Santo Domingo.– A new program offers cash as an incentive to over 2,000 Haitians who fled to the Dominican Republic after the January 2010 devastating earthquake and are now returning home.

According to immigration officials, each family member is paid US$50 to return to Haiti. Additional payments mean each family receives a minimum of US$250.

The program, which is financed by the International Organization for Migration, the U.S. State Department and other agencies, has distributed at least US$65,000, with nearly 1,300 Haitians transported back to their native country.

Pelaut, it is not the responsibility of DR to pay Mexicans to return. Clearly, you are from US and do not understand nor have you seen with your own eyes the crisis caused by the illegals.

Too many who comment here have never visited DR and have not seen what is happening. Our government cannot help our people, does not help our impoverished and has no desire to do so. Our education system is a joke. Our public health system is very compromised with very few services available. Our sanitation in the barrios is horrible. Every sector of our public infrastructure is stretched beyond imagination.

The illegals make it worse. There is nothing here for them. Return them to Haiti. Haiti is receiving aid. DR receives NOTHING and is expected to provide for the illegals.

DR has to do everything possible to send them back and FAST.

This is a crisis and I hope every measure is taken to send them all back by any means necessary!!

The border is like swiss cheese , what an uneducated move...... I'm guessing the government think that theses illegals aren't coming back, what a joke. Aren't we fighting a tax package at the moment , the government is looking to pay back a debt through taxing the crap out of the poor (71% of dominicans are making less than 300 USD monthly) and there are over 1/2 a million illegal hatians in dr. Where is this money coming from on our end.....

Definitely agree with you! I hate it when US people try to tell me how we should have open arms for haitian illegal immigrants, and I'm like, oh you hypocrite.. like you do that here with the Mexicans or any other illegal immigrant.

Anyways, I just don't think we should be paying them. If they are illegal, we just deport them, that's it! If we pay them, they'll come back! I know these guys are different because they came as natural disaster refugees, but the government should have put a limit on how long they could stay.
We need to implement an immigration system like the US has.... because that way it'll make it real tough on anyone that wants to stay illegal (Europeans and gringos included! Yes, they stay illegal when they stay for idk, a year or two without residence and they can still buy houses and cars and all that crap).
Next: EVERYONE NEEDS VISA, except those countries with whom we have agreements (like we don't need visa to go there), like japan, argenti

I see no easy solution to immigration/invasion problem, and it will probably take civil action and bloodshed before concrete actions are taken.

As a poor, 3rd-world country, we cannot even afford to take care of our own needs, much less our neighbors'. US and Europe should keep nose out of our internal affairs; however, they won't do that so long as our illustrious leader is perpetually standing with his hand out.

Honorable Generoso advocates some good initiatives and government must listen to this kind of input.

CarmenReyes also stated the problems well.

Wished some would stop hijacking site/thread, similar to hated Asian peddlers, with their perpetual babbling and incoherent rambling, especially on serious issues such as this one.

Frankly, for the life of me, I don't see why illegal immigration simply could not be brought to abrupt halt. We have relatively large armed forces, who don't seem to have defined jobs. Send them to border!

Opportunities to create wealth. 100% correct. An Open Economy and cogent Legal and business friendly environment. Export base to the largest neighboring economy: USA/Canada/Mexico or NAFTA. That's the way forward.

Respect and enforce the laws of the land, INCLUDING THE BORDER WITH DR.
Arrive at a mutually enforced border agreement with DR.
Establish and respect labor agreement that includes a Workers' Permit Program. Haitian workers would have access to DR economy under an agreed program that is enforced by both sides. Seasonal and contractual agreements between Haitians and Dominicans.

I think every reasonable Dominican just wants the laws respected by both sides and some semblance of order and transparency in this matter. DR has carried a very heavy burden with respect to Haiti's failed State status.

Think about it, it's a win win situation, we get rid the more than a million undocumented haitians, opening more job opportunities for many of the unemployed dominicans, and you gain the same number of people back in haiti to compete with the already staggering number of people trying to find a job there under even worst conditions. What many refuse to understand is not that Haiti is in need, it is that Haiti does not help the needy in Haiti. Haiti has the rsources. Haiti is a mess and was a mess befor the earthquake.

There were hundreds of thousands homeless and living in squalor befor the earthquake. And that is documented. And that was with all the hundreds of volunteers in Haiti providing services.

The world must ask why is it that Haiti is incapable of moving forward? The world need not focus on DR and what we should do. The world should ask what is happening with the nearly billion dollars in money available to help the needy and focus on that.

DR does not benefit from that money.

Haiti now has a leader for better or worse.

Go home Haitians and demand your rights where you have them. You have no rights here in my country

Illegal immigration issue is not as easy to resolve as many people believe. There are way too many spoons in the soup bowl already. Different sectors fishing in troubled waters and making big dough. Uneducated patriotism does not help, only make things worse.
Our best bet is to help Haiti to come back on its feet, so haitians can find their way back home.

A friend of mine here in Massachusetts asks me to ask all Dominicans commenting on here, how they will feel if we started a manhunt for every illegal Dominican in NYC and deported them. Will any Dominicans object to that? anyone? What if we started an incentive based program where you could turn in illegal Dominicans and get paid for it? what would you say?

Many here in the US, look at us the same way we look at Haitians there in the DR. As smelly, disease carrying foreigners here to suck the life out of this country.
All we are saying, as a Dominican born American, I am in accord that the DR should not tolerate Haitians living there illegally, but we must also not complaint when we are deported for being here illegally.

The miniscule number that have been deported is akin to a migra raid in a sweatshop.

As far as illegal Dominicans in US, 1) the ratio of legal vs illegal is nowhere close to the ratio of
Haitians in DR, hence the Dominican outrage at the flagrant violation of our sovereignty. You now I am fed up with Dominicans being portrayed as racist by the people who instituted racism (Europeans and their offshoots) and by people who massacred and annihilated their own citizens because they were white ( Haitians AFTER the French army was defeated and had left).

2). While there are many Dominican illegals involved in nefarious activities there are many more illegals working honestly. Both get deported if they run afoul of the law. I don't hear them crying RACISM.

And in case anyone wants to point I have family members as dark as Haitians and as blonde as Scandanavians. I treat people according to their character not their color religion or national origin.
I would favor legalizing the status of legally working Haitians and their Dominican borne descendent
But they must have lived in the country for a specified period of time and no criminal activity; no putting kids to beg on the street and no poop incidents with the voodoo rituals (just kidding do whatever floats your boat in your house)

The reality is that without the removal of corruption (which has MUCH MORE to do with the MENTALITY of people, and not just the inequities of the organizations and programs) many people will simply be using that money as payment for the trip back. Immigration is clearly a very complicated, controversial and multi-tiered problem, but this does not seem like the best idea at preventing it. It has to start with how people THINK, and that is related to EDUCATION, and how Society conditions the mind as it is related to how Haitians are viewed and how corruption is viewed. Without a remedy in those areas, there will be NO stable and long-lasting solution.

Basically, the issue is that Climate change is raising the sea level and because Bangladesh is almost completely at Sea level, many million refugees, perhaps as many as 100 million by 2075, might seek to cross over into India. This possibility could bring about a massive disruption along the border region and instigate greater instability with war being one possibility. How to get at some solution or remedy before that frightful possibility is upon them will be one of the points of contention as this century progresses.

In a similar line, the DR and Haiti situation has to be tackled before things get out of control. Some people already believe this is upon us and want radical changes. I myself have thought it the better policy choice one which allocates thousands of VISAS to the poor in Haiti to try their luck in more fertile and opportunity rich environments around the world. And have proposed that if many of the Francophone Community of nations would allow some of the poor people of Haiti into their nations and the rich world too participated, along with all the nations of the Americas, the population issue could be neutered within one decade on the island of Hispaniola. And Haiti could gain an historic breathing period to accomplish its massive task of developing the sinews of modernization and development under far less stressful conditions. DR too would see better results in its own modernization drive. But this radical Global policy is unlikely and so difficult times ahead.
