Santo Domingo.- Consumer Protection Institute (ProConsumidor) director Altagracia Paulino on Wednesday warned that will be shuttered the private schools that in advance acquire the tariffs to the parents their students.
“If schools need to be closed ProConsumidor will close them, but it will not allow the abuse by the Private Education Centers Federation (Fenacep) of charging for the school year in advance,” the official said.
Paulino, fresh from a victory in the recent Jamaican cement row, which led to the firing of the head of the Quality Systems Institute (Digenor), asked the Parents Federation, “to look for a solution to the issue.”
She said education is a Constitutional right and “those who plot against it are a threat against the social State.”
Paulino’s warning comes in the wake of Fenacep’s announcement to charge, in advance, the monthly, semester or annual payments.
The private school entity also threatened to take the late-paying parents to court, arguing that they can no longer withstand the high operating costs.

i have never heard of any school anywhere in the world charging after a school term ,,they all charge before ,,when there are 3 school terms you pay in advance 3 times and when there are 4 school terms you pay in advance 4 times and if no one pays in advance for the student and he does not have una beca, then he has to leave .. That seems financial sense.

People are not forced to send their children to these Private institutions!! And what Private school worth its salt doesn't start payment streams BEFORE the school year?

very good article, what needs to happen is what am hoping for is if danillo wins to make school from 8a to 4p and fix the mess that this country has with education, and as far as paying in advance i think its wrong to pay the whole thing upfront, it should be a percentage paid before the semester begins then make quaterly payments etc like every education institution does in other countries.

For me, the only answer would be a revolution stronger, but similar, to the one in Cuba in 1959, with "el paredon" multiplied 5x. That would be nice and appropriate and effective and rid us of all these thieving garbage. I'll volunteer to pull trigger, and I would even bring my own guns and ammo.

ProConsumidor is clearly a waste of time. If it really wanted to protect consumers it would fight for laws to protect consumer rights as in other civilized countries. Ban the import of shoddy goods from China, or those produced in the D.R. Make retailers responsible for the quality of the goods they sell, with a money return or exchange for faulty goods and honoring manufacturers guarantees. Also ban the import of low quality or dangerous children's toys which could never be sold in Europe or the U.S.A. If they start doing these things maybe we could take them seriously!

This makes no sense. The government of the DR is required to set aside 4% of revenue to fund the education requirements of the country. The money has not been supplied and the education system languishes. If the education infrastructure was there the private schools would have less appeal.
School fees paid for up front per semester is normal practice in Canada ...

i think proconsumidor is picking the wrong fight.
sure everyone has a right to education....thats why they have public schools...if you cant pay for private schools then dont go there.
if you cant pay inadvance then usually the private schools will divide the tuition into equal payments during the school year to make payments easier...even then late payments and no payments are a problem.
ive seen the private school system down there...many parents end up not paying and suing the school at the end of the year for the grades...many parents pay late which affects the schools budget for materials, day to day costs and monthly salary payments..etc.
private schools are all a business in d.r....if they raise their prices too high they will lose clients and end up shutting down...then let that be a lesson to them.

Here is someone who obviously is totally ignorant of the concept of "free enterprise". I suppose the lady is a total moron, who probably is not worthy of her position. Once again, yet another fine example of that inbred sense of entitlement exhibited by so many Dominicans.
There is just no free ride, and someone pays for whatever you get for free. Government is not a producer, but rather a confiscator of resources from the producers to re-distribute to themselves and, in many cases, to those who just want a free ride. With this attitude, we are condemned in perpetuity to a 3rd-class life. Certainly, Korea, Germany and Singapore didn't attain their admirable positions in the world sith similar expectations and disposition.
Let the accusations, stone-throwing and similar begin!
