Bonao, Dominican Republic.-  Several Monseñor Noel province (central) towns were shut down early Tuesday, demanding repairs to the main road which links them.

The strike closed schools and businesses in at least 10 communities, for which the Police deployed Swat agents Monday night to maintain order.

Bonao community leaders and religious organizations called the walkout in adjacent villages first, and vowed to extend it to the city tomorrow Wednesday, to protest the proposed tax package, the rolling blackouts, the price of fuels, among other grievances.

The walkout affects areas north of Bonao and communities near the Xstrata Nickel Falcondo mine, El Caribe, Peñaló, and Hato Nuevo, to demand repairs for the highway.

Exactly. Some people have yet to understand that you need to pay taxes if you want to demand public services, pay decent salaries to teachers, police officers, etc. Modernity can't be built on only entitlements.

Just look at another example of this entitlement mentality at work in Mexico:

Danilo, please implement this: Federal money should only be given to those towns that clean up after themselves, other's should not be funded and should slowly be turned to national parks. If you care for your town your town will be rewarded.

Making banal comments does not offer any solution, when passive demonstration offers no hope, the only recourse people have is to take alternative action. The problem is endemic and inherent in Dominican culture accepting irresponsible, incompetent, bureaucratic, unaccountable government and local authorities who have little or no interest to motivate development of the areas. Samana is one such region which suffers from this ilk. Having spent millions of dollars to construct the well known autopista, Boulevard de Atlantico, which leads to a well known tourist town (LT), the inner roads of the town are disgraceful, full of pot holes filled with rubbish. This tourist town generates substantial taxes for the government, but very little of this money is spent on the infrastructure or on the development of the town. The Ayuntamiento is disgraceful and lacks skills, full of platitude and blatantly not interested in the well being of the town. Passive demonstration have resolved nothing!
