Santo Domingo. - Mayra Ortega will have to serve the maximum sentence of 30 years in prison, after being found guilty of splashing “devil’s acid” on Jennifer Leyba Linares on August 30, 2009, causing severe burns to 85% of her body.
The unprecedented sentence handed down by the 3rd Collegiate Court judges comes at the request of the National District Office of the Prosecutor, represented by Assistant DA Demetrio Ramirez, of the Crimes against Persons Investigations Department.
The prosecutor narrated the chilling scene when Ortega showed up at a colmado located in Benito Gonzalez St., in the sector San Carlos, where she confronted Leyba and hurled the liquid, a mix of drain cleaner and cement used to join PVC pipes.
The acid attack, whic the Dominican Penal Code condemns it as act of barbarism. totally disfigured the victim’s face and upper body.

Moreover, the DR is second in the world in injuries caused by burns in the kitchen.

Another major reason for burns is the location of the propane gas tank. He said for instance, Johnny Cake vendors keep the tank next to the stove with children around. He said that in the home, a cylinder should be kept at least three to five meters away from the stove, which is violated frequently in the DR. Is "Devil's Acid" the name for this particular mixture, or just any use of drain-cleaner in an attack?
Drain cleaner is NaOH (sodium hydroxide "caustic soda") in crystals or concentrated aqueous solution. It is not in fact an acid, but the opposite - a very strong alkali and more corrosive on human skin than most acids.
PVC pipe cement contains MEKP (methyl-erhyl-ketone-peroxide) a strong organic solvent, perhaps to increase the potency of the NaOH on skin.
Both products are very useful, even essential for some applications. They should be controlled and used with care, but not banned, any more than machetes of petrol, which are also useful but can be used in a brutal way, to chop people up or incinerate them.
Hand-guns in the other hand have only one purpose - killing or seriously injuring humans, and should not be available to civilians at all.

@Botemon, good question; is use of a dangerous chemical deemed more barbarous than use of a firearm? I am also curious about that. Lacking the legal option to have a firearm, I have considered keeping a spray bottle of - not devil acid, but plain old muriatic acid - on hand. If I used this against a home invader, would I be acting in a barbaric manner from a Dominican perspective (especially, from a Dominican COURT's perspective?)

PVC cement is useful and harmless (unless you inhale it deep), But drain cleaner is not. (I've been a part-time plumber). It destroys metal pipes and harms the environment. It is very inefficient in doing what it's supposed to and a waste of money.
Let's get rid of this "Acid" before it does its next evil deed.

@Roy; correction - PVC glue contains MEK (methyl ethyl ketone). That is different than MEKP (methyl ethyl ketone peroxide), which is an oxidizer and commonly used "catalyst" for polystyrene resin "epoxy". Of course they have similarities of chemical structure but they are not identical.
I would guess the PVC glue ingredient in devil acid is added to make the chemical stick to the skin. Otherwise, I do not think the ingredients in PVC glue would react with NaOH. The damage NaOH does to skin is called saponification: it turns fat molecules into soap, basically; so the skin and subdermal layers literally wash off. It is a painless process so the victim does not know to remove the chemical immediately.

Perhaps the addition of PVC cement is not scientifically based, but rather relates to voodoo?
The saponification of fat is the very reason why NaOH is so good for clearing blocked drains. As a child (yes, soap had been invented then, but not used by the English) my mother used it with mutton-fat ("dripping") to make soap. I used to steal it to make hydrogen (reacting with silver-foil (aluminum). Also a dilute solution on the ground will bring worms to the surface, ready for use as fish-bait. (agreed, not good for the environment).

Roy. In my salad days, I had been a plumber's helper and subsequently, employed with a slum- lord's firm, in charge of unstopping/ replacing pipes....Tenants would pour this "acid" into their sinks and, in short order, would eat right through aluminum "J bends" and, ultimately, cast-iron pipes.
There were many a pipe I had to replace with PVC. Nothing else could stand to the corrosive power of this chemical.
Under- sink, j-bends can easily be cleaned by uncoupling it. Or if you can afford it, a tool that shoots highly compressed air into pipes. The other, is to snake it or use a plunger.
This chemical also disrupts the natural decomposition of human waste. If it reaches aquifers, you'll be drinking it with your cup of tea.

In Australia, J bends are made of heat-welded polypropylene which has better heat and chemical resistance than uPVC.
From there on down it is uPVC. to the centrifugally cast iron sewer main, then to an activated-sludge purification plant. The sludge is separated into anaerobic digestor tanks to produce methane for heat and power for the plant. The spent sludge is then devoid of pathogens and used as organic fertilizer.
The remaining water goes into forced O2 oxidation ponds and eventually the water is used for irrigation and any surplus pumped out to sea. When the plant is operating properly (about 99.8% of the time) it is of drinkable standard but not used thus.
