WASHINGTON. - The U.S. denounced today deaths and tortures at the hands of the police forces, and the terrible conditions persist in Dominican Republic’s prisons in 2010.

In its annual report on the world’s human rights situation, the State Department affirmed that people trafficking, violence against women, discrimination against minorities and little enforcement of the labor laws continue here as well as in neighboring Haiti.

It adds that "there were instances in which security forces acted independently of civilian control" in Dominican Republic last year, and cites illegal executions, beatings and other abuses against suspects, detainees and inmates among the country’s serious problems.

It is a huge problem here in Santiago and has been this way since the SNAKE FERNANDEZ became President. The police randomly stop us for no reason and outright demand anywhere from 200 to 300 pesos on a regular. I never give them a thing. I have been taken to the destacamento and detained for no reason. Fernandez permits this and encourages the police to be thieves, just like him. It was never this bad during the 4 year Mejia was President.

Just an FYI.

The DR uses Civil Law, not Common Law, so trial by jury is non-existent (though on extremely serious cases, they may be used to help adjudicate in conjunction with judges)

Most of the world uses Civil Law, including all of Europe, with the exception of the UK... actually, mostly English speaking countries are the only ones using Common Law.

I actually think that juries should be banned. Having a trial decided by a bunch of people who may no have the education to make the right decision allows innocents to go into jail and guiltiest to walk away. I rather put my fate on judges that are prepared to handle evidence, lawyers, catch acting, etc. Unfortunately, in places like DR, buying judges occurs.

The cops here are just a bunch of street thugs for the most part. But, then again when the system provides little or no pay for these knuckeheads it only helps to breed thugs and thieves. Go figure.

Three months ago a friend of mine that lives in La Romana lost her brother when was executed while parked on a motorcycle minding his own business. The cop asked him for the papers of the bike which he borrowed from a friend. He didn't have the papers so the cop shot him in the upper leg and he blead to death on the spot. He left two young children and his wife behind.

He was a good hard working family man. The cop has a history of killing people, doing drugs and being drunk. Nothing happened to the cop, YET!

When I am in the DR I worry more about the police than the criminals. They will always need police to police the police as long as the pay scale demands that they find a way to extort money where they can, just to survive, let alone get rich.

regarding the payscale....synapse is right...you can't expect police to act professional when they aren't and the payscale can't attract educated professional acting recruits....

here's a something to consider. Fire all the street sweepers (who have no authority to tell the bums....of all socio-economic levels....that it's not civilized OR LEGAL to throw trash on the ground), and then take their salary and give the cops a 100% raise.

Then fire all the low paid beat cops, get new ones that qualify for the new doubled salary, but add CLEANING THE STREETS to their job descriptions (something more productive to do with their time instead of looking for innocent citizens all day to extort and bribe). Within a week, The country will be CLEAN and STAY CLEAN. Go figure....the beat cops will hate cleaning their area and quickly will realize it's a lot easier to simply enforce the no littering laws.

And the U.S. does not execute, torture inmates illegally. Never. USA does not use tasers to persuade persons into compliance. USA does not operate torture camps in Cuba, Morocco and other nations around the world. No. USA is the role model for the world. USA are angels. I was there last week driving from Puerto Plata to Santiago. Along the road, there was 3 cops stoping cars at random. I was one of them who was stopped, and was asked if we was bringing back anything from Puerto Plata. Luckily, , I was with a few friends who lived there and we went along the way without paying anything.
Last year I was visiting a friend at a local police station and witnessed a teenage kid being slapped around for stealing clothes from a clothesline.

I have been studying HAARP etc for the last 15 years and Tesla had a patents early last century. Go and look up the US patents. The military ones you will not find. This technology was used to kill the Haitians. Look at the way your police are treating the people. They are targetted for genocide (along with most of the world) . Japan was threatened and attacked by HAARP/Scalar, NO question about that.As was New Zealand; as was Haiti and seems soon the Dominican Republic. Remember all of the executions by the State Police to African Americans on Highway 80 in the mid 90s?

Look, the law system in the U.S. is no better than the one in DR. The difference is that in the US, the people peforming these functions are better educated, better paid and have a reason/incentive (for the most part) to do the right thing.

In DR, a cop is barely a high school graduate and start pay at around $7500 pesos a month ($200 USD). He/she is a cop because they couldn't do anything else with their life

Now, don't get caught up with all the bad news, DR is still a very safe place to visit and live, and one of the safest in Latin America. Are things worse now than before, yes, but tourist are able to walk freely on the streets without any problems, but like in any major city in the US or anywhere in the world, you have to watch where you are going... it's like staying away from the projects in US Cities.

Good news don't make headlines.

You mean versus jailing their own people for "denouncing" their own government? Confusing barriers, but give me choice, give me freedom even if not perfect at least they TRY to do the right thing in the name of sanity. And if you're referring to God, at least have the decency to capitalize the name ;) . But agreed, the Dominican Republic should ratify the Convention Against Torture..give us some money to pay the dues and let's talk.

You have had several dictators of the same face in the last year with hw bush, gw bush and now obama, none of which has served the best interests of its people. your current dictator is not even legally eligible to be sitting as your puppet much less walking the streets of your once country. soon, you too, will be wishing you were in another country to enjoy the freedoms you once had. if you havent realized this by now, you are either living in denial or are enjoy abuse, or both.
