Santo Domingo.- Accounts Chamber president Licelot Marte on Thursday slammed the Justice Ministry’s Anticorruption Department (DPCA), affirming that despite the irregularities in government agencies and non-government  organizations (NGOs) uncovered by audits, nobody has been indicted for those fraudulent actions.

When delivering the report on the execution of the 2010 Budget to the presidents of the Chamber of Deputies, and of the Senate, the official said the DPCA has yet to investigate those who’ve committed irregularities with taxpayers’ money thus far.

Marte said the irregularities found include issuing of checks without funds, lack of organized bookkeeping and the violation of the laws on Public Function, and the Law on Government Purchases and Contracts.

She said the worse irregularities were detected in the Health Risk Administrator for Teachers (ARS-Semma), the Dominican Municipal League and the city councils.

NGOs score badly

She said the Accounts Chamber audit found that of the 770 NGOs consigned in the 2010 Budget only 579 provided budgetary information and of those, only 435 submitted a complete report, for which more than 43% sent it incomplete.

Marte added that there were significant differences between the amount of the transfers budgeted by the Government for the NGOs and those executed, which she says is because a part of those funds aren’t assigned as approved in the Budget.

“The cases of NGOs that receive only a proportion of the budgeted resources are common, aside from the fact that there are institutions included in the listing that figures in the Budget Law every year that have never received these funds.”

It is about time responsible people in government take the criminals to task. Suggesting, what is happening in the middle east will be happening here should they continue to look the other way.

NGO's (non-governmental organizations) shouldn't be receiving money from the government. Actually, most of them shouldn't even exist since it is very clear what their true purpose is. Basically if any organization or politician have a populist agenda, then most likely they are corrupt.

It can not be helped its the faulty wire in the brain that all Dominicans are born with. I am convinced of this . There brain is normal except for a missing wire. They do not think being corrupt, lying is bad or wrong. They think its normal. They can not help themselves. Its called
