The DR should issue IDs to all undocumented Haitians in DR. Unless these are carried and presented by Haitians residing in DR, their immediate deportation will ensue. This documentation must be accepted by Haiti itself as basis for issuing its own National ID documentation to these illegal in transit migrants in DR.
And check the massive fraud in Cedulas and other illegal documents in DR. Terminate the illegal documents and issue IDs indicating the REAL National origin of the individual and their descendants. Wow, what a can a worms this will open up!

What is that suppossed to mean? All Dominicans look Haitian. So what is that suppossed to mean?
The only way we can have a true Dominican blood line is by making sure we deport them all back to Haiti, build a wall, and make sure no soulless empty jacket cop take a bribe from any of them and let them into the country. Then we would kind of start creating real Dominicans again.

Sad thing is these cases represent only a drop in the bucket. It really all boils down to 2 things - discrimination due to Nationality, and the pitifully lazy way the Dominican Government has adopted to try to deal with its immigration issues now that its become inconvenient for them and the brief economic gains of cheap labor can not silence the public at large.

In addition to the grammar that comment makes NO sense. Dominicans are a people of MIXED orgins, they are Dominican by Nationality not by "blood line". (What are you a horse breeder or something??) Genetically, Dominicans are of European, African and Indian descent. The average admixture is about 46% European, 41% African, %13 Taino Indian. There are of course Dominicans that are more European, more African and even more Taino. But as a whole they are mixed race people.

The nationality issue varies a lot even from one European country to another and not just Europe). In some, even if you are born there, you maintain the nationality of the parents. In others, you get the nationality of the country where you are born. In others again, you may get the nationality of a country if your parents or grand-parents are born there. The problem that appears the worst in DR / Haiti is the following for human rights : it goes back further than 1 generation. Generation "A" left Haiti x number of years ago to "suit" labour needs on both sides probably but ended up with no legal papers. Generation "B", because their parents had no "legal papers" could not be declared in DR. Generation "C" have undeclared parents born in DR and refused citizenship in DR and cannot be declared as citizens in Haiti because even their parents were not born there. Yet, human rights state that all and every individual has a RIGHT to a nationality.

Until the DR leadership addresses the issue correctly, this problem is unsolvable. Certainly, the USA, France, the NGOs- Haiti! would all LOVE to wash their hands and dump this perennial problem on the DR. There's no question about their intentions and they have been trying to BUY the Dominican leadership to this position.
But here is when the Dominican leadership needs to formulate policy and stay ahead of the curve of these players. In the end, some trade-off will need to happen. The DR leadership needs to play its hand strongly while not overflowing the disagreeable cup of tea or hot coffee it offers the "hand washing committee." A good start will advance the policy of identifying all Haitian inhabitants in DR and giving them their own personal Haitian ID papers. Without these papers, ID cards, they will be subject to immediate repatriation. If they have their card, then a slower process will ensue.
But first control the border!
