Santo Domingo.- Nearly four months after president Leonel Fernandez cut the ribbon for the three-condo complex El Progreso on Luperón avenue, the manner in which its 180, as yet unoccupied apartments were assigned continues shrouded in mystery, with details undisclosed thus far.

Sources quoted by news source hoy.com.do affirm that the Government would provide a RD$2.0 million bond to lower rate of the potential financing given the high cost of the units, of RD$7.3 million, a figure which Hoy couldn’t confirm.

Hoy reporter Odalis Mejia also revealed that senior military officials and leaders of the ruling PLD party pressured to be included on the list to get a condo, but they had already been assigned for some time.

She said the requests have already exceeded the number of apartments, whose construction was criticized by the civic group Alternative City, because “taxpayers’ money shouldn’t be used to build luxury apartments”.

And though the financing will be through the State-owned bank Reservas, the National Housing Institute (INVI) is the government agency which submits the list  of beneficiaries.

When Hoy asked Reservas about the requirements to apply for one of the apartments, they were told that handles that the INVI with discretion. “You know how those Government topics are handled,” said an employee.

And despite that the INVI has reiterated that the apartments would be available for any middle class professional, Mejia reports they could be acquired only by high income people, since just the maintenance service costs RD$18,000 monthly.

This was always going to be on the cards and the problem was signalled here more than a year ago ,$7,3 million is a totally ludicrous price if it is true for construction of an apartment on Luperon ,,,should be about half and then some would say that was expensive.

This is true, but Dominican interpret this as being transparent ABOUT their corruption. They wear it as a badge of honor.

Failed State. You'd think someone could just go ask who is living in these homes.

are not government officials financial records open to the public like other countries? if not why not....?? and shouldn't this be one of the major thing the people should be asking to change?? it seem to of been going on far to long and must change if this country is to move forward to better governance...

There is group of clowns called the Cámara de Cuentas, which I assume is like the US’s General Accounting Office; however in DR we call it La Cámara de Cuentos!

They have never found an irregularity they weren’t willing to overlook!

We have the laws and structures for oversight and to provide checks and balances but the process of enforcement and the enforcers are TOTALLY and COMPLETELY CORRUPT, hence the moniker of a FAILED NARCO STATE is in order!

I believe there should be an investigation on who's getting these apartments, but on the prize to build them, it's right on the money. if you calculate $7,300,000 divided by 180 apartments that means that each apartment costed aroung $40,556.00 dollars to build. Who wouldn't want a brand new apartment for that prize.

I am wrong there should be a major investigation into this sh**t, misunderstood article, but 7.3 billion in pesos is extremely expensive for this project. Somebody is pocketing some major dough in this transaction.

you missed the point .North coast of punta cana is privatly owned and is control by the real estate market ,opposed to the gvt using tax money for real estae investments and selling condos for close to $US200,000. If you look at it it is cheaper than buying a house in the Tri -State Region and it is for the privilege groups of the PLD and the big boys in the military.
I could see if all that money went for the middle class housing in a diferent location where the real estate propert was not that high at average US$ 50,000,and sell it for a 30 years mortgage at 3% fixed.Then we could build not only 180 units but 4 times as many or 720. That is what we call low income housing up here.

The maintainence contracts at 18,000 per month look extremely high to me. In real estate I have heard that 'rental' should be about 1% per month thus 100 months the property is pretty well paid for - granted tht there will be some expenditures along the way. That would be say 9 years to get your investment back and then profit - (100% occupancy being un-realistic granted). Still that is 11% per year from a bricks and mortar investment. At any rate VERY high for maintainence which I assume includes insurance.
