SANTO DOMINGO.- Retired Army colonel Jose Francisco Rodriguez, accused of issuing a National Investigations Department (DNI) ID card to Puerto Rican murder convict Jose Figueroa Agosto, revealed Monday that he was only following orders of then director, Fernando Cruz Mendez, during Hipolito Mejía’s Administration (2000-2004).

Rodriguez, who wasn’t stripped of his commission by president Leonel Fernandez and instead forced to retire in February, spoke before being interrogated Monday morning by National District prosecutor Alejandro Moscoso, about the card which made Figueroa figure as a DNI officer, seized September 3, 2009, in apartment 15B of the luxury condo Torre Alco Paradisso, in the upscale sector La Esperilla, during the search in the wake of the Puerto Rican’s escape.

Upon arriving at the Office of the Prosecutor, the retired lieutenant colonel reiterated his innocence and that he doesn’t know Figueroa or the others implicated in that case.

The ex officer called the issuing of that type a identification “protocol,” which is almost always by superior orders.

Possible probe

Moscoso, speaking after the interrogation, affirmed that he doesn’t descard the ex director of the DNI, mayor general (R) Cruz Mendez, in whose tenure Figueroa was provided with that intelligence agency’s ID.

No, ahora nadie asume responsabilidades. Permítame recordarle al teniente coronel que ningún militar está en la obligación de acatar órdenes que (ellos entienden) están fuera de la ley. Su excusa es una excusa barata y no digna de un alto oficial como usted que tiene pleno conocimiento del código de ética militar dominicano. Tanto usted, como su superior y en última instancia el propio presidente de la república deben de responder por este "delito", no "indelicadeza" como les gusta a ustedes llamar este tipo de hechos. Usted como oficial militar es responsable de este delito por seguir órdenes ilegales, su superior por darlas y el presidente Leonel Fernández por permitirle simplemente retirarse de las filas (con derecho a pensión dicho sea de paso) sin ser sometido bajo cargos criminales en corte militar y en corte civil. Why is Leonel name being mentioned in the post when they are talking about that this happen during Hipolito era on the article. Hey biz. get the news straight and then make your comments base on the that. Leonel is not the prosecutor he is the president and there for cannot give orders to arrest anyone. It is the prosecution job to follow up on that and make sure that whoever does a crime do the time.

This is the problem with some Dominican ppl. They believe the president is there to manage every crime, every rape, every death, every beverage drank, every word said, every step every Dominican takes, and even control the air every breathes.

Are you out of minds?

It is every individual for himself/herself responsibility to shape up their future. Not president of any nation is responsible for what one, as a human being decides to do with one's life. He/she can only assist by building infrastructures, social programs, and revamping education. The rest it's full responsibility of each and every Dominican.

Is not Leonel's fault that most Dominican are womanizers, drinkers, uneducated, and what not? He never told today, don't go to school no matter what?

Except, most of you wants to see things happen right in front of your eyes. In other words, instant gratification. Guess, what?

This is not the type of military officer or attitude Coronel Rafael Thomas Fernandez Dominguez sacrificed his life for.

If this is typical of the Dominican officers, that sacrifice was for naught.
