Santo Domingo.- Dominican Army chief of staff Ruben Dario Paulino revealed Monday that since August 22, more than 2,000 soldiers who were doing private work including security agents, were ordered back to duty.
The announcement comes after weeks of questioning of the military and police, whose chief Jose Polanco even admitted that he didn’t know how many agents were in service.
Paulino said among the soldiers figure some of the 90 troops deployed along the 320-kilometer border with Haiti starting today, to join the new Secure Border Task Force, and the others will be assigned to other posts.
The senior officer, asked about the frequent arrests of military in drug other crimes, noted that the Dominican Army has 26,000 officers and enlisted. "We're really taking all measures in that regard; we’ve purged many from our staff since we started our tenure."

When you add the navy and the airforce people to the list and say we have 30,000 people averaging more than 15,000 pesos every month ,,,that is 450,000,000 pesos every month and so every year it is 5,400,000,000 pesos e....and the new taxes are the only way to keep going!!!!!.. I now fully understand why every President is scared to take necessary action against the defence forces.

I say there is plenty for the armed forces to do...
Secure the border tight. No one in or out without proper documentation. Send half the armed forces to the frontier with Haiti. Use the other half to start rounding up undocumented aliens and start processing and documenting each and every one of them. As we have seen from previous article, illegal Haitians are not going back willingly or peacefully. ( Remember the attack on immigration officers).
We must start a process to give legal residency to the descendants of the sugarcane cutters born and raised in DR from say 2005 back. Like wise we can legalize a percentag of those gainfully employed in the country since that time to help with Haiti's overpopulation. This will be a concession hinging on other countries taking in their share of refugees. If the international community refuses and shows its true colors ( wanting DR to absorb Haiti and or a sizeable portion of their excess population). Then start deporting

I was totally dissapointed, after watching such distruction on CNN, my take was finally Haitians will have a change of hearts. Au contraire, the mentality of those folks in PAP to me was even worst after temblor than before.I have been doing DR and Haiti for the past 10 years, now since 2010 I've only been doing DR once a month. I had to turn my back to PAP where I was born. The info that I receive, at least, Martelly has the right approach. He is not letting Haitians rebuilding Haiti, bottom line they will pocket the cash. My understanding, Haiti has heavy outside involment in the rebuilding process. The economic costs of violent crime in Haiti.
The costs of violent crime accumulate quickly. For example, burial and funeral costs average almost $5,000 per household. Nearly all of the households we surveyed take out loans to pay these costs. The interest fees charged by money-lenders are extortionate, ranging from 50% to 150% a month. Compounding all this are bribes that are regularly paid out to the police: up to a quarter of all victims of physical assault and property crimes were asked to pay a bribe to see their cases progress. The average cost of these bribes is about $16.

The impacts of Haiti's surge in crime endure long after the shooting stops, with children especially vulnerable
The impacts of Haiti's recent surge in crime endure long after the shooting stops. Children are especially vulnerable when a death occurs in the family; many are pulled out of school and sent to live with other families as restaveks, Creole for unpaid domestic servants. Since mid-2011, the average costs of a physical or sexual assault on a typical household member amounts to a fifth of their annual income. A murder results in expenses that are more than five times an average family's annual income of $1,200 a year.
From: Haiti
The geographic and demographic characteristics of Haiti's crime wave are unevenly felt. For example, residents of the capital city's slums are more than 40 times more likely to be a victim of homicide than other urban dwellers. The incidence of sexual violence is also especially pronounced among young women and girls regardless of what strata of society they come from. Likewise, property crime and banditry are taking their toll, particularly among the poorer populations of the capital.
From: United States
The Haitians have an opportunity in PAP, like the Pheonix rising from the ashes, to build a modern well planned urban center. My understanding is that the majority of structures were destroyed during the quake. The main obstacle to building a shining new city is again overpopulation which will again generate shantytowns and slums in and around the new constructions.
It seems both countries have a serious problem with rule of law. Over population heightens this attitude. Cuba has about 11 million inhabitants on an island at least twice the size of ours. Both governments must educate their people so as to make them more paletable for emmigration. This is especially so for Haiti.
