion we need strict laws regarding this matter.

In my opinion it's not so much exploitation as desperation resulting from poverty. If the wealth of D.R. was more evenly disbursed mothers would not be faced with having no money to feed their families and would not have to resort to sending their daughters, or sons, on to the street or beach to earn money to survive. These mothers are probably doing what their mothers did with them and so it goes on. Until poverty levels are eradicated this will continue but there is little chance of that with the current political philosophy and the 80/20 distribution of wealth! Education would also play its part, of course. The need to provide the finance for schools, teachers etc. has been discussed here enough but if this ever happened schooling should become compulsory, not an option, with parents required to send their children to school at least to age 15 or 16. As things stand uneducated parents see no value in their children going to school and use them as a means of earning money instead.

@hernandez - Thats a very good point too. Children are often exposed to much more 'sex' through the media, especially the TV. There is many more sexual images on TV in the Dominican Republic in comparison. The TV is not the main culprit, but it no doubt has an affect on 'conditioning' the mind, especially considering how impressionable young children are. You can even see it in the way small children talk, play, dance and sing. The children por naturaleza imitate what they SEE and HEAR, and so it is not uncommon to see little girls imitating in dance the movements of Women, or little boys imitating in speech the conversations of Men. It is critical that EACH parent considers what his child is being exposed to AT HOME and not just assume that the children don't 'understand' certain things, because often we give them much less credit for being intelligent than they deserve. Sexual themes on TV and in the music no doubt have an affect, it is very important this is not forgotten.

Again, a National commitment to education would put many of these children where they belong: in schools from ages 5-17/18. I'm not saying that the problem would be solved, but a very large percentage of the problem would be addressed at the school level. The other piece involves getting into these non-functioning home environments. The cycle of dread has to be tackled within the home environment, as this is the arena where people develop their life attitudes and tendencies for life. Breaking up the Caserios or shanty towns and barrios of ill-repute/development would go a long way towards fixing this problem.
But a strong national plan against unwanted births, LEGAL Abortions, sex education are strongly needed. It doesn't help either that the country allows the almost free flow of desperately poor Haitians to flow in. As these very poor people have even more problems than the poor Dominicans addressed in this article.

I am sick of hearing that education is the panacea that will fix everything. Education for who? The victims already know that unprotected sex leads to pregnancy sooner or later (usually sooner in DR it seems) as well as exposure to STDs. Likewise the perpetrators and the pimp mothers already know they are hurting young lives. They just put their own wants first. They also know it is against the law, but that the likelihood of prosecution is very small. I see some posts say the perpetrators are gringos, and I don't doubt that some are, but many are locals too. in most ¨gringo¨ countries they face a very high risk of prosecution at home for sexual assault of children in foreign countries if detected.

In the DR there are dozens of Christian NGO'swho work hard to combat the cycle. They build schools and clinics and in some villages keep hunger at bay by feeding 350 kids a day, three times a week.
The schools teach them laguages and computor skills sothey can get decent jobs. They have also set up small industry in the villages to provide jobs. It is good to read the outrage, but howmany are willing to give and give even of their time to fight this evil?

The schools teach them laguages and computor skills sothey can get decent jobs. They have also set up small industry in the villages to provide jobs. It is good to read the outrage, but howmany are willing to give and give even of their time to fight this evil?
I am very pleased to hear about the NGOs, Are you sure they are all Christian? THE HAGUE, Netherlands – Police said Wednesday they have smashed a huge international pedophile ring, rescuing 230 children from abuse and arresting 184 suspects — including teachers and police officers.
The three-year investigation code named Operation Rescue uncovered 670 suspects and identified and safeguarded children in more than 30 countries by arresting people accused of abusing them, said Rob Wainwright, director of the European Union police agency Europol.
The ring was centered on an Amsterdam-based online forum called boylover.net, which Wainwright described as "probably the largest online pedophile network in the world."
"These are very serious crimes on a truly global basis," he added.
The heavily encrypted forum, whose administrator appeared in a Dutch court on Tuesday charged with sex offenses, had up to 70,000 members.
In many countries one can be jailed just for downloading pictures of naked young boys. However priests f*****g them can´t be touched.
