Santo Domingo.- The Dominican Anticorruption Alliance, ADOCCO, warned Sunday that the U.S. State Department’s report disclosed Friday would keep Dominican Republic from accessing funds from the Account of the Millennium.
in said the report, which cites violation of human rights, killings and torture by police, subhuman prison conditions, a marked increase in people trafficking, violence against women, discrimination against minorities and a little enforcement of labor laws, stresses "instances in which security forces acted independently of civil control" last year.
But what most concerns ADOCCO is the report’s affirmation that "Corruption is generalized in the Dominican Republic,” an element it says would shut the doors to benefits of nearly US$200 million, from the Account of the Millennium.

We wear the corruption tag quite well only ignoring our problems and trying to cover them up when it costs us money. Until our leadership deals with our massive corruption problems our country will remain in the bad state it currently is. We have a horrible justice system with little fairness and enforcement of our laws is dependent upon the person involved. We have major drug problems as a result of this. We don't spend enough on education and our electrical system is a joke. All of this stems from corruption. LF owes too many favors or is so involved he only thinks about how he can get more money. We need new leadership.

In fact it is because of the rampant, institutionalized corruption that I closed up my business there and divested myself from almost all of my Real-estate holdings. i got tired of having to grease palms everyday for even the most basic services.

I have businesses in both countries.
I live in both countries.
Here in the DR, corruption and bribes are a way of life. Everywhere you go, even driving down the street, someone wants to shake you down.
If it's not the government, it's some police official, lawyer...even your partner, if he is Dominican. It has become a caustic and vile behavior- paid by the ones who can afford and taken from the ones who need, just to line someones pocket. It is the Dominican version of the Mafia.
In the US, the powerful bribe the politicians for government largesse.
There is no shakedown of the business or land owner other than taxes.

Also I understand that many of the US prisoners are Dominicans - proportionately higher than in the general population.
Every country has crime and corruption - it is only the rate that differs. Australia is very low, USA is average and DR is very high.
This costs DR $20 million? I think it would be much more than this.
Most Dominicans are corrupt - It is just the politicians have the opportunity to do it on a grander scale.
Education is not the answer. People know the law when they are breaking it. Enforcement is the only answer. get help from another country - the Solomon Islands use the Australian Federal Police, backed up by the Australian Army. The villagers are very grateful. The criminal gangs are not.

Property - theft ? Well nearly all property in developing countries with the exception of those countries where the people in the form of the government hold the land in trust - Cuba,Vietnam etc.
Most places the land was stolen by a dictator and given to the rich elite in return for some favor or other.

That will solve a lot of the problem as 4.4% of the prison population is comprised of illegals. Or legal residents.

Also, various articles from this website reveal USA is extraditing many non citizen locals FROM D.R. to the usa to serve time. These people were not inside usa or later left usa and are then sent BACK causing these non citizen numbers to spike.
