SAY WHAT ! No detailed plan on how to prevent teen pregnancies ?

How about for starters since most of these teen pregnancies the fathers are over 18 years of age why not just ENFORCE STATUARY RAPE and CHILD MOLESTATION LAWS.

Again one has to ask where's the parents of these teens ? Sounds like the problem is going full circle !

We all know what the national past time is and it is not baseball, basketball or dominoes

in a coutry ruled by adultery and fornication, and so many unemployed individuals that spend the whole day throwing kisses at young girls, this is no surprise to anybody that has lived in DR, this is also the result of government corruption, since people in the gov pocket all the money, most young girls have no other choice but to get around with a man mainly for financial reasons, so basically this is going to be exactly the way it is and will only change when the people inside the gov change.

I can see if like in the U.S one child gets you $ and two get's you $$ and three get's you $$$ and so on in welfare, food stamps, sec. 8 and free medical but......in the DR ?

It all boils down to taking PERSONAL RESPONSIBILITY for ones action.

A good way to start would be for REAL MEN to teach their male children to respect all women and stop treating women as sex objects, REAL MOTHER'S teaching their daughters to respect their body's and stop using it as a step up in society.

And start by enforcing statutory rape, sex crimes against children, child porno and child prostitution laws.

no suprised there latin girls are notorious for putting out in school and getting knocked up , poor education and ignorance play a roled there . I would suggest some tougher laws and maybey some sex education in school or maybey we should buy our daughters a protective lock and place it in there private area .

What's needed? Better parenting, better educational opportunities, Strong National Civic campaign against adult and minor sexual conduct, sex-education and Abortion on demand, and better job prospects. But it starts with FAMILY!!!

Cubans have a lot of sex, but abortion on demand and better education have stemmed any similar development from happening.

After many visits to the island I have noticed two things. The first is a total lack of respect for a woman, to most males they only see a quick trip to the sack and move on. I have witnessed men walking into trees while "checking" out a woman as she passes, squatting to look up the woman's dress and other things. This shows me that they simply are animals not men they have a total lack of respect to the mother that raised them. . I have listened to the lewd comments they made to my preteen age daughter and those to my wife. When confronted they are stunned that a father objects to them talking like that to a woman and young girl. Castration for any who knocks up a preteen and mutilation to those who knock up anyone under 17. Where is the family and the church?

Well, based on my experience ... the family and the church are part of the problem....No abortions allowed and no one wants to buy condoms....it's tooooo expensive compared to the cost of raising a child!! The dominican macho thing isn't going away.... women will always be considered 2nd class... but women should take the initiative to say .. no lussy if you don't have a hefty bag! Dread I hear that most women from that country cross the border and have the baby in DR for free. They state a bunch on border towns on this article, so it makes me think about how many illegals are part of this list. But I am sure its from both sides of the border.

Where is the family and the church? Where the families are, I don't know. But the churches are part of the problem. Calling all women 'sherva' to start with. They are NOT your slaves. They are human beings, with all the human rights that you have. Being only after money, they are not at all interested in the life of their 'clients' just in how much they can pay! And with a child they will feel more dependent on the church, so don't expect churches to stop and solve this problem.
The RC church has its own brand of sexual problems, with children under age, but mostly with boys. The girls, knocked up by priests are most likely too afraid to talk.
And how about the fathers, who send their daughters to another town, coming back with a baby in the arms? Who accuses them?

Not if Haiti remains too dangerous to go roaming around it to make credible and updated stats, dread. From what some Brazilians working in the MINUSTAH have told me, they are mainly employed in guarding the Port-Au-Prince area, so one can only imagine how dangerous the rest of the country must be. In addition to this, the country doesn't even have a decent system of roads and highways available to make someone reach all the towns and provinces of the country, and contrary to what happens on the DR nowadays, most people in Haiti still live in the countryside. If something, I wouldn't be surprised if many statitics about Haiti out there were to be inaccurate and outdated estimations or plain marked with the N/A status that is so common with the ones about Cuba nowadays, although the reason for this one is quite different.

actually, Mr Lautaro, that is correct. many studies and statistics fail to state the facts pertaining to Haiti, and the problem might very well be that data gathering in HAITI is a fool´s errand.
