Santo Domingo.- Central Electoral Board (JCE) president Roberto Rosario Tuesday affirmed that there are no stateless people in the country thus far, as the activist Sonia Pierre affirmed in an Aljazeera report criticizing the treatment of Haitians in Dominican Republic.

He also questioned the interest shown by some countries in trying to get Dominican Republic to assume irregular immigration of foreigners as its own, when it’s not their practice.

The official denied that the JCE has been empowered of thousands of cases of people whose right to citizenship was allegedly refused and noted that to date “Mrs. Pierre” has only submitted 120 files, which he affirms were already processed.

He said the results of an investigation will be disclosed before the end of this month and affirmed that it was communicated to Pierre on July 4 in the United States Embassy, during the celebration of the that nation’s independence. He said the information was provided in the presence of people linked to the defense of human rights of that nation.

Rosario said the Dominican Constitution stipulates who’s qualified for Dominican citizenship, or by birth or through the legal procedures to become Dominican via naturalization. “For reasons of blood Dominican residents outside the territory transmit citizenship rights and for reasons of soil the children of foreigners who reside legally are Dominican, according to the parameters established in the Magna Charta promulgated January 26, 2010.”

There is no Magna Carta in the DR, This is a hypocritical term of trying to emulate from the British Magna Carta to give credence to a document in the DR.

It should be called by its real name and not Magna Carta. The order of monks of 1215.

so how can illegal Haitians in DR be stateless when they have a citizenship waiting for them in the other side of the border. They refuse to take it for obvious reason then is not DR to beblame for it but each illegall Haitians as an individual. Sonia is back after hiding for 1 year plus. Back to her only wishfool thinking that she can make DR take Haitis problems.

Maybe people these days use the phrase Magna Carta as a general term to indicate the rights of every person in a country . It is not a correct use as the Magna Carta was written to limit the powers of the KIng of England , then King John ,so that every freeman of England could not be punished by the King except by the law, Magna Carta has been almost completely obsolete for years .
I have hardly ever been able to find anything in common with the law in England and that in the DR.

in 1215 there was recognition of dominic friars having rights but that is the only place that there ever was reference to the Magna Carta. I beleive in my humble opinion that reference by Domincans to the Magna Carta refers to its constitution however I can only speculate.

anything said here won't change anything in DR period. Sonia is just thirsty for self glory and over time has made the situation worse. So her tactic of scaring DR by international pressure to accept Haitians has not worked. Simple evidence is the new constitution that makes it impossible for illegals like herself to find a loophole to obtain citizenship of a country she doesn't belong to and does everything possible against DR's interest .

This woman goes around the world criticizing the D.R. for enforcing the law of the land.
She herself is an illegal elien, the daughter of two illegal season workers, but she forged her papers to claim otherwise. The only reason she's still there, is because the corruption system allowed her to forged her status, and now that she has gain access to an international platform is basically impossible to get rid of her, and her defamatory PR campaign.
Solange pie OUR CONSTITUTION clearly states that the children of illegals aliens, season workers, ambassadors, ect born in our country ARE NOT DOMINICAN; now that you know this cry me a river, and please don't call yourself DOMINICAN. You should be jailed on arrival to SDQ.

I don't know when they change the right of soil but my mother was born in dr she had dominican birth certificate given to her but she choose to have haitian paper. My grand mother was visiting altagracia @higuey but the point is should a child be punish for the sin of the parents. If you are born dr live all your life knows nothing else then you are dominican. Try to tell that's born here that he's not american

The category of "stateless" applies to those individuals in which their respective countries no longer exist. The reasons may vary but it is usually a by-product of war, where countries merge while others separate to form smaller independent states. Many find themselves in the middle of an undefined socio-political conflict and end up in limbo. Nevertheless, the bottom line is the original country or birth place dissappeared and this is how a person becomes "stateless" to mean a someone without a country.

With regards to Haitian nationals, their country is right next door and it does not apply to them. They are simply on a permanent "in-transit" basis, but due to ignorance and/or a lack of financial resources are unable to and have failed to normalize their status and have created a de-facto statelessless condition for themselves and future generations. Unfortunately, they are like an unwanted child given up for adoption whose parents is unable or unwilling to care for it.

My opinion is that haitians should stay in their country or go to USA AND see how Americans like it . Our country is poor enought, without the Haitianos . I think the international community should unite to re built haiti , with global supervision . and see if that help in keeping those people in their land , We have our side they got theirs , is not the dominicans foult that they are who they are .

I'll say deport them all back to their sh***t hole where they came from. The same USA, France, Canada, Spain, Italy is deporting illegals. We have the right to do what the hell we think is right to make sure our society is free of vermins and non-positive productive individuals.

So, why is she complaining about DR?

This freaking DR government. Create a real immigration police and freaking take them all out and then establish a check/worker system that allows them to enter the country under a documented process for a period of time, just like the countries I mentioned above do.

Why DR should be different?

Or is there any compasion for illegal Dominicans in other countries?

Non whatsoever, so the same should be true for illegals Haitians spoilling the already empoverished and ravaged DR dump hole country it is....

@lmartinez - there are already Haitians and Dominicans etc in the US. The Dominican Republic is a developing and smaller Nation, true enough, but it also is in the hands of Governmental leaders who KNOWINGLY partner up with legal criminal organizations like the Vicinis and feel the Bateys with Haitians to make a large profit. The very fact that the word 'buscones' even exists should tell you something. The Haitian and Dominican Governments need to do more, you can't just point the finger at 'Haitians' as if every single one fit into some category of person who has bad intentions just because they are illegal. If that were the case you could say the same thing about Dominicans in the US, because not all of them come to the US legally either. Trujillo may have done some positive things but he also killed thousands of people, Dominicans among that number. And what is Corruction?

Imagine if every haytian born in DR becomes DR citizen, i wonder where all the haitian women will give birth, NOT hayti - if they allow that then there would be no hayti - Dominican Republic anymore and that's what those haytianos want - to unite both countries - never - stay on your side. if i was Dr's president i would built a hospital on hayti's side of the borther so they wont have any reason to come here and use our hospitals. Very arrogant statement and you commit a fallacy in which you are confirming Haitian nationals and then referring their 'in-transit' situation but pointing the finger at 'ignorance' to fail to normalize their status, that of Haitian nationals. It is not 'ignorance' but job searching that leads them to the Dominican Republic, dear.

1. First, the Dominican Government should mandate, or at least invest, in the mechanical harvesting of sugar cane. The conditions of the "Bateyes" is definitely deplorable and simply shameful.

2. The Dominican Government should not allow any company, foreign or domestic, private or public, to create these kind of work conditions to its workers regardless of their immigration status.

3. The Dominican Government should harshly fine those companies that hire illegal immigrants and double the fines if they are found to be paying these workers less than the national minimum wages.

I know that this does not solve the issues of Haitian illegal immigration, however I believe this is the minimum the Dominican Government can do start changing the discussion from a human right abuse issue to strictly an immigration on

When I use the term "ignorance", I refer to some one who unknowingly and without necesarily having direct fault, lack information. Haitians do not know and understand or maybe even possibly care to know how important it is to be documented, particularly when you cross over an international border. They are oblivious to its value and worth. Had they at the onset, normalized their status, completing, going through the lengthy and tendious bureaucractic process of obtaining identification papers, their offsprings today would not be suffering the consequences and labeled "stateless" people. When you are unable to prove who you are, it is almost as if, you were never born and do not exist.

Understood,you meant ignorant in the sense of misinformed and lacking in awareness or knowledge. But remember fighting judicial systems requires$ and representation which is usually not worth the price when they have to worry about what they need to eat for that day.
