Santo Domingo.- U.S. ambassador Raul H. Yzaguirre on Wednesday gave failing grades to Dominican Republic’s education, state of law, anticorruption effort and energy, but praised its social diversity, landscape, attractions and the tranquility of its countryside.
Yzaguirre cited a study which ranks Dominican Republic last in math, reading and science, among 16 Latin American countries evaluated,
The diplomat, the main speaker in the American Chamber of Commerce Monthly Luncheon, also cited another evaluation which places the country in 66th place in math, among 67 nations which participated in the International Student Evaluation Program.
He said the country’s ability to continue reaching high economic growth rates is in doubt, as it has done until now, because what's needed to compete is a good education, “which must be improved.”
“Some economists who analyze the healthy economic growth rates will say that, to date, the Dominican Republic has obtained strange results. The country has obtained high economic growth rates beyond what it would be expected given the rate of educative accomplishments of its youth,” Yazguirre said. “I personally believe that this will not be able to continue. One doesn’t have to be an economist to know that a good education is needed to be able to compete and be successful in the global economy of today.”
The U.S. ambassador, speaking to an audience of industrialists, politicians, civil society personalities and journalists, among others, urged Dominicans to take the lead to improve their education system and noted that that the American Chamber of Commerce and the private sector work for education and that civil society has stressed the subject and spurred a wide ranging debate.
“The United States, through the United States Agency for International Development, has contributed millions of dollars in aid to support the Education Ministry and its decennial program, to improve the quality and development of the basic education in the country. Also Mother is forming alliances with the Pontifical Catholic University and Teacher to implement the Effective Schools Program,” Yzaguirre said.
Corruption
The U.S. Ambassador noted that despite that “everybody” complains of corruption in Dominican Republic, “I’m convinced that something can, in fact, be done.”
“If the Dominican Government doesn’t enjoy the confidence of its people, it will not be able to carry out the fundamental reforms that are necessary to forge onwards. For that, the Government of he Dominican Republic must address the issue of corruption,” the U.S. ambassador said, and hailed the Government’s Participative Anti-Corruption Initiative (IPAC), propose by president Leonel Fernandez with the support of the civil society and the U.S.

Of course many of us all know this and have known for years (include drugs and being soft on criminals and barrio crime along with corrupiton as well). But it is so REFRESHING to see a US ambassador to the RD show some leadership.!
This has not been done in the past 10 years and maybe not since the 1960's. I want to thank you for showing some leadership and stepping out to make these public statements. Most past ambassadors have just been "playing the game" ... going along to get along without taking on the tough issues and putting a stake in the ground on US interests and where it can point the way for the DR to be a better place and US and World ally.

I understand you're resentment at being preached to by the ambassador of a country which has twice invaded your country, but rather than seem to deny the truth of his statements, you might do better to point out some of the other factors that hold back the DR's development that he did not mention because they coincide with US policy, such as gross inequality of wealth, income and land ownership, unfair "free trade" favoring US imports and so on.

If you look into Yzaguirre's background you'll find his outspoken criticism is not limited to the DR. He was a long-time civil rights advocate for Hispanics in the US and has been openly critical of US presidents including Carter, Clinton and Bush.
His background is not typical of most US ambassadors and I suspect he will continue to use his position in the DR to push for beneficial changes. Could be the right person in the right place at the right time as many in the DR begin to push harder for improvements in education and against corruption. Keeping the education dumb is just part of the plan to keep the poorest half of the population managing less than one-fifth of GDP, while the richest 10% enjoys nearly 40% of GDP and at the same time encourage emigration out of the country by usually the poorest part of the population, so that 10% is able to move in even more into more of that GDP pie by exploiting the poor even more.

"Education" is free child-minding for half a day, and is the government's responsibility.

What the government does not get is that with proper education and preparation everyone would have a bigger piece of the GDP pie, but in an economy that could potentially double that GDP because Dominicans would be to smarter, more productive and the country would be more competitive.
Generally the "rich" are creating the GDP and paying the taxes. The rural "poor" don't pay tax, rent or municipal rates, get free water and almost free electricity. They can't afford books but most have TV, mobile phones, motorbikes, hairdressing and beer. "Self improvement" is a new hairdo or a new motorbike. "Education" is free child-minding for half a day, and is the government's responsibility.
Emigration out of the country is mostly by the motivated minority - motivated to get an education and a good job in USA.
The highest GDP earner for DR is tourism, and the second highest is Dominicans living and working overseas and sending money home.
If education s not a priority for the majority, why should it be a priority for the government?

Yes, Internet Cafes are a very good barometer of each society.
It can be argued that the women on the webcams to European guys may be enhancing their economic future, but I would guess in most cases, only for the short term. Still, better odds than wasting their time, youth and looks on the local boys.
